A pesquisa avaliativa do processo de formulação e implantação da Política Nacional de Atenção Integral à Saúde da Criança (PNAISC): trajetória epistemológica e metodológica / The research of the formulation and implementation process of the National Policy for Comprehensive Child Health Care (PNAISC): epistemological and methodological trajectory

RESUMO

O processo de formulação e implantação da Política Nacional de Atenção Integral à Saúde da Criança (PNAISC), iniciado no final de 2011, com a coordenação da Área Técnica de Saúde da Criança e Aleitamento Materno (ATSCAM/CGSCAM) do Ministério da Saúde (MS) e da Estratégia Brasileirinhas e Brasileirinhos Saudáveis (EBBS), foi acompanhado por pesquisa avaliativa desenvolvida a partir da triangulação de métodos quantitativos e qualitativos sob o referencial epistemológico da hermenêutica-dialética. Este artigo discute as diferentes abordagens da avaliação e os diferentes posicionamentos em relação à combinação de métodos e epistemes. Para isto, recupera a discussão realizada por Heidegger sobre o conceito grego originário do matemático (µαθήµατα) e sua apropriação por Descartes na formulação de sua filosofia (mathesis universalis). Aponta e justifica a escolha epistemológica e metodológica dos autores e apresenta o desenho da pesquisa, que objetivou vislumbrar diferentes aspectos do processo de formulação e implantação da PNAISC as tradições que informam sua formulação, o desenrolar do processo de formulação e implantação e o contexto nos diversos territórios

ABSTRACT

The formulation and implementation process of the National Policy For Comprehensive Child Health Care (PNAISC), which started at the end of 2011, with the coordination of the Technical Area of Child Health and Breastfeeding (ATSCAM/CGSCAM) of the Ministry of Health (MS) and of the Estratégia Brasileirinhos e Brasileirinhas Saudáveis (EBBS), was accompanied by evaluative research developed from the triangulation of quantitative and qualitative methods under the epistemological framework of dialectic hermeneutics. This article discusses the different evaluation approaches and the different positions regarding the combination of methods and epistemics. For such, it recovers the discussion carried out by Martin Heidegger on the original Greek concept of mathematics (µαθήµατα) and its appropriation by Descartes in the formulation of his philosophy (mathesis universalis). It points out and justifies the authors' epistemological and methodological choices and presents the design of the research, which aimed to glimpse different aspects of the formulation and implementation process of the PNAISC the traditions that inform its formulation, the course of the formulation and implementation process, and the context in the several territories
