RESUMO

The complexity of hazards, risk and environmental legislation surrounding the reuse of brownfield sites necessitates a preliminary risk assessment prior to their redevelopment. Most prevailing efforts have been targeted at indepth site investigations, which are often costly, time-consuming, and may not be required at the early stages of a site development. However, there is a collective absence of knowledge, methods and computer models that can present a complete framework to carry out a preliminary risk assessment that is simpler, quicker and sufficient, not only for risk assessor but also effectively communicative for a diverse range of stakeholders with or without risk assessment expertise. Therefore, this study aims to bridge this gap by designing and creating a framework, by not only identifying hazards but also exposing the degree of presence. Sixty-five potential hazards have been identified from a comprehensive literature review. A questionnaire survey was then shared with brownfield site experts (n = 76) that asked then to rank the priority of the potential hazards. Kendall's W test and Kruskal-Wallis H test were subsequently conducted to determine the level of agreement among the respondents. Mean weightings were calculated by using the Voting Analytic Hierarchy Process (VAHP) to prioritize the potential hazards from 'more likely' to 'least likely'. Based on this information, the framework has been developed. It is anticipated that the framework can assist professionals to conduct a preliminary assessment of brownfield sites, which enables them to gain informative and rapid guidance on any potential liabilities or risks related to a site's suitability for acquisition or redevelopment. In this context, the framework outlines a systematic structure to collect appropriate data and information in the three main categories which are sources, pathways and receptors.

Health and safety hazards associated with the redevelopment of contaminated sites can be complex and pose considerable risks. A systematic literature review was conducted on risk assessment tools for contaminated sites. These tools have been identified from searching through leading academic databases and other professional sources. For each of the identified tools the relevant risk assessment stages, harm type, hazard category, receptor type and pathways are reported. Findings reveal that despite growing interest in the development of risk assessment tools, there are persistent knowledge gaps identified in this study, which serve as a basis for future research direction to where more advanced practical tools could be invented. For instance, it is evidenced there is a shortfall in practical tools available to contaminated site assessors conducting investigations at the preliminary risk assessment stage. Addressing this opening can benefit the planning process, coordinated between relevant stakeholders and, moreover, reduce uncertainty in the decision-making of contaminated site developers.

The use of mineral magnetic measurements (XLF, XARM and saturation isothermal remanent magnetization (SIRM)) as a potential particle size - pollution proxy for sediment samples collected from the Birmingham Mainline canal (UK) is explored as an alternative means of monitoring pollution. Comparison of sediment-related analytical data by correlation analyses between each magnetic parameter and individual particle size classes (i.e. sand, silt and clay), and more discrete intervals within classes (e.g. fine sand or medium silt) are reported. XLF, XARM and SIRM parameters reveal few significant (p < .05; n = 60), weak (rs = .443), associations with clay content. Specific areas of historic anthropogenic activity are investigated and reveal improved correlations with )XLF vs. clay (r = .739, p < .001; n = 60), silt (r = -.612, p < .001; n = 60), and discrete fractions of sediment (r = .700-.868; p < .001). Comparison of mineral magnetic concentration and geochemistry are also reported with moderate to strong relationships between XLF, XARM, Fe, Pb and Co. Contrary to earlier research findings, the results for the Birmingham Canal Navigations Main Line indicate that magnetic measurements cannot always provide a predictable particle size proxy and it is only certain environments and/or specific settings that are appropriate for granulometric normalization by this technique.

Use of mineral magnetic concentration parameters (χLF, χARM and SIRM) as a potential pollution proxy for soil samples collected from Wolverhampton (UK) is explored. Comparison of soil-related analytical data by correlation analyses between each magnetic parameter and individual geochemical classes (i.e. Fe, Pb, Ni, Zn, Cd), are reported. χLF, χARM and SIRM parameters reveal significant (p < 0.001 n = 60), strong (r = 0.632-0.797), associations with Fe, Cu, Zn and Pb. Inter-geochemical correlations suggest anthropogenic influences, which is supported by low χFD% measurements that infer an influence of multi-domain mineralogy are indicative of anthropogenic combustion processes. Results indicate mineral magnetic measurements could potentially be used as a geochemical indicator for soils in certain environments and/or specific settings that are appropriate for monitoring techniques. The mineral magnetic technique offers a simple, reliable, rapid, sensitive, inexpensive and non-destructive approach that could be a valuable pollution proxy for soil contamination studies.

