ABSTRACT

In 2005, at the request of the French Government, the Nuclear Safety Authority (ASN) established a Steering Committee for the Management of the Post-Accident Phase of a Nuclear Accident or a Radiological Emergency, with the objective of establishing a policy framework. Under the supervision of ASN, this Committee, involving several tens of experts from different backgrounds (e.g. relevant ministerial offices, expert agencies, local information commissions around nuclear installations, non-governmental organisations, elected officials, licensees, and international experts), developed a number of recommendations over a 7-year period. First published in November 2012, these recommendations cover the immediate post-emergency situation, and the transition and longer-term periods of the post-accident phase in the case of medium-scale nuclear accidents causing short-term radioactive release (less than 24 h) that might occur at French nuclear facilities. They also apply to actions to be undertaken in the event of accidents during the transportation of radioactive materials. These recommendations are an important first step in preparation for the management of a post-accident situation in France in the case of a nuclear accident.

ABSTRACT

The impact on a population from an event resulting in dispersal and deposition of radionuclides in an urban area could be significant, in terms of both the number of people affected and the economic costs of recovery. The use of computer models for assessment of urban contamination situations and remedial options enables the evaluation of a variety of situations or alternative recovery strategies in contexts of preparedness or decision-making. At present a number of models and modelling approaches are available for different purposes. This paper summarizes the available modelling approaches, approaches for modelling countermeasure effectiveness, and current sources of information on parameters related to countermeasure effectiveness. Countermeasure information must be applied with careful thought as to its applicability for the specific situation being modelled. Much of the current information base comes from the Chernobyl experience and would not be applicable for all types of situations.

ABSTRACT

The Urban Remediation Working Group of the International Atomic Energy Agency's Environmental Modelling for Radiation Safety (EMRAS) programme was established to improve modelling and assessment capabilities for radioactively contaminated urban situations, including the effects of countermeasures. An example of the Working Group's activities is an exercise based on Chernobyl fallout data in Ukraine, which has provided an opportunity to compare predictions among several models and with available measurements, to discuss reasons for discrepancies, and to identify areas where additional information would be helpful.

ABSTRACT

The Chernobyl accident led to a long-term crisis that affected agriculture, food and living conditions in complex ways, and that modified the usual economical, political and social relations between public and private stakeholders at local, national and international level. The EC FARMING project aims to create a European stakeholder network to consider possible rehabilitation strategies for rural areas contaminated after a nuclear accident. The Institute of Patrimonial Strategies of the National Institute on Agronomy had responsibility for setting up the French stakeholder group. The objective was to develop favourable conditions and ways whereby stakeholders could deal with such a complex situation as a nuclear emergency and develop rehabilitation strategies. The results from the 3-year work programme on both strategic and technical aspects, showed an increasing commitment from the stakeholders that led to the building up of a common understanding of what a nuclear accident could be and how it could be dealt with.

ABSTRACT

Arterial distensibility is a marker of functional and structural vessel wall properties. A decreased distensibility is an important risk factor for cardiovascular disease. In insulin-dependent diabetes mellitus of short duration, arterial stiffness has been reported to be increased, decreased or the same as in healthy control subjects. The influence of acute hyperglycaemia on arterial stiffness is unclear and might be one of the factors responsible for the divergent results which have been observed. We investigated arterial distensibility locally in the carotid artery during hyper- and normoglycaemia using a glucose clamp technique. Eleven healthy normotensive men underwent both a hyperglycaemic and a euglycaemic clamp on separate days. Before and after 2 h of clamping, arterial diameter (D) and change in arterial diameter during the heart cycle (dD) were measured with a non-invasive vessel wall movement detector system. Blood pressure (BP), pulse pressure (dP) and heart rate (HR) were recorded with a semi-automated device. Distensibility coefficients (DC), reflecting the intrinsic vascular wall elasticity, and compliance coefficients (CC), reflecting the buffering capacity of the vessel, were calculated from D, dD and dP. (DC = 2*dD/ D*dP, CC = pi*dD*D/2*dP). There were no significant differences between the hyperglycaemic and the euglycaemic clamp for D, DC and CC. These results suggest that an acute systemic hyperglycaemia is not responsible for changes in diameter, distensibility and compliance of the carotid artery.
