Policies on exportation of hazardous substances in western developed countries : A public - health problem

A characteristic of the 1970s in many western developed industrialized countries, including the United States, was the expansion of government intervention and regulation in the areas of occupational and environmental health and of consumer protection. Industry has for the most part resisted these interventions and regulations. One form of resistance has been to move entire industrial processes from countries with regulations to countries with fewer or no regulations. This report discusses examples of the transfer of hazardous processes and substances from regulated developed countries to unregulated developing countries and raises the question of concern for health and environmental effects within the recipient nations
