Besides its translational value, an improved understanding of dog longevity and mortality is necessary to guide health management decisions, breed selection, and improve dog welfare. In order to analyse the lifespan of dogs in Italy, identify the most common causes of death, and evaluate possible risk factors, anonymised medical records were collected from 9 veterinary teaching hospitals and 2 public health institutions. Data regarding breed, sex, neuter status, age, diagnosis, and mechanism of death were retrieved. Cause of death (COD) was classified by pathophysiologic process (PP) and organ system (OS). Of the 4957 dogs that died between 2004 and 2020 included in the study, 2920 (59.0%) were purebred, 2293 (46.2%) were female, 3005 (60.6%) were intact, 2883 (58.2%) were euthanised. Overall median longevity was 10.0 years. Median longevity was significantly longer for crossbreds, females, neutered dogs, and small-sized breeds. The breeds with the highest median age at death were the Yorkshire terrier, English cocker spaniel, West Highland white terrier, Italian volpino, and Shih Tzu, whilst the American bulldog, English bulldog, American pit bull terrier, Bernese mountain dog and the Maremma and the Abruzzes sheepdog had the lowest median age at death. The most frequent COD by PP was neoplasia (34.0%), which occurred more frequently in large breeds, namely German shepherd, Labrador retriever and Boxer. Degenerative diseases mostly affected small-sized dogs like Miniature pinscher and Dachshund. Regarding the OS involved, diseases of the renal/urinary system were most frequently responsible for COD (15.0%), prevalently degenerative and inflammatory/infectious. Substantial variation in median longevity according to causes of death by PP and OS was observed. These data are relevant for breeders, veterinary practitioners, and owners, to assist breed selection, facilitate early diagnosis, guide choice when purchasing a purebred dog and making health management decisions, and ultimately improve dog welfare.

OBJECTIVE: Little is known about individual European countries or regional capacity to respond to animal welfare emergencies during natural disasters; therefore, it is important to establish baseline information (eg, types of disasters, training) to enable more focused and data-driven actionable support for future disasters. METHODS: A 55-question survey was distributed by an email link to the 53 World Organisation for Animal Health (WOAH) European Region Members plus 1 observer country. RESULTS: Forty-nine countries (91%, n = 54) responded to the survey. Fifty-one percent (25/49) indicated they incorporated animal welfare into their national disaster regulatory framework, whereas 59% (29/49) indicated animal welfare was incorporated in the Veterinary Service National Disaster Management and Risk Reduction Plan. Thirty-nine percent (19/49) indicated they had "no" or "limited" legal authority to manage animal emergencies in natural disasters. Floods, forest fires, and snowstorm/extreme cold were the 3 most commonly reported disasters over the last 10 years with 79% (27/34) reporting Veterinary Services was involved in managing these disasters. CONCLUSION: The survey results indicated a wide range in the capacity of WOAH European Member Countries to respond to animal welfare in natural disasters, highlighting the gaps and potential areas of improvement in this arena.

Welfare conditions in shelters, where dogs might be housed for a long period of time, may have a possible correlation with the occurrence of bacterial pathogens and their antimicrobial resistance (AMR). In this study, we assessed the occurrence of AMR in 54 strains of Escherichia coli isolated from dogs housed in 15 Italian shelters and we correlated the resistance patterns to animal welfare. We also aimed to evaluate the presence of specific pathogens with zoonotic potential in sheltered dogs. Thus, nasopharyngeal, rectal, and oral swabs were collected from a group of 20 dogs in each shelter and totaled 758 swabs. We identified 9 Staphylococcus pseudointermedius, 1 Pasteurella multocida, 9 Staphylococcus aureus, 12 Campylobacter spp., 54 Escherichia coli, 2 Salmonella enterica, and 246 Capnocytophaga spp. The antimicrobial susceptibility was assessed for the E. coli isolates using a panel of 14 antibiotics. The highest level of relative AMR was recorded for ampicillin and sulfamethoxazole. The association found between AMR and the levels of animal welfare scores in shelters was evident although not statistically significant. These results support the hypothesis that the good management of shelters can increase the level of animal welfare, thus reducing the use of antibiotics and, as a consequence, the AMR occurrence found in dogs that share their domestic environment with humans.

