O Conselho Estadual de Saúde do Espírito Santo e a gestão hospitalar por uma organização social: o caso do hospital Dr. Jayme Santos Neves / The State Health Council of the Holy Spirit and the hospital management by a social organization: the case of Dr. Jaime Santos Neves hospital

RESUMO

A literatura sobre conselhos de saúde indica a restrição do papel dessa instância deliberativa à fiscalização e sua pouca influência no processo decisório, revelando também uma ausência de relevância do papel dos conselheiros. Diante dessas análises e das contratações de organizações sociais para gestão e execução de atividades e serviços hospitalares no Espírito Santo, o objetivo desse estudo é analisar o posicionamento dos conselheiros sobre o papel desempenhado pelo Conselho Estadual de Saúde do Espírito Santo (CES/ES) durante os anos de 2009 a 2014, no processo de contratação e acompanhamento do contrato de gestão entre a Secretaria Estadual de Saúde do Espírito Santo (SESA/ES) e a organização social Associação Evangélica Beneficente Espírito-Santense (AEBES) para gerenciar o Hospital Estadual Dr. Jayme Santos Neves (HJaSN). Para isso, buscou-se analisar o contrato de gestão estabelecido entre a SESA/ES e a organização social AEBES, verificando os momentos do processo em que o CES poderia atuar; o papel desempenhado pelo CES/ES no processo de assinatura e desenvolvimento dessa parceria; as percepções e posicionamentos dos conselheiros sobre a atuação do CES/ES nesse processo. O recorte temporal engloba as gestões do CES/ES nos biênios 2009-2011 e 2011-2013. Os dados e informações foram obtidos por meio de análise documental, entrevista semiestruturada e observação participante. A fim de subsidiar as análises foram discutidos alguns conceitos como democracia, representação, deliberação e democratização. Os resultados evidenciaram ser possível, em tese, o poder de atuação do conselho em diversos momentos do processo estudado, mas, na prática deste contrato de gestão, o CES/ES não discutiu nem definiu o modelo de gestão que foi adotado no HJaSN, não exercendo qualquer papel deliberativo no processo de contratação da OS...

ABSTRACT

The scientific literature about health councils indicates the restriction of the role of this deliberative forum to the inspection and their lack of influence in decision-making process, also revealing a lack of relevance of the councilors´ role. Given these analyzes and the hiring of social organizations for managing and implementing activities and hospital services in the State of Espírito Santo, the aim of this study is to analyze the position of the counselors on the role played by the Espírito Santo State Health Council (CES/ES) during the years 2009-2014, on the process of contracting and monitoring of the management contract between the State Department of Health of the Espírito Santo State (SESA/ES) and social organization Evangelical Association Charitable of the Espírito Santo State (AEBES) to manage the State Hospital Doctor Jayme Santos Neves (HJaSN). For this, we attempted to analyze the management contract between the SESA/ES and social organization AEBES checking stages of the proceedings in which the Council could act; the role played by the CES/ES on the signing and development of the partnership process; perceptions and positions of the counselors on the activities of the CES/ES in this process. The results show is possible, in theory, the power of the council acting at different times on the process studied, but in practice this management contract, the CES/ES not discussed or defined the management model that was adopted in the HJaSN, not operating any decision-making role in the OS's hiring process...
