RESUMO

On 18 January, 2003, a bushfire that swept over the ACT was responsible for four deaths and destroyed large areas of rural and suburban ACT, including more than 500 homes and other buildings. From the evening of 18 January, the ACT Government undertook an extensive response and recovery effort. A major part of this was to establish, maintain and improve communication between the ACT Government and the affected community to support recovery needs. This project, focusing on the recovery phase following the bushfire, examines a unique episode in government-community communication. It attempts to describe and evaluate the effectiveness of the ACT Government's communication initiatives, and proposes a preliminary model for governmentcommunity recovery communication. (AU)

Sus centros poblacionales más importantes están en zonas de alta peligrosidad sísmica y volcánica y el acelerado crecimiento del estos ha hecho que surgan una serie de preocupaciones que han dado origen a la formulación del Programa Nacional de Riesgos de Nicaragua (PNRR), el cual se centra en la preocupación por enfrentar la magnitud de los riesgos socio naturales en Nicaragua, problema recurrente que menoscaba la capacidad recuperación y desarrollo del país, afectando con mayor intensidad a la población más vulnerable, es decir, en situación de pobreza. El Programa es un proceso planeado estratégicamente, abierto al aprendizaje y al enriquecimiento, gracias al involucramiento de los que están encargados de ejecutarlo. Su objetivo central es crear y desarrollar un Sistema Nacional que incremente la capacidad de administración de riesgos en Nicaragua

RESUMO

To one degree or another, the same inexorable power described in Twain's description of the Mississippi River has universal application to rivers and streams "from the mountains to the sea." Yet, while we cannot easily, if at all, control our rivers, there is an urgent need for us to find an accommodation with them. Floods in the United States in this century have caused a greater loss of life and property and disrupted more families and communities than all other natural hazards combined. Two years ago, after touring the areas devastated by the Midwest floods, President Clinton committed to the American people that when a disaster hits their community, his administration would be there to help them respond and recover from that disaster

RESUMO

The Federal Insurance Administration (FIA) handles the federal programs that offer insurance against losses from flood and crime, most notably the National Flood Insurance Program (NFIP). The NFIP is funded by the income from flood insurance policies (premium payments and a federal policy fee on each policy) that are sold under its auspices. The premiums go into the National Flood Insurance Fund, which is used to pay claims on flood losses during an average loss year. The federal policy fee goes toward the Mitigation Grant Fund and is also used for all program expenses, including all flood hazard identification and mapping and other floodplain management activities. It also includes all insurance operations expenses-those of the FIA and the Write Your Own insurance companies

RESUMO

For a national shelter program, shelters would probably be fabricated in local shops according to standardized designs and in central facilities with asssembly lines. Factory assembly would have the advantage that large stamping machines could permit the use of corrugated galvanized steel. Corrugated steel shelters would require less steel, since corrugation provides additional strenght. The shelters can be located in playgrounds, parks, yards, streets, parking lots of other locations with less than one week of disruption involved in digging the hole, burying the shelter, and hauling away the left over soil. The shelters should be located in open areas to minimize rubble. Shallow burial with earthen berms or concrete encasement may be required in locations with a high water table. The ventilation and chemical and biological air filtration systems for these shelters are currently being obtained on a one-at-a-time import basis from LUWA in Switzerland. The 60 person LUWA-180 units currently cost about $67 per person sheltered on this expensive custom import basis

RESUMO

The Department of Defense Key Asset Protection Program (KAPP) was established in 1984 to identify industrial and infrastructure facilities in the United States deemed essential to DoD's ability to mobilize, deploy and sustain U.S. forces during any type of national security emergency. In compliance with DoD KAPP regulation 5160.54-R and a memorandum of agreement between the Federal Emergency Management Agency (FEMA) and the Commander - in- Chief, Force Command (CINCFOR), FEMA supports KAPP by: (1) developing procedures and guidance for Federal Civil asset Departments and Agencies; (2) Coordinating Federal Civil asset nomination process for FORSCOM; (3) participating in the biennial review of KAPP and (4) participating in the development of KAPP training programs. FEMA has recently undertaken a number of proactive efforts to further enhance Federeal Civil Department and Agency participation in KAPP. These efforts include: (1) The dissemination of area-specific portions of the DoD Key Asset List (KAL) rto FEMA regional Offices and State Governments; (2) participating in annual KAPP-oriented conferences and (3) working with DoD agencies to develop new KAPP training courses. additionally, the author chairs an interagency group that has been tasked to prepare a review of asset protection policy for the National Secury Council. This article also describes some of this group's findings and recomendations (AU)

RESUMO

The Department of Defense (D0D) Key Asset Protection Program (KAPP) is a planning mechanism designed to meet the specific responsibility of the Secretary od Defense oulined in Executive Order (E.O.) 12656 (National Security Emergency Preparedness or NSEP). From its inception in 1984, KAPP has stressed flexibility to deal with all risks that are foreseeable through the 1990s.. The primary objective of KAPP is to identify U.S: industrial and infrastructure facilities which are critical to DoD and plan for their continued functioning time of national security emergency. A major element of KAPP is the Key Assets List (KAL), which is developed maintained and classified by the Commander In Chief Forces Command (CINCFOR), who is a major commander of U.S. Army Active and Reserve Forces and oversees training and mobilization of the Army National Guard. The KAL is dynamic and is updated continuously to add and delete specific facilities as DoD need and interests change. This paper addresses KAPP from a DoD perspective, provides an ovierview of functional elements, and describes how the program received heightened interest and support when it was activated during the 1990/91 Desert Storm/Desert Shield wartime scenario (AU)

RESUMO

This articule provides an ovierview of the structure and funtional responsibilities of the Defense Investigative Service (DIS). Organized in 1972 and based in Washington, D.C., The DIS organization has a Personnel Investigations Center (PIC) in Baltimore, Maryland, a Defense Industrial Security Clearance Office (DISCO) in Columbus, Ohio, two Offices of Industrial Security International for Europe and Far East, as well as eigth Regional Offices. Overall, Dis has approximately 350 field activities. Mast of the Dis investigative effort is expended on personnel security investigations which is controlled at the PIC in Baltimore. In summary, DIS has evolved dramatically from being a single-mission security investigation agency to the more complex security organization it is today (AU)