Campylobacteriosis has been the most frequently reported zoonotic disease in humans in Europe. The scientific literature has reported that the role of dogs may be relevant. The objectives of this work are to improve the knowledge about Campylobacter spp. carriage, infection and antimicrobial resistance in household and shelter dogs in Italy, and to assess risk factors at the dog/human interface. During the 2015­2016 period, rectal swabs were collected from 431 household vet­visiting dogs and 173 dogs housed in shelters. A total of 3 veterinary clinics, located in three Italian regions (Abruzzo, Molise and Tuscany) and 10 shelters, five in Abruzzo and five in Molise, were included in the study. Relevant risk factors for the transmission of Campylobacter spp. from dogs to humans were assessed by means of a questionnaire administered to owners of household dogs. For Campylobacter spp. isolation, selective cultivation methods were used, followed by confirmation and species identification with the PCR method. Phenotypic antibiotic resistance profiles assayed using antimicrobial susceptibility testing were combined. Campylobacter spp. were isolated from 9 household dogs (2.1% CI 1.1% ­ 3.9%) and from 13 shelter dogs (7.5 % CI 4.5% ­ 12.4%). In household dogs C. jejuni was the most represented species (0.9%). In shelter dogs, the most common species was C. jejuni (5.2%). Campylobacter spp. isolates were resistant to ciprofloxacin (22.73%), nalidixic acid (22.73%), tetracyclines (27.27%), streptomycin (9.09%) and erythromycin (4.55%). The main C. jejuni Clonal Complex identified in dogs were CC21, CC45, CC206, CC403, CC42 and CC658. The risk of contracting Campylobacteriosis from dogs remains a concrete reality. This risk is increased in the presence of common habits, as shown by the data from the questionnaire. Prevalence control of Campylobacter spp. in household and shelter dogs would be important in order to reduce the transmission to humans.

Changes in free-roaming dog population size are important indicators of the effectiveness of dog population management. Assessing the effectiveness of different management methods also requires estimating the processes that change population size, such as the rates of recruitment into and removal from a population. This is one of the first studies to quantify the size, rates of recruitment and removal, and health and welfare status of free-roaming dog populations in Europe. We determined the size, dynamics, and health status of free-roaming dog populations in Pescara, Italy, and Lviv, Ukraine, over a 15-month study period. Both study populations had ongoing dog population management through catch-neuter-release and sheltering programmes. Average monthly apparent survival probability was 0.93 (95% CI 0.81-1.00) in Pescara and 0.93 (95% CI 0.84-0.99) in Lviv. An average of 7 dogs km-2 were observed in Pescara and 40 dogs km-2 in Lviv. Per capita entry probabilities varied between 0.09 and 0.20 in Pescara, and 0.12 and 0.42 in Lviv. In Lviv, detection probability was lower on weekdays (odds ratio: 0.74, 95% CI 0.53-0.96) and higher on market days (odds ratio: 2.58, 95% CI 1.28-4.14), and apparent survival probability was lower in males (odds ratio: 0.25, 95% CI 0.03-0.59). Few juveniles were observed in the study populations, indicating that recruitment may be occurring by movement between dog subpopulations (e.g. from local owned or neighbouring free-roaming dog populations), with important consequences for population control. This study provides important data for planning effective dog population management and for informing population and infectious disease modelling.

