RESUMO

The EU Marine Strategy Framework Directive (MSFD) requires that Good Environmental Status (GEnS), is achieved for European seas by 2020. These may deviate from GEnS, its 11 Descriptors, targets and baselines, due to endogenic managed pressures (from activities within an area) and externally due to exogenic unmanaged pressures (e.g. climate change). Conceptual models detail the likely or perceived changes expected on marine biodiversity and GEnS Descriptors in the light of climate change. We emphasise that marine management has to accommodate 'shifting baselines' caused by climate change particularly during GEnS monitoring, assessment and management and 'unbounded boundaries' given the migration and dispersal of highly-mobile species. We suggest climate change may prevent GEnS being met, but Member States may rebut legal challenges by claiming that this is outside its control, force majeure or due to 'natural causes' (Article 14 of the MSFD). The analysis is relevant to management of other global seas.

Espírito Santo estuaries (Brazil) are impacted by industrial activities, resulting in contamination of water and sediments. This raise questions on biological uptake, storage and consequences of metal contamination to mangrove plants. The goal of this work was evaluating accumulation and translocation of metals from sediment to roots and leaves of Avicennia schaueriana, growing in areas with different degrees of contamination, correlating bioaccumulation with changes in its root anatomy. Highest bioconcentration factors (BCFs) were observed in plants growing in less polluted areas. Conversely, highest translocation factors were found in plants from highest polluted area, evidencing an adaptive response of A. schaueriana to less favourable conditions. Namely, the absorption of metals by roots is diminished when facing highest levels of metals in the environment; alternatively, plants seem to enhance the translocation to diminish the concentration of toxic metals in roots. Root also responded to highly polluted scenarios with modifications of its anatomy.

Coastal power stations entrain large volumes of cooling water, requiring biocidal treatment to prevent biological fouling. Discharged effluent is both heated and contaminated with residual traces of biocide and so it is necessary to quantify the impacts of this discharge. Cooling water from Heysham 2 nuclear power station, NW England, UK, is discharged to the intertidal area, via a culvert (to minimise erosion and maximise dilution and dispersion by directing the effluent into the receiving water at all states of the tide) within which the effluent is contained at low water. The culvert and surrounding coastal area support a population of blue mussels (Mytilus edulis). Mussel health was determined along a gradient of exposure, using three physiological indices: Scope for Growth, Gonad Mantle Index and Somatic Condition Index (K Factor). The Mussels within the culvert exhibited reduced physiological index values compared to an external site. A trend was identified down the length of the culvert, representing a gradient of exposure and indicating a potential negative effect on growth and reproductive output.

In recent times many benthic indices have been proposed to assess the ecological quality of marine waters worldwide. In this study we compared single metrics and multi-metric methods to assess coastal and transitional benthic status along human pressure gradients in five distinct environments across Europe: Varna bay and lake (Bulgaria), Lesina lagoon (Italy), Mondego estuary (Portugal), Basque coast (Spain) and Oslofjord (Norway). Hence, 13 single metrics (abundance, number of taxa, and several diversity and sensitivity indices) and eight of the most common indices used within the European Water Framework Directive (WFD) for benthic assessment were selected: index of size spectra (ISS), Benthic assessment tool (BAT), Norwegian quality index (NQI), Multivariate AMBI (M-AMBI), Benthic quality index (BQI), (Benthic ecosystem quality index (BEQI), Benthic index based on taxonomic sufficiency (BITS), and infaunal quality index (IQI). Within each system, sampling sites were ordered in an increasing pressure gradient according to a preliminary classification based on professional judgement. The different indices are largely consistent in their response to pressure gradient, except in some particular cases (i.e. BITS, in all cases, or ISS when a low number of individuals is present). Inconsistencies between indicator responses were most pronounced in transitional waters (i.e. IQI, BEQI), highlighting the difficulties of the generic application of indicators to all marine, estuarine and lagoonal environments. However, some of the single (i.e. ecological groups approach, diversity, richness) and multi-metric methods (i.e. BAT, M-AMBI, NQI) were able to detect such gradients both in transitional and coastal environments, being these multi-metric methods more consistent in the detection than single indices. This study highlights the importance of survey design and good reference conditions for some indicators. The agreement observed between different methodologies and their ability to detect quality trends across distinct environments constitutes a promising result for the implementation of the WFD's monitoring plans. Moreover, these results have management implications, regarding the dangers of misclassification, uncertainty in the assessment, use of conflicting indices, and testing and validation of indices.
