RESUMO

The present report addresses the theme "Strengthening of the coordination of the United Nations humanitarian assistance to the victims of natural disasters and complex humanitarian emergencies, with particular attention to reaching the vulnerable segments of the population and the transition from relief to development". The report begins with an analysis of the causes and effects of humanitarian emergencies, highlighting the regional repercussions of humanitarian crises and the coordination mechanisms and tools adopted by the United Nations and its humanitarian partners to address them. It then examines the issue of "reaching the vulnerable populations" within the broad umbrella of the protection of civilians in armed conflict and details some of the challenges to securing safe and reliable humanitarian space for bringing assistance to those affected by humanitarian emergencies. It also underlines the particular efforts required to strengthen assistance to specially affected groups such as internally displaced persons, children, women and the elderly. In exploring the issue of the transition from relief to development, the report emphasizes the importance of early, integrated planning and the need to ensure that transitional programmes contribute to reducing the risks and impact of future natural hazards. In response to a request made by Member States, the report also details the finding of an independent review of the consolidated appeals process. The recommendations contained in the report revolve around the need to enhance regional capacities to respond to humanitarian emergencies, promote a "culture of protection" and adequately plan for the transition from relief to development. The recommendations on the consolidated appeals process focus on the need to strengthen humanitarian strategies and resource mobilization efforts, with increased support from donors and non-governmental organizations.(AU)

RESUMO

Comparación de la legislación de Estados Unidos, Gran Bretaña y Holanda, en donde se toma en consideración el desarrollo histórico de las legislaciones, la participación de los trabajadores, entrenamiento e información en la seguridad de procesos, análisis de riesgos, procedimientos operacionales y de respuesta ante emergencias, entre otros de igual forma lo hace para todas las legislaciones. Concluye diciendo que a pesar de que existen algunas diferencias técnicas y legales de dichas legislaciones concuerdan en los aspectos fundamentales, las diferencias radican por aspectos geográficos, culturales, económicos, legislativos y sociales

Introduction: To assess the volume of patients and the composition of their injuries and illnesses that presented to an emergency department (ED) close to the epicenter of an earthquake that occurred in a seismically prepared area. Methods: A retrospective analysis of data abstracted from charts and ED logs for patient census and types of injuries and illnesses of the patients who presented in the ED of a community hospital before and after the earthquake (6.8 Ritcher scale) that occurred in 1994 in Los Angeles. Illnesses were clasified as trauma -and non- trauma related. Data were compared with epidemiological profiles of earthquakes in seismically prepared and unprepared areas. Results: A statistically significant increase in ED patient census over baseline lasted 11 days. There was a large increase in the number of traumatic injuries such as lacerations and orthopedic injuries during the first 48 hours. Beginning on the third day after the event, primary care conditions predominated. When the effects of the LA quake were compared with those of similar Ritcher magnitude and disruptive capability, the ED epidemiology profile was similar to those in seismically unprepared areas, except for the total number of casualties. Conclusion: The majority of patients with traumatic injuries presented within the first 48 hours. The increase relative to baseline lasted 11 days. Efforts to develop disaster response systems from resources outside the disaster-stricken area should focus on providing mostly primary care assistance. Communities in seismically prepared areas could require external medical assistance for their EDs for up to two weeks following the event(AU)

RESUMO

This study examines gender differences in communication behavior, risk perception, and preparedness in response to the highly publicized New Madrid earthquake prediction for a 6.5-7.5 Richter magnitude earthquake on December 2-3, 1990. A survey of 629 respondents in November and a follow-up survey of 496 respondents in February 1991 in the Cape Girardeau, Missouri, community provided the opportunity to assess public response to the false alarm. The analysis includes a panel survey of 290 respondents who agreed in November to a second interview. When compared with men, women were associated with higher levels of interpersonal discussion about the prediction and perceived higher levels of news and media influence on their perceptions of the importance of the earthquake prediction. Contrary to previous studies reporting higher levels of news media use for men, no gender differences in news media use were found. A majority of studies of risk perception suggest higher levels of perceived risk for women than men. In this study, men were associated with higher levels of risk and lower levels of preparedness (AU)

RESUMO

While data are limited, field reports indicate that reported violence against women increases in communities hit by environmental disasters. Seventy-seven Canadian and U.S. domestic violence program participated in a study of organizational readiness, impact and response employing mail survey and open-ended telephone interviewing. Low level of in-house emergency preparedness were found, but also strong interest in increasing disaster readiness. those program most severely impacted by disasters reported service demands, as long as one year after the event and decreased organizational resources. Strategies are suggested for more fully engaging women's services in community-based disaster mitigation, planning and response (AU)