Free-roaming dog population management is conducted to mitigate risks to public health, livestock losses, wildlife conservation, and dog health and welfare. This study aimed to determine attitudes towards free-roaming dogs and their management and describe dog ownership practices in three European countries. We distributed an online questionnaire comprising questions relating to dog ownership practices and attitudes towards free-roaming dogs using social media. We used logistic regression and ordinal probit models to determine associations between demographic and other factors with ownership practices and attitudes towards free-roaming dogs. This study found that most surveyed respondents wanted to see a reduction in free-roaming dog numbers, and felt that this should be achieved through sheltering, catch-neuter-release, and by controlling owned dog breeding. We identified significant associations between both attitudes and ownership practices with gender, religious beliefs, age, education level, reason for dog ownership, previous experience with free-roaming dogs, and country of residence. Respondents who identified as: (i) male, (ii) holding religious beliefs, (iii) owning dogs for practical reasons, (iv) being young, or (v) having no schooling or primary education had a lower probability of neutering and a higher probability of allowing dogs to roam. Respondents who identified as: (i) female, (ii) feeling threatened by free-roaming dogs, (iii) older, or (iv) having more education had a higher probability of answering that increases in free-roaming dog numbers should be prevented. These findings can help to inform future dog population management interventions in these countries. We emphasise the importance of considering local attitudes and dog ownership practices in the development of effective dog population management approaches.

A descriptive analysis, inter-observer and test-retest reliability of the animal-based measures (ABMs) included in the protocol were performed. This study aimed at the development of a welfare assessment protocol for dogs recruited in the trap-neuter-release (TNR) programmes and the description of the implantation of these programmes in Italy. Nine Italian regions carried out TNR programmes. A varied scenario, along with some critical issues, emerged. Fifty dogs were recruited and assessed simultaneously by two assessors to determine the reliability of ABMs included in the protocol. A subsample of ten dogs were assessed three times to assess test-retest reliability. All females were neutered against 36% of males. Most dogs were adults (58%) and of a large size (68%). Vaccine prophylaxis and parasitic prevention were regular in 13% and 76% of dogs, respectively. Few dogs showed lameness, evidence of pain, other clinical problems, or thermal discomfort. Overall, 82% of dogs did not show fear or aggression to unfamiliar people. The level of agreement between the two assessors was quite high, ranging from substantial (0.61-0.80) to perfect (1) for the majority of measures. This study highlighted some critical issues in TNR implementation and the suitability of the protocol as a tool for animal welfare assessment.

The Abruzzo Regional Law Nr. 47/2013, following a circular from the Italian Ministry of Health and OIE recommendations, allows the local municipalities to release free-roaming dogs (FRDs) caught on the territory once the local veterinary services (LVSs) have rated the dogs as unowned and not aggressive, have neutered them, as well as identified them through a microchip and a visible collar. The responsibility of these "community-owned dogs" (CODs) falls under the mayor of the local municipality that can entrust their custody to qualified people. The present study was conducted in the Abruzzo region, located in central Italy, to investigate public perception towards CODs, and in particular whether their presence is perceived as a problem or a benefit by the local communities. The data were collected by both direct interviews and an online survey, based on a questionnaire developed by a multidisciplinary team. The questionnaire was distributed in 31 municipalities sampled on the basis of the urbanization rate, and 497 people were interviewed over a 9-month period. More than half of the respondents (54%) stated that CODs can contribute to the control of stray dogs. The majority (83%) believed that a greater commitment is needed to involve the local communities on issues regarding CODs. The findings of this study highlighted the general difficulty for people to distinguish stray dogs from CODs that are not fully known, as evidenced by the fact that 59% of the respondents did not know the aforementioned Regional Law that defines and regulates the presence of the CODs.

The Italian National Veterinary Services, public health professionals, and policy makers are asked to participate at different levels in the decision-making process for the management of non-epidemic emergencies. A decision support system offering the different administrative and operational emergency management levels with a spatial and decisional tool to be used in the case of natural disasters is still missing at the national level. Within this context, the Italian General Directorate for Animal Health of the Ministry of Health funded a research project for the implementation of a new Veterinary Information System for Non-Epidemic Emergencies (SIVENE), an innovative real-time decision support tool for emergency response in a disaster management scenario. SIVENE was developed according to a multi-layer architecture with four integrated components: the database layer, which was implemented by an RDBMS Oracle 11 g; the ReST service layer, which was created using J2EE, Spring, and MyBatis technologies; the web application (business framework and user interface), which was developed in Angular4 framework using TypeScript language; and the web Geographic Information Systems (GIS), which was realized through the implementation of a geodatabase in Oracle RDBMS 11 g. This system allows us to build up and dynamically create a set of dedicated checklists to be used in the field when gathering the information needed for the management of non-epidemic emergencies; employ the application on mobile devices, such as tablets and smartphones; and use the web GIS to manage and visualize data of veterinary interest and territorial maps of risk and damage.

