This guide is designed to accompany the training module, Communicating with caregivers about the Human Papillomavirus vaccination: a tool to build confidence in communication skills among health workers. It provides detailed explanations, resources, guidance and training activities to accompany the slides in the training module and support those implementing the training. It is intended for facilitators who will be conducting the training either in-person or online. Facilitators can use this guide to help them adapt the training content to their local context and facilitate discussion with training participants. Facilitators are encouraged to have this guide available to them as a tool during the training session.

Points of entry (PoE), including airports, seaports and ground crossings, are on the front line in helping to prevent,detect and respond to public health events arising via international travel and transport. To perform this functionadequately, the International Health Regulations (IHR) (2005) identify core capacity requirements that must bepresent at PoE at all times and those that must be present in responding to a public health emergency ofinternational concern. WHO developed the IHR (2005) assessment tool for core capacity requirements at designatedairports, ports and ground crossings in 2009 to support States Parties in determining existing capacities and capacityneeds at PoE when deciding which airports, ports and ground crossings to designate under the IHR (2005). Thistraining supported public health officials from the central Asian and southern Caucasus subregions to be betterprepared to assess and improve public health capacities at PoE by training them to use the assessment tool for corecapacity requirements at designated PoE.

Human resources for health in small countries: developing and sustaining postgraduate training: policy brief

This policy brief focuses on the challenges that small countries in the WHO European Region face and the opportunities they avail themselves of to develop and maintain postgraduate specialist training in the health sector. The brief reviews recent evidence on specialist and postgraduate training of the health workforce in small countries and illustrates examples of good practice to emulate and build on, as well as tools available to measure and ensure high standards of specialist training. It also highlights the need for small countries to participate in international collaboration and networking to be able to overcome challenges related to postgraduate specialist training over the longer term.

Vaccine crisis communication manual: step-by-step guidance for national immunization programmes

This manual was developed to support countries in effectively responding to events which may erode the public’s trust in vaccines and the authorities that deliver them. In addition, a small section of this manual focuses on how to best prepare for a potential crisis and provides some insights into conducting post-crisis assessments. For the response phase, step-by-step guidance is provided on how to manage the communication aspects of a vaccine crisis.

Европейское региональное бюро ВОЗ выступило в 2012 г. с инициативой «Хорошие лаборатории – крепкое здоровье» (BLBH), которая соответствует принципам Мапутской декларации об укреплении лабораторных систем и Европейской политики в интересах здоровья и благополучия Здоровье-2020. BLBH представляет собой межсекторальный подход, направленный на повышение качества лабораторных услуг. Он является основой усилий ВОЗ по оказанию помощи государствам-членам в выполнении их обязательств в рамках реализации основного потенциала ММСП. Инициатива BLBH исходит из того, что устойчивые лабораторные услуги требуют рационального подхода к укреплению лабораторной системы. Важнейшим компонентом эффективной лабораторной системы является всеобъемлющий обзор лабораторных расходов и фактической стоимости проведения исследований. BLBH выступает за четкую организацию лабораторных систем на всех уровнях внутри страны. Это включает в себя разработку четких требований к анализам и методам, выполняемым на каждом уровне, и к сопутствующим расходам. BLBH представила инструмент для оценки стоимости лабораторных анализов, который поможет в разработке бюджетов лабораторий, окажет поддержку учреждениям в отношении прогнозирования расходов, связанных с лабораторными услугами, а также облегчит составление прейскуранта для лабораторных исследований.

Laboratory test costing tool: user manual/training manual

In alignment with Maputo Declaration on Strengthening of Laboratory Systems and the Health 2020 European Policy for health and well-being, the WHO Regional Office for Europe launched the Better Labs for Better Health initiative in 2012. This initiative is an intersectoral approach aimed to improve the quality of laboratory services and it is a principal part of WHO’s efforts to assist Member States to accomplish their commitment under the International Health Regulations core capacity implementation. Better Labs for Better Health builds on the premise that sustainable laboratory services require a rational approach to laboratory system strengthening. A crucial component of an efficient laboratory system is having a comprehensive overview on laboratory expenditures and actual cost of tests. Better Labs for Better Health advocates for clear organization of laboratory systems at all levels within a country. This includes the development of clear terms of references, tests and methods to be performed at each level, as well as clarity of the accompanying costs. The laboratory test costing tool was therefore developed to help laboratories evaluate the cost of a test, justify this cost and assist in producing pricelists for laboratory tests.

