Информационные бюллетени о задачах ЦУР в области здравоохранения раскрывают основные факты и цифры, текущие обязательства, стратегические рекомендации для осуществления действий и индикаторы для мониторинга прогресса – в контексте Европейского региона ВОЗ. Особое внимание в них уделяется тому, как ЕРБ ВОЗ содействует государствам-членам в достижении этих целевых ориентиров, а также ключевым аспектам ЦУР, таким как справедливость, партнерское взаимодействие и межсекторальное сотрудничество. Оптимизация здоровья и благополучия людей с ограниченными возможностями имеет важное значение для достижения ЦУР. Поскольку опыт, связанный с инвалидностью, универсален на протяжении всей жизни и влияет на все ее сферы, вопрос инвалидности имеет значение для достижения всех ЦУР. Здоровье и благополучие каждого человека зависят от адекватного уровня жизни, достойно оплачиваемой работы и возможностей получения образования и участия в социальной и общественной жизни (составляющих ЦУР), но это именно те сферы жизни, в которых люди с ограниченными возможностями особенно ущемлены. Повестка дня в области устойчивого развития на период до 2030 г. и 17 ЦУР служат мощной основой для обеспечения развития с учетом потребностей инвалидов на уровне отдельных групп населения, стран и международного сообщества в целом. Повестка дня содержит обязательство никого не оставлять без внимания, будь то лица с инвалидностью или иные уязвимые группы населения, и признает необходимость учета факторов инвалидности при осуществлении всех поставленных целей.

The Sustainable Development Goals (SDGs) aim to transform our world. They are a call to action to end poverty and inequality, protect the planet, and ensure that all people enjoy health, justice and prosperity. It is critical that no one is left behind. In 2015, all the countries in the United Nations adopted the 2030 Agenda for Sustainable Development. It sets out 17 Goals, which include 169 targets. These wide-ranging and ambitious Goals interconnect. SDG 3 is to ensure healthy lives and promote well-being for all at all ages. It has 13 targets measured through 26 indicators. However, a person’s health and well-being are affected not only by disease and treatment, but also by social and economic factors such as housing, poverty and education. Health targets can therefore also be found across the other SDGs. Rates of disability in the WHO European Region are steadily increasing due to chronic health conditions, nonfatal injuries and population ageing. People with disabilities often face not only poor health but also persistent inequality, with less access to health care, housing, employment and financial security. The 2030 Agenda for Sustainable Development and its 17 SDGs pledge to leave no one behind and recognize disability as an issue that cuts across all SDGs. This fact sheet includes an overview of the issues, indicators, facts and figures, and a disability-inclusive agenda of actions.

This publication summarizes the current gap, need and opportunities for intervention in the field rehabilitation for persons with disabilities in Tajikistan. The situational analysis process was conducted by an intersectoral working group consisting of members from different ministries under the leadership of the Ministry of Health and Social Protection,Republic of Tajikistan and with technical support from the WHO Country Office, Tajikistan. It was undertaken in collaboration with different disability and development related stakeholders and adopted a realist synthesis approach, being responsive to the unique social, cultural, economical and political circumstances in the country. The evaluation focuses on rehabilitation policy and governance, service provisions and its impact on persons with disabilities in development of an inclusive, rights-based society with equal opportunity for all in Tajikistan.

Background: This study explores the association of disabilities and oral health. The aim of thestudy was to compare and assess oral health status of 12-year-old children with disabilities withhealthy controls in Karnataka, Southern India.Methods: A total of 191 schoolchildren with disabilities were examined from 12-year age group.For comparison, 203 healthy children were randomly selected from other government schools.Clinical data were collected on periodontal status, dental caries, treatment needs and dentalmalocclusion using WHO criteria. A chi-squared test was used to compare between categoricalvariables. Linear and logistic regression analysis was performed to determine the importance ofthe factors associated with caries status.Results: Significant differences were noted in the frequency of sugar consumption between subjectswith disabilities and their healthy controls. Subjects with disabilities had significantly higher CPI(community periodontal index) scores than their healthy counterparts (p<0.001). Dental carieswas present in 89.8% children from special schools as compared with 58.6% from the controlgroup. Mean DMFT (decayed, missing, filled teeth) values for special school children and healthycontrols were 2.52 ± 2.61 and 0.61 ± 1.12, respectively. Higher prevalence of malocclusion wasseen in subjects with special healthcare needs, with 66.4% having definite malocclusion and17.4% of controls having malocclusion (p<0.001). The mean values for treatment needs werehigher in subjects with disabilities. Regression analysis showed that, type of school, male gender,low frequency of brushing, increased frequency of sugar consumption between meals and dentalmalocclusion were significantly related to dental caries.Conclusion: Poor oral health of children with disabilities as compared with their healthy controlsin terms of periodontal status, dentition status, treatment needs, and dentofacial anomalies wasfound in our study, which confirms a need for preventive treatment for these children

Across Europe, children with intellectual disability experience broad ranging and pervasive inequalities in their health and intheir life experiences and opportunities. These inequalities are, to a large extent, avoidable and unjust. This paper relates tothe priority areas identified in the European Declaration on Children and Young People with Intellectual Disabilities and theirFamilies.One of the challenges facing this field is the lack of knowledge and the absence of evidence for interventions. This gap canbecome an excuse for inaction, even if a will to change exists. This paper service an important purpose by outlining thepresent situation, and indicating a way forward. For each area the authors (1) briefly summarize the state of existingevidence that would support action in relation to the priority area; and (2) identify three priorities for further research.