The worldwide population of domestic dogs is estimated at approximately 700 million, with around 75% classified as "free-roaming". Where free-roaming dogs exist in high densities, there are significant implications for public health, animal welfare, and wildlife. Approaches to manage dog populations include culling, fertility control, and sheltering. Understanding the effectiveness of each of these interventions is important in guiding future dog population management. We present the results of a systematic review of published studies investigating dog population management, to assess: (1) where and when studies were carried out; (2) what population management methods were used; and (3) what was the effect of the method. We evaluated the reporting quality of the published studies for strength of evidence assessment. The systematic review resulted in a corpus of 39 papers from 15 countries, reporting a wide disparity of approaches and measures of effect. We synthesised the management methods and reported effects. Fertility control was most investigated and had the greatest reported effect on dog population size. Reporting quality was low for power calculations (11%), sample size calculations (11%), and the use of control populations (17%). We provide recommendations for future studies to use common metrics and improve reporting quality, study design, and modelling approaches in order to allow better assessment of the true impact of dog population management.

The Italian National Law on "companion animals and stray dog population control" prohibits euthanasia of shelter dogs if they are not dangerous or seriously suffering. Free roaming dogs are captured and housed in long-term shelters (LTS) until rehomed, adopted or dead.In this scenario the sheltered dogs' welfare has become a community scientific interest but few information are available about the human sphere in dogs' shelters. Aim of this study is to evaluate the social relationship between dogs and shelter operators (employees and volunteers) and the impact of their job on their quality of life in Italian shelters.A questionnaire addressed to shelter operators was developed by multidisciplinary group of experts and it is structured in three main parts: general information, operators' skills and operators' welfare and emotional sphere. This questionnaire has been included into the Shelter Quality Protocol that was used to assess the welfare of dogs housed in LTS, and it is meant to be distributed in 64 Italian shelters. A descriptive analysis was carried out. These results show that, in general, Italian shelter operators have a positive perception of their job although this have a stressful impact on their lives.

In 2017 the Abruzzo region, located in central Italy, was struck by a sequence of four moderately powerful seismic events (5.0 magnitude on Richter scale), in addition to heavy snowfall that caused a state of emergency affecting the resident population and farm animals. A total of 282 stables were reported to have collapsed or been damaged and several animals (224 cows, 4025 ewes, 40,725 chickens, 22 horses and 3092 pigs) were killed. The Istituto Zooprofilattico of Abruzzo and Molise "G. Caporale" (IZSAM)-National Reference Center for Veterinary Urban Hygiene and Non-Epidemic Emergencies (IUVENE), played a crucial role in planning, coordinating and controlling veterinary activities during these catastrophic events. Operational and information tools were used to manage the needs of the communities involved, as well as to prioritize the veterinary interventions, record information, provide real-time data access, and produce reporting maps and Geographic Information System (GIS) layers. These events have highlighted how the integration of veterinary services into disaster management efforts can play an important role in protecting the health and welfare of animals, whilst also restoring economic activity and community life.

All livestock transport within the European Union must comply with the EC Regulation 1÷2005. For sheep, this law prescribes a maximum journey of 29 hours after which animals must rest in control posts (CP) for 24 hours before further transportation. However, there is no scientific evidence de ning the effects of di erent stop duration on sheep recovery during long journeys. The aim of this study was to assess if a shorter stop could be provided without impairing ewes' welfare. Ninety-six adult ewes were divided into 4 homogenous groups. One group stayed at the farm (control) and the other 3 were transported for 29 hours (long-transport, LT), stopped at CP for di erent times (8 hours (S8 group); 16 hours (S16 group); 24 hours (S24 group)) and were re-transported for 6 hours (short-transport, ST). Blood and saliva were collected to assess dehydration, muscular damage, and adrenocortical stress before departure, after LT, after the stop, and after ST. The LT a ected the hydration of all transported groups (i.e. higher BUN÷creatinine levels than controls, p<0.001), but basal values were restored after the ST, regardless of the stop duration. After the ST, S8 group had higher muscular damage than the other groups (p<0.05). No di erences in stress level were observed. These results suggest that, in this trial, ewe's welfare was not impaired by a stop reduction from 24 hours to 16 hours.

