INTRODUCTION: This systematic economic review examined the cost-benefit and cost-effectiveness of park, trail, and greenway infrastructure interventions to increase physical activity or infrastructure use. METHODS: The search period covered the date of inception of publications databases through February 2022. Inclusion was limited to studies that reported cost-benefit or cost-effectiveness outcomes and were based in the U.S. and other high-income countries. Analyses were conducted from March 2022 through December 2022. All monetary values reported are in 2021 U.S. dollars. RESULTS: The search yielded 1 study based in the U.S. and 7 based in other high-income countries, with 1 reporting cost-effectiveness and 7 reporting cost-benefit outcomes. The cost-effectiveness study based in the United Kingdom reported $23,254 per disability-adjusted life year averted. The median benefit-to-cost ratio was 3.1 (interquartile interval=2.9-3.9) on the basis of 7 studies. DISCUSSION: The evidence shows that economic benefits exceed the intervention cost of park, trail, and greenway infrastructure. Given large differences in the size of infrastructure, intervention costs and economic benefits varied substantially across studies. There was insufficient number of studies to determine the cost-effectiveness of these interventions.

The impact of protected areas on local communities is the subject of intense discussions as part of the implementation of the global ecosystem protection agenda. Conflicts between the interests of environmental protection and the needs of socio-economic development become particularly acute when large areas of land are taken out of economic circulation as a result of organizing protected areas. In this case, there is an urgent need for detailed and reliable information about the social impacts of such land withdrawal on the well-being of the local population. An analysis of the methodological approaches widely presented in the literature, used to assess the social impact of protected areas, testifies to the insufficiency of completed and practically applicable methodological guidelines for the areas with significant restrictions for people who form part of the protected landscape. In this study, we understand the cost estimate of the social impact of national parks on the local population as a quantitative calculation of the losses due to restrictions on their ownership rights to land and property assets. The methodological approach consists in considering the category of losses as a sum total of the actual damage and lost profits. The assessment algorithm includes three stages: systematization of social impacts on citizens, development of indicators and data collection, and calculation of actual damage to the population and lost profits. The assessment is performed using the example of the Tunkinsky National Park located in the Tunkinsky municipal district of the Republic of Buryatia, a region of the Russian Federation, where there are 14 rural settlements with a population of more than 20,000 people. The results of the calculations show that the losses of the rural population due to legal restrictions on the registration of land dealings amount to 170.4 million USD. Taking into account the potential amount of administrative fines and the value of property subject to demolition, the losses amount to 239.2 million USD. It is more than an order of magnitude greater than the amount of own revenues of the Tunkinsky municipal district in 2011-2019. The results obtained demonstrate the real picture of the impact of restrictions on the rights of local people to land within the boundaries of national parks and are useful for developing measures to account for their interests and include protected areas in the socio-economic development of regions. The methodological approach developed by the authors can be used in other national parks, where it is necessary to optimize the policy of improving land use for local residents.

To analyze types and patterns of greening trends across a city, this study seeks to identify a method of creating very high-resolution urban vegetation maps that scales over space and time. Vegetation poses unique challenges for image segmentation because it is patchy, has ragged boundaries, and high in-class heterogeneity. Existing and emerging public datasets with the spatial resolution necessary to identify granular urban vegetation lack a depth of affordable and accessible labeled training data, making unsupervised segmentation desirable. This study evaluates three unsupervised methods of segmenting urban vegetation: clustering with k-means using k-means++ seeding; clustering with a Gaussian Mixture Model (GMM); and an unsupervised, backpropagating convolutional neural network (CNN) with simple iterative linear clustering superpixels. When benchmarked against internal validity metrics and hand-coded data, k-means is more accurate than GMM and CNN in segmenting urban vegetation. K-means is not able to differentiate between water and shadows, however, and when this segment is important GMM is best for probabilistically identifying secondary land cover class membership. Though we find the unsupervised CNN shows high degrees of accuracy on built urban landscape features, its accuracy when segmenting vegetation does not justify its complexity. Despite limitations, for segmenting urban vegetation, k-means has the highest performance, is the simplest, and is more efficient than alternatives.