Comparison of soil-related analytical data by correlation analyses between each magnetic parameter and individual particle size classes (i.e. sand, silt and clay), more discrete intervals within classes (e.g. fine sand or medium silt) and cumulative size fractions (e.g. clay + fine silt) are reported. χLF, χARM and SIRM parameters reveal significant (p < 0.05; p < 0.001 n = 60), moderate negative (rs = -0.3 to -0.557) associations with clay, silt and sand content. Contrary to earlier research findings which found positive relationships, this indicates that magnetic measurements cannot always provide a predictable particle size proxy and it is only certain environments and/or specific settings that are appropriate for granulometric normalization by this technique. However, if future researchers working in other soil settings can identify a formal predictable relationship, the technique is known to offer a simple, reliable, rapid, sensitive, inexpensive and non-destructive approach that could be a valuable proxy for normalizing particle size effects in soil contamination studies.

Compositional (non-magnetic) data can correlate strongly with particle size, which deems it appropriate as a particle size proxy and, therefore, a reliable means of normalising analytical data for particle size effects. Previous studies suggest magnetic concentration parameters represent an alternative means of normalising for these effects and, given the speed, low-cost and sensitivity of the measurements may, therefore, offer some advantages over other compositional signals. In this work, contemporary sediments from a range of depositional environments have been analysed with regard to their mineral magnetic concentration and textural characteristics, to observe if the strength and nature of the relationship identified in previous studies is universal. Our data shows magnetic parameters (chi(LF), chi(ARM) and SIRM) possess contrasting relationships with standard textural parameters for sediment samples collected from marine (Carmarthen Bay), estuarine (Gwendraeth Estuary) and fluvial (Rivers Gwendraeth Fach and Gwendraeth Fawr) settings. Magnetic concentrations of sediments from both the marine and estuarine environments are highly influenced by the magnetic contribution of finer particle sizes; Gwendraeth Fawr River sediments are influenced by the magnetic contribution of coarser particle sizes, while sediments from the Gwendraeth Fach River are not influenced significantly by any variations in textural properties. These results indicate mineral magnetic measurements have considerable potential as a particle size proxy for particular sedimentary environments, which in certain instances could be useful for geochemical, sediment transport, and sediment provenance studies. However, the data also highlight the importance of fully determining the nature of the relationship between sediment particle size and magnetic properties before applying mineral magnetic data as a particle size proxy.

The Brantas is one of Indonesia's most important catchments. It is the "rice bowl" of Java and nationally important for its industrial activity. Surabaya, Indonesia's second largest city, is located at the mouth of the Brantas River which is pivotal to the city's water supply. The challenges associated with the institutional framework for natural resource management in East Java parallels that of many states and provinces around the globe. It is multi-layered and complex. Integrated Catchment Management (ICM) may be defined as "the co-ordinated and sustainable management of land, water, soil vegetation, fauna and other natural resources on a water catchment basis". Over a period of six months, an ICM Strategy was researched and facilitated for the Brantas River Catchment in East Java via a short term advisor attachment. The aim of the Strategy is to improve coordination, co-operation, communication and consistency of government and community efforts towards sustaining the catchment's environmental, economic and social values. The attachment was part of the Pollution Control Implementation (PCI) Project funded by AusAid and the Indonesian Government. The ICM Strategy developed was broad based and addressed the priority natural resource management issues facing the Brantas Catchment. It was co-ordinated by BAPEDALDA, the Provincial Environmental Protection Agency, and developed by all agencies involved in natural resource management in the catchment. Various Universities and Non Government Organisations (NGOs) were also involved in the ICM process which developed the Strategy. At the conclusion of the attachment, a draft ICM Strategy and a proposed institutional framework had been developed. A working group of key agencies was also established to further enhance local "ownership", finalise timescales and implementation responsibilities within the Strategy and bring the institutional arrangements into being through a Governor's Decree.
