In light of increasing pressure to deliver climate action targets and the growing role of citizens in raising the importance of the issue, deliberative democratic processes (e.g. citizen juries and citizen assemblies) on climate change are increasingly being used to provide a voice to citizens in climate change decision-making. Through a comparative case study of two processes that ran in the UK in 2019 (the Leeds Climate Change Citizens' Jury and the Oxford Citizens' Assembly on Climate Change), this paper investigates how far citizen assemblies and juries are increasing citizen engagement on climate change and creating more citizen-centred climate policymaking. Interviews were conducted with policymakers, councillors, professional facilitators and others involved in running these processes to assess motivations for conducting these, their structure and the impact and influence they had. The findings suggest the impact of these processes is not uniform: they have an indirect impact on policy making by creating momentum around climate action and supporting the introduction of pre-planned or pre-existing policies rather than a direct impact by truly being citizen-centred policy making processes or conducive to new climate policy. We conclude with reflections on how these processes give elected representatives a public mandate on climate change, that they help to identify more nuanced and in-depth public opinions in a fair and informed way, yet it can be challenging to embed citizen juries and assemblies in wider democratic processes.

The UK, like other countries, has seen a proliferation of declarations of local climate emergencies. While these declarations have been interpreted as a demonstration of ambition, little is known about how and why they actually came about when they did and the implications this will have for what happens next. Focusing on London, UK, we present evidence collected via semi-structured interviews with experts and practitioners involved in the propagation of climate emergency declarations to critically explore how and why these declarations emerged, and the various different roles they are perceived to play for different local actors. Our findings reveal four journeys to local government declaration of a climate emergency (made actively from above, passively from above, actively from below, and passively from across) and three interwoven purposes (statements of intent, acting as a political gesture, and stimulating local action). We argue that these three purposes combine and coalesce to correlate the declaration of climate emergency with a local responsibility for emissions reduction, leaving little analytical space to question the scalar disconnect between the immediacy of the narrative at local scales and the slow-burning (and) global nature of the threat in question. If these emergency declarations are to be an opportunity for change in the governance of climate change, then the question of 'what next?' requires more in-depth, thorough and constructive engagement with the type of climate action the declarations are expected to induce while considering how this aligns with existing responsibilities and resource bases of local government.

The COVID-19 imposed lockdown has led to a number of temporary environmental side effects (reduced global emissions, cleaner air, less noise), that the climate community has aspired to achieve over a number of decades. However, these benefits have been achieved at a massive cost to welfare and the economy. This commentary draws lessons from the COVID-19 crisis for climate change. It discusses whether there are more sustainable ways of achieving these benefits, as part of a more desirable, low carbon resilient future, in a more planned, inclusive and less disruptive way. In order to achieve this, we argue for a clearer social contract between citizens and the state. We discuss how COVID-19 has demonstrated that behaviours can change abruptly, that these changes come at a cost, that we need a 'social mandate' to ensure these changes remain in the long-term, and that science plays an important role in informing this process. We suggest that deliberative engagement mechanisms, such as citizens' assemblies and juries, could be a powerful way to build a social mandate for climate action post-COVID-19. This would enable behaviour changes to become more accepted, embedded and bearable in the long-term and provide the basis for future climate action.

Approaches to communicating climate science beyond academia are necessary for enhancing salience, understanding, and engagement and accelerating action. This Primer discusses the heterogeneous manner in which climate change messaging is received by different audiences, how social scientific approaches could help to better tailor climate change messaging to this varied landscape, and how attempts to close this gap must consider the emotional and affective dimensions of climate messaging. We explore how the use of narratives can enhance effective climate science communication and emphasize the importance of evidence-based advocacy in the current era of global challenges, uncertainty, and post-truth.

Public perceptions of the climate debate predominantly frame the key actors as climate scientists versus sceptical voices; however, it is unclear why climate scientists and sceptical voices choose to participate in this antagonistic and polarised public battle. A narrative interview approach is used to better understand the underlying rationales behind 22 climate scientists' and sceptical voices' engagement in the climate debate, potential commonalities, as well as each actor's ability to be critically self-reflexive. Several overlapping rationales are identified including a sense of duty to publicly engage, agreement that complete certainty about the complex assemblage of climate change is unattainable and that political factors are central to the climate debate. We argue that a focus on potential overlaps in perceptions and rationales as well as the ability to be critically self-reflexive may encourage constructive discussion among actors previously engaged in purposefully antagonistic exchange on climate change.
