Shows the development of library disaster management in the menbers states of the Organisation of Eastern Caribbean States (OECS) since Hurricane Hugo. A case study of Montserrat compares disaster management before and after Hugo at both national and library level. Relates Montserrat's experience to the OECS. Presents recommendations and guidelines for library disaster management

In 1988, the U.S. Congress passed legislation establishing the United States Decade for Natural (USDNDR) established by a unanimously passed resolution of the 42nd Session of the United Nations General Assembly in December 1987. The U.N. resolution urges each member nation to establish its own national program for a decade of hazard reduction within its boundaries and unilaterally or multilaterally, with other member nations The USDNDR, therefore, serves two purposes: 1)it focuses on natural hazard reduction within the United States and 2) it forms the framework in which the United States can cooperate with U.N. member nations to reduce natural disasters throughout the world (AU)

The West Indies provide good examples of tropical islands which, while inherently capable of providing a well-balanced, adequate diet for a large population, can nevertheless become vulnerable to famine if an inppropriate cultivation system is imposed on them. In examining contrasts in food production between aboriginal and European food-producting systems, evidence that the latter could create cycles of famine in particular islands is assessed. Famine in the West Indies generally gave rise to increased death rates and a substancial emigrant outflow. (AU)
