Data and basic knowledge gained from postearthquake investigation conducted under the auspices of the National Earthquake Hazard Reduction Program (NEHRP) have advanced the state - of - knowledge and state od practice in earthquake engineering. These advances have led to significant changes in public policy, focused research and accelerated the adoption of improved mitigation, preparedness, emergency response, and recovery measures in communities throughout the United Stated. Many countries throughout the world have benefited from investigations made during the past decade (AU)

Because governmental and nongovernmental organizations are unable to provide rapid and appropiate response during disaster, it is imperactive to build the capability of communities to ensure their own survival and well - being in such situation. Such capability can be based on the strategies developed by communities and as such, have experience - based workability. Some of these strategies were documented during July 1990 earthquake in the Philippines (AU)

The 1988, Armenia earthquake (Ms = 6.8) and the 1990, Iran earthquake (Ms = 7.7) caused ten of thousands of fatalities and enormous destruction although the extent and type and damage from both events were similar, the reconstruction programs followed in the respective countries were quite different. The recovery and Armena has been very slow and plagued with significant difficulties and problems whereas, the reconstruction programs in Iran has been progressing successfully. In this paper various aspects of the two reconstruction programs are discussed. The reconstruction experiences in armania and Iran can be valuable to other countries that may suffer similar disaster in the future (AU)

Newscastle city council did not have a Disaster Plan at the time of the earthquakethat occurred on the 28th December, 1989. While the organization had quite capably addressed problems of fooding, cyclonic winds and bust fire the earthquake introduced new elements into council's disaster response capabilities. This paper adressed issues associated with the emergency response and recovery process of the City council and other emergency response agencies. It includes emergency managements planning, disaster coordination and post disaster damage assessment, and other issues which have been reviewed in the aftermath of the event (AU)

A two - story unreinforced masonry structure located within 15 Km of the epicenter of Loma Prieta responded with litte damage despite roof accelerations as large as 0.79g. The historical building has constructed of clay brick masonry bearing walls, and timber floor and roof systems. Measure of response of the building during the earthquake is used with measured material data to infer how similar construction east of the Rockies might perform during a future seismic event (AU)
