ABSTRACT
Analyses the investment process in the environment and health in Trinidad and Tobago. Gives an overview of the country's economic conditions, then discusses the accountability of the investment process in the environmental and health sectors; the relevant macroeconomic data on both sectors; the relationship between the overall economic policy and investments in both sectors and the existing investment process and that being proposed. Suggests that agencies responsible for investment in the environment and health undergo a change of attitude. Short-term objectives include technical advice in detailing policy development and quality assurance; on-site training of Ministry personnel in providing some of the new tasks; and the development of a drug formulary consistent with the quality and cost objectives of the reformed health system. The medium term aspect of the strategy would build on present Ministry of Planning and Development (MPD) efforts in upgrading project preparation and project management. In the long term the focus would be on institutional strengthening of the University of the West Indies to better service the needs of the Ministry of Health Authorities, the Environmental Management Agency and the National Health Insurance Agency(AU)
