Model Disability Survey: results for Georgia 2022: executive summary

This publication describes the results of the Model Disability Survey conducted in Georgia in 2022, on a sample of 2298 adults and 705 children. The survey provided information on the health status, prevalence, distribution and degree of disability, well-being, capacity, environmental barriers and facilitators, and met and unmet needs for assistive technology and health-care services for the population in Georgia. Results of the survey suggested the need for actions targeting women and elderly people and improving the economic situation of persons with disabilities, as well as improving access to appropriate health care and assistive products.

Data and digital health in the WHO European Region in 2022: a year in review

For the Division of Country Health Policies and Systems at the WHO Regional Office for Europe, 2022 was a significant year – not only for the numerous activities, missions, workshops, briefings and technical guidance that the Data and Digital Health team deployed in Member States of the WHO European Region but also for the important effects these had on improving people’s health. This document summarizes the activities conducted by the Division in 2022 in the area of Data and Digital Health.

ამ გამოცემაში შეჯამებულია საქართველოში დამხმარე ტექნოლოგიების სისტემის მდგომარეობა 2021 წლის აგვისტოს მდგომარეობით, აგრეთვე 2021 წლის მარტში დამხმარე ტექნოლოგიების შესახებ ჩატარებული შინამეურნეობების გამოკითხვის შედეგად მიღებული მიგნებები. იგი აღწერს არსებულ რესურსებს, საჭიროებებს, ხარვეზებსა და შესაძლებლობებს დამხმარე ტექნოლოგიების სფეროში საქართველოში და იძლევა სისტემის გაძლიერებასთან დაკავშირებულ რეკომენდაციებს. არსებული სიტუაციის ანალიზი ჩატარდა საქართველოს ოკუპირებული ტერიტორიებიდან დევნილთა, შრომის, ჯანმრთელობისა და სოციალური დაცვის სამინისტროს ხელმძღვანელობით, ჯანმრთელობის მსოფლიო ორგანიზაციის (ჯანმო) ევროპის რეგიონის ოფისისა და ჯანმოს საქართველოს ოფისის ტექნიკური მხარდაჭერით. მონაცემები შეგროვდა დამხმარე ტექნოლოგიების მომხმარებლებთან, მიმწოდებლებთან, პროფესიონალებთან და პოლიტიკის შემქმნელებთან ინტერვიუების საშუალებით. ანგარიში დაყოფილია 5 თავად, რომლებიც დამხმარე ტექნოლოგიების სისტემის სხვადასხვა ასპექტებს ეხება: პოლიტიკა, პროდუქტები, უზრუნველყოფა, პერსონალი და მოსახლეობის საჭიროებების შესახებ შინამეურნეობების კვლევის შედეგად მიღებული მიგნებები.

How can digital technologies be used to enhance health financing? Claims management in Estonia

Estonia started digitalizing claims and the claims management submission process between health-care providers and the Estonian Health Insurance Fund (EHIF) in the mid-nineties. A claim is the key set of data that health-care providers submit to the EHIF, with the primary purpose of obtaining payment for delivered health care. However,the data collected via the claims process serves multiple purposes, making digital claims management an essential part of the EHIF’s business process and the foundation for advanced strategic purchasing instruments. This brief explores how the EHIF claims management process has been further digitalized over time, how this has enabled the introduction of other advanced purchasing instruments, the benefits of the digitalization of claims in health financing and lessons learned that can be used for other countries. This paper is a shorter version of the more detailed WHO technical report, The role of digital claims management for Estonia’s health insurance: a leverage for making health-care purchasing more strategic.

A situation assessment of assistive technology in Georgia

This publication summarizes the situation of the assistive technology system in Georgia as of August 2021, and the findings of a household survey on assistive technology conducted in March 2021. It describes the current resources, needs, gaps and opportunities in the area of assistive technology in Georgia, and provides recommendations on how to strengthen the system. The situational analysis was conducted under the leadership of the Ministry of Internally Displaced Persons from the Occupied Territories, Labor, Health and Social Affairs, with technical support from WHO Regional Office for Europe and WHO Country Office in Georgia. The data was collected through interviews with assistive technology users, providers, professionals and policy makers. The report is divided into 5 chapters addressing different aspects of the assistive technology system: policy, products, provision, personnel and the findings of the household survey on the population needs.

Місія технічної підтримки України з питань обмежень життєдіяльності, реабілітації та допоміжних технологій

З початку широкомасштабного вторгнення в Україну Російської Федерації, яке розпочалось в лютому 2022 р., потреба в реабілітації та допоміжних технологіях стала край значною, як ніколи. В той же час ВООЗ має зобов’язання щодо захисту найбільш вразливих верств населення, зокрема осіб з обмеженнями життєдіяльності. Оскільки ВООЗ вже підтримувала Україну щодо розвитку її реабілітаційних послуг протягом кількох років, вона надала відповідь негайно. Технічну місію було проведено в липні 2022 р. для оцінювання ситуації та вимог щодо реабілітації та допоміжних технологій, включно для осіб з обмеженнями життєдіяльності. Звіт підсумовує висновки та рекомендації місії для сприяння спільному, ефективному та інклюзивному реагуванню.

Technical support mission to Ukraine on disability, rehabilitation and assistive technology

Since the large-scale invasion of Ukraine by the Russian Federation, which began in February 2022, the need for rehabilitation and assistive technology has arguably never been greater, while WHO has a duty to protect the most vulnerable, including persons with disabilities. As WHO has been supporting Ukraine in development of its rehabilitation services for a number of years, it was able to respond immediately. A technical mission was undertaken in July 2022 to assess the situation and requirements for rehabilitation and assistive technology, including for people with disabilities. This report summarizes the findings and action points from the mission to contribute to and support a collaborative, effective, inclusive response.