Aggressiveness is reported to be the most important public health issue related to both owned and free­roaming dogs. Common approaches to assess canine aggressiveness are temperament tests. The main aim of this study was to evaluate whether one such test, the Socially Acceptable Behaviour (SAB) test, created to evaluate aggressive and fearful behaviour in dogs in the Netherlands, could be used reliably to assess dog aggression and fear in a population of owned dogs in Central Italy. Reactions to the test were recorded and compared to the owners' perception of their dog's aggressiveness using a validated questionnaire (C­BARQ). Dogs showing aggressive reactions during the test obtained significantly higher (more aggressive) scores on the C­BARQ subscales 'stranger­directed aggression' (SDA p<0.001), 'owner­directed aggression' (ODA p = 0.03), and 'familiar dog aggression' (FDA p = 0.006), than dogs who did not react aggressively. Logistic regression analysis revealed that 7 of the SAB­subtests were predictive of the SDA score. The findings indicated that aggression directed toward unfamiliar people can be reliably assessed using the SAB test for a population of Italian pet dogs.

Free-roaming dogs (FRD) represent a potential threat to the quality of life in cities from an ecological, social and public health point of view. One of the most urgent concerns is the role of uncontrolled dogs as reservoirs of infectious diseases transmittable to humans and, above all, rabies. An estimate of the FRD population size and characteristics in a given area is the first step for any relevant intervention programme. Direct count methods are still prominent because of their non-invasive approach, information technologies can support such methods facilitating data collection and allowing for a more efficient data handling. This paper presents a new framework for data collection using a topological algorithm implemented as ArcScript in ESRI® ArcGIS software, which allows for a random selection of the sampling areas. It also supplies a mobile phone application for Android® operating system devices which integrates Global Positioning System (GPS) and Google MapsTM. The potential of such a framework was tested in 2 Italian regions. Coupling technological and innovative solutions associated with common counting methods facilitate data collection and transcription. It also paves the way to future applications, which could support dog population management systems.

In Italy, National Law (281/1991) prohibits euthanasia of shelter dogs if they are not dangerous or suffering seriously. Adoption rates in rescue shelters are often lower than entrance rates, leading inevitably to overcrowded facilities where animals are likely to spend the rest of their lives in kennels. In this situation, housing conditions (i.e. space provided, environmental, and social stimulation) may have an impact on canine welfare. In this research project, the effects of two different forms of housing (group- and pair housing) on long-term shelter dogs were compared using behavioural and physiological parameters. Observational data and saliva samples were collected from dogs exposed to both experimental settings; behaviour and cortisol concentration levels were used as welfare indicators. Pair housing offered fewer social and environmental stimuli and behavioural analysis showed a significant decrease in locomotor, exploratory, and social behaviour. Cortisol levels show that this parameter varied independently of housing conditions. Although this study found no evidence suggesting that one form of confinement reduced animal welfare more than the other (e.g. in terms of abnormal behaviour, or higher cortisol concentrations), the type of confinement did affect the expression of a variety of behaviours and these variations should not be ignored with respect to housing decisions for long-term shelter dogs.

The risks associated with zoonotic infections transmitted by companion animals are a serious public health concern: the control of zoonoses incidence in domestic dogs, both owned and stray, is hence important to protect human health. Integrated dog population management (DPM) programs, based on the availability of information systems providing reliable data on the structure and composition of the existing dog population in a given area, are fundamental for making realistic plans for any disease surveillance and action system. Traceability systems, based on the compulsory electronic identification of dogs and their registration in a computerised database, are one of the most effective ways to ensure the usefulness of DPM programs. Even if this approach provides many advantages, several areas of improvement have emerged in countries where it has been applied. In Italy, every region hosts its own dog register but these are not compatible with one another. This paper shows the advantages of a web-based-application to improve data management of dog regional registers. The approach used for building this system was inspired by farm animal traceability schemes and it relies on a network of services that allows multi-channel access by different devices and data exchange via the web with other existing applications, without changing the pre-existing platforms. Today the system manages a database for over 300,000 dogs registered in three different Italian regions. By integrating multiple Web Services, this approach could be the solution to gather data at national and international levels at reasonable cost and creating a traceability system on a large scale and across borders that can be used for disease surveillance and development of population management plans.