The aim of the study is to determine the economic value of the Tatra National Park. The willingness to pay approximation was used. Additionally, a questionnaire survey was applied in order to collect data. It contained a hypothetical event, and respondents expressed their willingness to pay an annual entry fee to the Tatra National Park in exchange for a guarantee of stopping the interference to its integrity. The total number of respondents was 921. The results show that the income level has a positive impact on respondents' willingness to pay for entry to the Tatra National Park. With the increase of fee, the willingness to pay for entry to the Tatra National Park decreased by 2.2% for every additional price increase. The resulting value of the Tatra National Park, with the limits of the presented research mentioned in the paper, is approximately 17.5 million €.

Expanding the network of protected areas is a core strategy for conserving biodiversity in the face of climate change. Here, we explore the impacts on reserve network cost and configuration associated with planning for climate change in the USA using networks that prioritize areas projected to be climatically suitable for 1460 species both today and into the future, climatic refugia and areas likely to facilitate climate-driven species movements. For 14% of the species, networks of sites selected solely to protect areas currently climatically suitable failed to provide climatically suitable habitat in the future. Protecting sites climatically suitable for species today and in the future significantly changed the distribution of priority sites across the USA-increasing relative protection in the northeast, northwest and central USA. Protecting areas projected to retain their climatic suitability for species cost 59% more than solely protecting currently suitable areas. Including all climatic refugia and 20% of areas that facilitate climate-driven movements increased the cost by another 18%. Our results indicate that protecting some types of climatic refugia may be a relatively inexpensive adaptation strategy. Moreover, although addressing climate change in conservation plans will have significant implications for the configuration of networks, the increased cost of doing so may be relatively modest. BACKGROUND: Physical inactivity is the fourth highest cause of death globally and is a major contributor to increases in healthcare expenditure. Improving public open spaces such as parks in areas of low socio-economic position (SEP) may increase recreational physical activity in disadvantaged populations. We assessed the cost-effectiveness of the installation of a play-space in a large metropolitan park in a low socioeconomic area based on changes in physical activity. METHODS: Observational data of visitor counts and activities undertaken in the park before the installation of the new play-scape (T1), at two months (T2) and 14 months post-installation (T3) were obtained for the intervention and a control park (with no refurbishment) located in a high SEP metropolitan area. Observed sitting, standing, and moderate and vigorous-intensity physical activity were converted to yearly MET-h according to age. Costs of the play-scape and ongoing maintenance were obtained from the organisation managing the refurbishment. The incremental cost-effectiveness ratio (ICER) (ratio of incremental cost to incremental effect) was calculated based on the incremental increase in MET-h from T1 to T3 assuming a 20-year lifetime of the play-scape. Observation counts combining moderate and vigorous activity were used in the sensitivity analysis. RESULTS: When compared with T1, at T3 the new play-scape resulted in an overall incremental net gain of 114,114 MET-h (95% UI: 80,476 - 146,096) compared with the control park and an incremental cost effectiveness ratio (or cost per MET-h gained per park visitor) of AUD $0.58 (95% UI: $0.44-$0.80). The sensitivity analysis combining moderate and vigorous activity into one category showed an increase in estimated incremental MET-h of 118,190 (95% CI: 83,528 - 149,583) and a lower incremental cost per MET-h gained of AUD $0.56 (95% UI: $0.43-$0.77). CONCLUSIONS: Using a benchmark of cost-effectiveness for physical activity interventions of AUD $0.60-$1.30, this study suggests that the installation of a play-scape located in a low SEP area is cost-effective based on its potential to facilitate increases in MET-h. It provides much needed preliminary evidence and requires replication elsewhere.

The promotion of physical activity through better urban design is one pathway by which health and well-being improvements can be achieved. This study aimed to quantify health and health-related economic impacts associated with physical activity in an urban riverside park regeneration project in Barcelona, Spain. We used data from Barcelona local authorities and meta-analysis assessing physical activity and health outcomes to develop and apply the "Blue Active Tool". We estimated park user health impacts in terms of all-cause mortality, morbidity (ischemic heart disease; ischemic stroke; type 2 diabetes; cancers of the colon and breast; and dementia), disability-adjusted life years (DALYs) and health-related economic impacts. We estimated that 5753 adult users visited the riverside park daily and performed different types of physical activity (walking for leisure or to/from work, cycling, and running). Related to the physical activity conducted on the riverside park, we estimated an annual reduction of 7.3 deaths (95% CI: 5.4; 10.2), and 6.2 cases of diseases (95% CI: 2.0; 11.6). This corresponds to 11.9 DALYs (95% CI: 3.4; 20.5) and an annual health-economic impact of 23.4 million euros (95% CI: 17.2 million; 32.8 million). The urban regeneration intervention of this riverside park provides health and health-related economic benefits to the population using the infrastructure.

