RESUMO

The project on the Health Economic Assessment Tool (HEAT) for Walking and Cycling,1 coordinated by WHO, steered by a coordinating team of multidisciplinary experts and supported by relevant international experts invited ad hoc, hold advisory group and consensus meetings to discuss and agree upon methodological updates and new features of the HEAT. The seventh meeting was convened to achieve scientific consensus on a new functionality for assessing the effects of e-biking. Twenty participants attended the meeting, comprising members of the HEAT coordinating team, the HEAT advisory group and invited experts, seven participants from WHO regions (five from the European Region and two from the Region of the Americas), and two from WHO headquarters. Participants discussed and adopted eight recommendations and provided comments, which will be taken into account in finalizing an updated version of the HEAT that includes e-biking.

RESUMO

Since 2008, the Joint Action (JA) mechanism in the EU Health Programme has been promoting collaboration among Member States. This article assesses whether it is well-equipped to strengthen European collaboration in the post-COVID world and suggest ways in which the Commission can further improve this instrument. They can have a significant impact on health policies in the EU, yet challenges remain related to sustainability, administrative burden, and co financing structure. In order to contribute to the EU Health Union, we believe they need to become more politically driven, outcome-focused, and contribute to a comprehensive long-term vision regarding the role of health in the EU.

RESUMO

After the COVID-19 pandemic, the European Union (EU) introduced several reforms to improve its crisis response capabilities. However, doubts remain as to the complexity of current governance arrangements. We review recent reforms and propose 19 recommendations. These include clarifying the relationship between the institutions involved in crisis management; streamlining scientific advice; coordinating IT platforms on medical countermeasures used by the European Medicines Agency (EMA) and the Health Emergency Preparedness and Response Authority (HERA); streamlining and expanding funding sources for R&D; improving data flows; and strengthening the EU’s ability to communicate with the general public. All these measures can be adopted without EU Treaty reforms.

Many countries in the European Union (EU) are experiencing a health workforce crisis, which is straining the performance and resilience of health systems. To support and complement the efforts of Member States to address the crisis, the EU should develop a comprehensive health workforce strategy. This strategy should include EU support for health workforce development, the alignment of the EU labour market with health system goals, and advance the review of the professional qualifications directive.

A special session of the European Environment and Health Task Force was convened in Budapest, Hungary, on 4 July 2023, immediately before the Seventh Ministerial Conference on Environment and Health, to approve the final draft of the Budapest declaration, to be submitted to the Ministerial Conference for adoption. One Member State dissociated itself from the draft declaration.

Пункты въезда (ПВ), включая аэропорты, морские порты и наземные транспортные узлы, находятся на передовой линии приоказании помощи в предотвращении, выявлении событий в области общественного здравоохранения, возникающих в результатемеждународных поездок и перевозок, и реагировании на них. Для надлежащего выполнения этой функции Международныемедико-санитарные правила (ММСП) (2005 г.) определяют требования к основным возможностям, которыми всегда долженрасполагать ПВ, а также к возможностям, которые должны быть обеспечены при реагировании на чрезвычайную ситуацию вобласти общественного здравоохранения, имеющую международное значение. В 2009 г. ВОЗ разработала механизм оценкитребований к основным возможностям в отношении определенных аэропортов, портов и наземных транспортных узлов согласно ММСП (2005 г.) для использования государствами-участниками при определении существующих возможностей и потребностей в ПВпри принятии решения о назначении аэропортов, портов и наземных транспортных узлов в соответствии с ММСП (2005 г.). Этоттренинг помог должностным лицам общественного здравоохранения в странах Центральной Азии и Южного Кавказа лучшеподготовиться к оценке и совершенствованию потенциала общественного здравоохранения в ПВ посредством их обученияиспользованию механизма оценки требований к основным возможностям в назначенных ПВ.

RESUMO

Points of entry (PoE), including airports, seaports and ground crossings, are on the front line in helping to prevent,detect and respond to public health events arising via international travel and transport. To perform this functionadequately, the International Health Regulations (IHR) (2005) identify core capacity requirements that must bepresent at PoE at all times and those that must be present in responding to a public health emergency ofinternational concern. WHO developed the IHR (2005) assessment tool for core capacity requirements at designatedairports, ports and ground crossings in 2009 to support States Parties in determining existing capacities and capacityneeds at PoE when deciding which airports, ports and ground crossings to designate under the IHR (2005). Thistraining supported public health officials from the central Asian and southern Caucasus subregions to be betterprepared to assess and improve public health capacities at PoE by training them to use the assessment tool for corecapacity requirements at designated PoE.

Tri studije slučaja dopunjuju nalaze ovog izveštaja: unapređenje kvaliteta vazduha u zatvorenom prostoru u školama u Mađarskoj; zagađenje vode u regiji Veneto, Italija; i akcija za postupanje u toku toplotnog talasa u Štajerskoj, Austrija.

RESUMO

This manual describes the Diet Impact Assessment (DIA) model – a new interactive modelling tool for analysing the health, environmental and affordability implications of diets and dietary change. The tool enables countries to analyse user-specific scenarios of dietary change, and to estimate the health, environmental and cost burden of each scenario in terms of diet costs, avoidable deaths, changes in resource use and compatibility with global environmental targets, including those associated with food-related greenhouse gas emissions, land use, water use and fertilizer application. The tool was commissioned by the WHO Regional Office for Europe and is based on analytical frameworks developed by Marco Springmann and colleagues. This manual outlines use of the tool and its scientific basis.
