RESUMEN

The challenges faced by states seeking to implement Environmental Remediation works are many. To this end, the International Atomic Energy Agency attempts to provide assistance and guidance to Member States wherever possible. This review article provides a brief overview of these challenges and highlights the international sources of financial and implementation support discussed at an international conference on the topic in Astana, Kazakhstan in 2009. The conference concluded the importance of institutional structures as a pre-requisite for remediation work, recognized privatization as a useful but limited financing tool for remediation and illustrated the need for better coordination between international funding organizations to reduce overlap and optimization of resources to secure the best outcomes.

Environmental remediation of radioactive contamination is about achieving appropriate reduction of exposures to ionizing radiation. This goal can be achieved by means of isolation or removal of the contamination source(s) or by breaking the exposure pathways. Ideally, environmental remediation is part of the planning phase of any industrial operation with the potential to cause environmental contamination. This concept is even more important in mining operations due to the significant impacts produced. This approach has not been considered in several operations developed in the past. Therefore many legacy sites face the challenge to implement appropriate remediation plans. One of the first barriers to remediation works is the lack of financial resources as environmental issues used to be taken in the past as marginal costs and were not included in the overall budget of the company. This paper analyses the situation of the former uranium production site of Poços de Caldas in Brazil. It is demonstrated that in addition to the lack of resources, other barriers such as the lack of information on site characteristics, appropriate regulatory framework, funding mechanisms, stakeholder involvement, policy and strategy, technical experience and mechanism for the appropriation of adequate technical expertise will play key roles in preventing the implementation of remediation programs. All these barriers are discussed and some solutions are suggested. It is expected that lessons learned from the Poços de Caldas legacy site may stimulate advancement of more sustainable options in the development of future uranium production centers.

Waste management strategies in mining projects will depend to a large extent on the characteristics of the operational process, the type of ore and prevailing socio-environmental conditions, amongst other issues. The expenditures required by the management scheme and the implementation of remediation programs will be determined by the extent that the above issues were considered in the planning phase of the project. Several works have been published in the literature concerning the analysis of waste management programs and environmental impacts associated with uranium projects around the world. However, the vast majority do not report a comprehensive assessment integrating the various relationships among operational process, environmental impact, remediation strategy and costs. This study, divided into two papers, presents a detailed critical analysis of the waste management strategies adopted in two uranium production centres in Brazil, i.e., the Poços de Caldas Project (Part I) and the Caetité Project (Part II). The operational processes are described and the environmental impacts of the generated wastes as well as the adopted management strategies and costs are examined. Also, in Part II, a comparison between both production centres is made emphasizing the impacts of environmental and social-economical issues on the overall assessment.

This paper discusses the environmental waste management of the Heap-Leach Uranium Production Facility of Caetité located in a semi-arid region in Brazil. A comparison is made with the first uranium production site of the country located in Poços de Caldas. It is demonstrated that differences in the operational process along with different environmental conditions can lead to different impacts. In the present case groundwater is the potential most sensitive environmental medium despite the well-established consensus in the literature that radon and aerosol emissions may turn-out to be the most relevant environmental aspects of an installation located at this type of region. Most of the (226)Ra content in the ore remains in the leached ore that is deposited with the waste rock. A lack in appropriate prediction of the hydrological balance has been causing unanticipated emissions of liquid effluents into the environment. Chemical treatment of this effluent may be needed. Contamination of groundwater in the short term by the waste ponds is not to be expected but it can be a relevant issue in the long term. As a consequence, careful closure schemes will need to be put in place. Finally, the overall costs with remediation in the Caetité production center are lower than those observed at the Poços de Caldas mining site.

To properly design a final cover for uranium mill tailings impoundments the designer must attempt to find an effective geotechnical solution which addresses the radiological and non-radiological potential impact and prevents geochemical processes from occurring within the tailings. This paper presents a computer-based method for evaluating the performance of engineered final covers for the remediation of uranium mill tailings impoundments. Three hypothetical final covers were taken from scientific literature to investigate the proposed method: (i) a compacted clay liner (CCL); (ii) a composite liner (CL) and (iii) a capillary barrier (CB). The processes investigated: (i) the saturated hydraulic flux; (ii) the unsaturated hydraulic flux (exclusively for the capillary barrier) and (iii) the radon exhalation to the atmosphere. The computer programs utilised for the analyses are: (i) Hydrologic Evaluation of Landfill Performance (HELP); (ii) SEEP/W and (iii) RADON. The site considered for the development of the research presented herein was the uranium mill tailings impoundment located at the Brazilian city of Poços de Caldas, in the Minas Gerais State.