Abstract Considering that the economic valuation of ecosystem services is a useful approach to support the conservation of natural areas, we aimed to estimate the monetary value of the benefits provided by a protected area in southeast Brazil, the Serra do Cipó National Park. We calculated the visitor's willingness to pay to conserve the ecosystems of the protected area using the contingent valuation method. Located in a region under intense anthropogenic pressure, the Serra do Cipó National Park is mostly composed of rupestrian grassland ecosystems, in addition to other Cerrado physiognomies. We conducted a survey consisting of 514 interviews with visitors of the region and found that the mean willingness to pay was R$ 7.16 year-1, which corresponds to a total of approximately R$ 716,000.00 year-1. We detected that per capita income, the household size, the level of interest in environmental issues and the place of origin influenced the likelihood that individuals are willing to contribute to the conservation of the park, as well as the value of the stated willingness to pay. This study conveys the importance of conserving rupestrian grassland and other Cerrado physiognomies to decision makers and society.


Resumo Dado que a valoração econômica de serviços ecossistêmicos é uma abordagem útil para incentivar a conservação de áreas naturais, tivemos como objetivo estimar o valor monetário dos benefícios fornecidos por uma área protegida no sudeste do Brasil, o Parque Nacional da Serra do Cipó. Calculamos a disposição a pagar dos visitantes pela conservação dos ecossistemas abrangidos pela área protegida, usando o método da valoração contingente. Localizado em uma região que sofre intensa pressão antrópica, o Parque Nacional da Serra do Cipó é composto majoritariamente por campos rupestres, além de outras fitofisionomias do Cerrado. Realizamos 514 entrevistas com os visitantes da região e encontramos uma disposição a pagar média de R$ 7,16 ano-1, o que corresponde ao total de aproximadamente R$ 716.000,00 ano-1. Detectamos que renda per capita, número de dependentes, nível de interesse por temas relacionados ao meio ambiente e local de origem influenciam a probabilidade de o indivíduo estar disposto a contribuir para a conservação do parque, assim como o valor da disposição a pagar declarada. Este estudo atrai atenção dos tomadores de decisão e da sociedade para a importância de se conservar os campos rupestres e outras fitofisionomias do Cerrado.

RESUMEN

International agreements mandate the expansion of Earth's protected-area network as a bulwark against the continued extinction of wild populations, species, and ecosystems. Yet many protected areas are underfunded, poorly managed, and ecologically damaged; the conundrum is how to increase their coverage and effectiveness simultaneously. Innovative restoration and rewilding programmes in Costa Rica's Área de Conservación Guanacaste and Mozambique's Parque Nacional da Gorongosa highlight how degraded ecosystems can be rehabilitated, expanded, and woven into the cultural fabric of human societies. Worldwide, enormous potential for biodiversity conservation can be realized by upgrading existing nature reserves while harmonizing them with the needs and aspirations of their constituencies.

Conservation planners must reconcile trade-offs associated with using biodiversity data of differing qualities to make decisions. Coarse habitat classifications are commonly used as surrogates to design marine reserve networks when fine-scale biodiversity data are incomplete or unavailable. Although finely-classified habitat maps provide more detail, they may have more misclassification errors, a common problem when remotely-sensed imagery is used. Despite these issues, planners rarely consider the effects of errors when choosing data for spatially explicit conservation prioritizations. Here we evaluate trade-offs between accuracy and resolution of hierarchical coral reef habitat data (geomorphology and benthic substrate) derived from remote sensing, in spatial planning for Kubulau District, Fiji. For both, we use accuracy information describing the probability that a mapped habitat classification is correct to design marine reserve networks that achieve habitat conservation targets, and demonstrate inadequacies of using habitat maps without accuracy data. We show that using more detailed habitat information ensures better representation of biogenic habitats (i.e. coral and seagrass), but leads to larger and more costly reserves, because these data have more misclassification errors, and are also more expensive to obtain. Reduced impacts on fishers are possible using coarsely-classified data, which are also more cost-effective for planning reserves if we account for data collection costs, but using these data may under-represent reef habitats that are important for fisheries and biodiversity, due to the maps low thematic resolution. Finally, we show that explicitly accounting for accuracy information in decisions maximizes the chance of successful conservation outcomes by reducing the risk of missing conservation representation targets, particularly when using finely classified data.