Leishmaniasis from Leishmania infantum is a parasitary zoonotic disease and a serious problem to public health. Guidelines from Italian Health Authority (Istituto Superiore di Sanità) suggest to control the zoonotic visceral leishmaniasis canine reservoir in endemic areas using an association of preventive and therapeutic tools. Moreover, in literature there are no studies about the long term effects on the disease seroprevalence and incidence in relation to this "holistic" approach. Past research has considered the effects of the alternative employment of preventive or therapeutic treatment, usually for limited periods. In this retrospective study the patterns of seroprevalence and incidence of leishmaniasis in a dog shelter sited in an endemic area of Central Italy are described throughout a 4-year period. Both preventive spot-on tools (imidacloprid/permetrin) and therapeutic protocols based on antimonials and allopurinol were administered. The results showed a progressive reduction of prevalence and incidence of serological reactivity to L. infantum, corroborating the effectiveness of the treatment administered to the animals. Significant improvements from the beginning to the end of the 4-year period were reported, considering both prevalence and incidence. A very low rate of relapses (8% in a pool of 67 subjects positive since 2004; 10.2% among all subjects enrolled in the study) was achieved.

Transport can be a significant stress factor for livestock and can result in poor animal welfare and economic losses. Quality management measures are actively employed in fields different from animal welfare and could be applied to improve the welfare of animals and reduce the consequent losses during road transportation and related activities Training and education of staff comprise one possible measure, Web-geographic information system technology used to monitor the true state of transported animals is another innovation that promises major progress. With this technology, behavioural and environmental parameters can be monitored and registered in real time. The resulting data could be useful to control the transport environment and the conduct of staff. Although some parameters cannot be represented through numerical relationships, behavioural and environmental measurements can be used in a risk analysis system to minimise risks of poor welfare during animal transportation. The European Union Joint Research Centre and the Istituto Zooprofilattico Sperimentale dell'Abruzzo e del Molise 'G. Caporale' in Teramo are working on an experimental project to prove the feasibility of a navigation system for long road journeys as referred to in Regulation (EC) 1/2005 of the European Union. Such a system enables the collection of data on transported animals and the verification that welfare requirements are being met at any given moment during the journey.

The principal tools currently used in Italy to limit stray dog populations are dog registration and identification, birth control and increasing public awareness. Since 1991, national legislation does not permit euthanasia of unwanted roaming dogs unless they have an incurable condition or are proven to be dangerous. Unattended dogs are placed in long-term shelters in questionable conditions where they often remain for most of their lives. Kennel management is one of the most critical aspects of animal welfare, particularly as the number of stray dogs is rising faster than the current rate of adoption. The Istituto Zooprofilattico Sperimentale dell'Abruzzo e del Molise 'G. Caporale' (IZS A&M) manages two kennels in Teramo and uses standard management procedures that include regular behavioural and physical examinations. All results recorded in a computer database were analysed to identify production goals and improve welfare, in line with a population medicine model. Prevalence and incidence of different pathologies were recorded and analysed to improve veterinary management and organisation. No new dogs were admitted from 2005 onwards, thereby producing an ideal 'closed system' where the effects of rational management can be studied in the absence of unpredictable risks from introduced pathologies. Statistical evaluations revealed major differences between 2006 and 2007. The use of the 'population medicine' management system resulted in improved dog health and welfare, as indicated by the significant reduction in both the prevalence and incidence of major pathologies between 2006 and 2007. A significant improvement was also seen in the control of the incidence of leishmaniasis which reduced sharply during this period.