Курс по углубленному изучению аспектов информации здравоохранения и данных научных исследований для формирования политики: аналитический отчет об отзывах участников о курсе, проведенном 27 июня – 1 июля 2017 г. в г. Сараево, Босния и Герцеговина

Углубленный курс представляет собой важное мероприятие по наращиванию потенциала в рамках Европейской инициативы в области информации здравоохранения (ЕИИЗ) ВОЗ, организованное Отделом информации, фактических данных, научных исследований и инноваций Европейского регионального бюро ВОЗ. Несмотря на то что, по неофициальным данным, проводившиеся в прошлом углубленные курсы были успешными, в Отделе пожелали получить более подробные сведения том, как содержание курса и методы его проведения повлияли на степень удовлетворенности участников и эффект от курса с точки зрения наращивания потенциала. Ввиду этого при помощи ряда инструментов количественной и качественной оценки было проведено соответствующее исследование и опрос участников Углубленного курса 2017 г. Для анализа данных из трех источников было использовано два качественных метода. Такое методологическое сочетание позволило аналитикам дифференцировать положительные и отрицательные отзывы, оценить относительную важность различных тем, выявленных в полученных данных, и выяснить, какие элементы содержания курса, лекторы и методы обучения оказались наиболее эффективными, а также как можно было бы усовершенствовать курс. По результатам анализа отзывов и интервью участников было выявлено 6 основных тем и 23 подтемы. 80% отзывов и 87% ответов на вопросы интервью были положительными. Остальные отзывы и ответы почти поровну разделились на нейтральные рекомендации и отрицательные комментарии. В итоге можно сделать вывод о том, что теоретические знания в курсе были хорошо сбалансированы практическими аспектами их применения и что модули были логически связаны между собой.

Advanced Course on Health Information and Evidence for Policy-making: analysis and report of participant response to the course held on 27 June–1 July 2017 in Sarajevo, Bosnia and Herzegovina

The Advanced Course is a significant capacity-building activity of the WHO European Health Information Initiative (EHII), and is organized by the Division of Information, Evidence, Research and Innovation at the WHO Regional Office for Europe. Although anecdotal evidence had indicated that past Advanced Courses were successful, the Division of Information, Evidence, Research and Innovation wanted a deeper understanding of how the course content and modes of delivery affected participant satisfaction and the Advanced Course’s capacity-building impact. Consequently, a set of quantitative and qualitative tools were used to survey and interview participants on the 2017 Advanced Course. Two qualitative methods were used on three sources of data. This combination of methods enabled the analyst to differentiate positive and negative comments, assess the relative importance of themes identified in the data, and investigate which content, lecturers, and modes of delivery were most successful and how the course might be improved. Six major themes and 23 sub-themes were identified in the participants’ comments and interview responses. Eighty percent of the comments and 87% of the interview responses were positive. The remaining comments and interview responses were almost equally divided between neutrally expressed recommendations for the course and negative comments. The results describe a course that is well balanced between theoretical knowledge and practical application of that knowledge, with modules that build upon one another.

Development of national laboratory policies: best practices document and facilitators’ guide

This document provides guidance to the activities needed to develop a national laboratory policy. Section 1 provides governments, participants and facilitators with an overview of the activities needed to develop a national laboratory policy that is nationally owned and widely supported. Section 2 provides information on the main actors and their roles and responsibilities. Section 3 provides a practical guide for facilitators of the workshops to develop a national laboratory policy. The facilitators’ guide includes detailed, step-by-step agendas, complete with descriptions of the activities, exercises, presentations and example outcomes that can be used for the facilitation of the workshops.