A continued supply of ecosystem services (ES) from a system depends on the resilience of that system to withstand shocks and perturbations. In many parts of the world, climate change is leading to an increased frequency of extreme weather events, potentially influencing ES provision. Our study of the effects of an intense rainfall event in Gorce National Park, Poland, shows: (1) the intense rainfall event impacted heavily on the supply of ES by limiting potential recreation opportunities and reducing erosion prevention; (2) these negative impacts were not only restricted to the period of the extreme event but persisted for up to several years, depending on the pre-event trail conditions and post-event management activities; (3) to restore the pre-event supply of ES, economic investments were required in the form of active repairs to trails, which, in Gorce National Park, were an order of magnitude higher than the costs of normal trail maintenance; and (4) when recreational trails were left to natural restoration, loss of biodiversity was observed, and recovery rates of ES (recreation opportunities and soil erosion prevention) were reduced in comparison to their pre-event state. We conclude that proper trail design and construction provides a good solution to avoid some of the negative impacts of extreme events on recreation, as well as offering co-benefits in terms of protecting biodiversity and enhancing the supply of regulating services such as erosion prevention.

RESUMEN

Protected areas are controversial because they are so important for conservation and because they distribute fortune and misfortune unevenly. The nature of that distribution, as well as the terrain of protected areas themselves, have been vigorously contested. In particular, the relationship between protected areas and poverty is a long-running debate in academic and policy circles. We review the origins of this debate and chart its key moments. We then outline the continuing flashpoints and ways in which further evaluation studies could improve the evidence base for policy-making and conservation practice.

Environmental public goods--including national parks, clean air/water, and ecosystem services--provide substantial benefits on a global scale. These goods have unique characteristics in that they are typically "nonmarket" goods, with values from both use and passive use that accrue to a large number of individuals both in current and future generations. In this study, we test the hypothesis that neural signals in areas correlated with subjective valuations for essentially all other previously studied categories of goods (ventromedial prefrontal cortex and ventral striatum) also correlate with environmental valuations. We use contingent valuation (CV) as our behavioral tool for measuring valuations of environmental public goods. CV is a standard stated preference approach that presents survey respondents with information on an issue and asks questions that help policymakers determine how much citizens are willing to pay for a public good or policy. We scanned human subjects while they viewed environmental proposals, along with three other classes of goods. The presentation of all four classes of goods yielded robust and similar patterns of temporally synchronized brain activation within attentional networks. The activations associated with the traditional classes of goods replicate previous correlations between neural activity in valuation areas and behavioral preferences. In contrast, CV-elicited values for environmental proposals did not correlate with brain activity at either the individual or population level. For a sub-population of participants, CV-elicited values were correlated with activity within the dorsomedial prefrontal cortex, a region associated with cognitive control and shifting decision strategies. The results show that neural activity associated with the subjective valuation of environmental proposals differs profoundly from the neural activity associated with previously examined goods and preference measures.

The aim of this work was to elucidate the socio-cultural and economic value of a number of ecosystem services delivered by mountain agroecosystems (mostly grazing systems) in Euro-Mediterranean regions. We combined deliberative (focus groups) and survey-based stated-preference methods (choice modelling) to, first, identify the perceptions of farmers and other citizens on the most important ecosystem services and, second, to value these in economic terms according to the willingness to pay of the local (residents of the study area) and general (region where the study area is located) populations. Cultural services (particularly the aesthetic and recreational values of the landscape), supporting services (biodiversity maintenance) and some regulating services (particularly fire risk prevention) were clearly recognized by both farmers and citizens, with different degrees of importance according to their particular interests and objectives. The prevention of forest fires (≈50% of total willingness to pay) was valued by the general population as a key ecosystem service delivered by these agroecosystems, followed by the production of specific quality products linked to the territory (≈20%), biodiversity (≈20%) and cultural landscapes (≈10%). The value given by local residents to the last two ecosystem services differed considerably (≈10 and 25% for biodiversity and cultural landscape, respectively). The Total Economic Value of mountain agroecosystems was ≈120 € person(-1) year(-1), three times the current level of support of agro-environmental policies. By targeting and quantifying the environmental objectives of the European agri-environmental policy and compensating farmers for the public goods they deliver, the so-called "green" subsidies may become true Payments for Ecosystems Services.
