RESUMO

Major land use changes such as deforestation and restoration influence water resources in agriculture-forest landscapes. Changes are observed in water flows, groundwater infiltration, water quality and rainfall. Interdisciplinary water-forest research has unravelled biophysical parts of the interplay that influences forest and water resources. In this Perspective paper, we propose an expanded interdisciplinary research approach to study water and policies in agriculture-forest frontiers. The approach differs in four important aspects from previous ones: (i) a conceptual 'frontier' understanding; an analytical focus on (ii) agriculture and (iii) policy-water linkages; (iv) empirical attention to northern and southern countries. The approach is put into practice with the "Pendulum" framework, with interventions and the agriculture-forest frontier oscillating over time between exploitation and restoration. Through the approach, a better understanding will be provided on the dynamic interplay of water and policies in oscillating agriculture-forest frontiers, with changing outcomes for people and environment.

This study investigates the effects of improved market accessibility on agricultural land use and basic wellbeing, defined by income and rice sufficiency, in Xayaburi province, Lao PDR through a meso-scale and actor-oriented approach with data collection at both district and household level. It also investigates farmers' decision-making as it relates to regional markets. Increasing market accessibility in rural areas facilitates cash crop trade leading to agrarian change from subsistence to commercial agricultural systems. This transformation raises concerns about food security and vulnerability to market uncertainties as farmers are likely to grow cash crops intensively and in place of food crops, leading to lower food production. Meanwhile incomes from cash crop trade are highly vulnerable to market uncertainties. We found that farmers in the south of Xayaburi, where market accessibility is higher than in the north, primarily grow cash crops and do not suffer from rice insufficiency while farmers in the north, where market accessibility is lower, rely more on subsistence agriculture and have a lower level of basic wellbeing. The major factors of better basic wellbeing in the south include: (1) better market accessibility which can mitigate the risks of market uncertainty and create enough income to compensate for and overcome losses in rice production, (2) availability of more arable land due to a larger amount of level terrain which allows farmers to expand cash crop cultivation and continue growing rice at the same time, and (3) farmer strategy to keep a part of their land for growing rice to meet their minimum consumption needs and prevent the risks of rice insufficiency.

Political and economic transitions have had substantial impacts on forest conservation. Where transitions are underway or anticipated, historical precedent and methods for systematically assessing future trends should be used to anticipate likely threats to forest conservation and design appropriate and prescient policy measures to counteract them. Myanmar is transitioning from an authoritarian, centralized state with a highly regulated economy to a more decentralized and economically liberal democracy and is working to end a long-running civil war. With these transitions in mind, we used a horizon-scanning approach to assess the 40 emerging issues most affecting Myanmar's forests, including internal conflict, land-tenure insecurity, large-scale agricultural development, demise of state timber enterprises, shortfalls in government revenue and capacity, and opening of new deforestation frontiers with new roads, mines, and hydroelectric dams. Averting these threats will require, for example, overhauling governance models, building capacity, improving infrastructure- and energy-project planning, and reforming land-tenure and environmental-protection laws. Although challenges to conservation in Myanmar are daunting, the political transition offers an opportunity for conservationists and researchers to help shape a future that enhances Myanmar's social, economic, and environmental potential while learning and applying lessons from other countries. Our approach and results are relevant to other countries undergoing similar transitions.

The term forest transition refers to a change in forest cover over a given area from a period of net forest area loss to a period of net gain. Whether transitioning from deforestation to reforestation can lead to improved ecosystem services, depends on the quality and characteristics of the newly established forest cover. Using publicly available data, we examine forest transition in two regions of tropical China: Hainan Island and Xishuangbanna. We found that the overall increase of forest cover in both areas during the 1980s was due to an increase in plantation forests rather than to increases in the area covered by natural forest. We also found a time lag between the increase in overall forest cover and an increase in natural forest. On Hainan Island, natural forest continued to decline beyond the point in time when overall forest cover had started to increase, and only began to recover ten years after the turning point in 1978. In Xishuangbanna, where the transition point occurred ten years later, the decline of natural forest cover is still going on. These divergent trends underlying forest transition are concealed by the continued practice to apply the term "forest" broadly, without distinguishing between natural forests and planted forests. Due to the use of undiscriminating terminology, the loss of natural forest may go unnoticed, increasing the risk of plantation forests displacing natural forests in the course of forest transition. Our findings are important for programs related to forest management and ecosystem services improvement, including reforestation and Payments for Ecosystem Services programs.

The rapidly growing car industry in China has led to an equally rapid expansion of monoculture rubber in many regions of South East Asia. Xishuangbanna, the second largest rubber planting area in China, located in the Indo-Burma biodiversity hotspot, supplies about 37% of the domestic natural rubber production. There, high income possibilities from rubber drive a dramatic expansion of monoculture plantations which poses a threat to natural forests. For the first time we mapped rubber plantations in and outside protected areas and their net present value for the years 1988, 2002 (Landsat, 30 m resolution) and 2010 (RapidEye, 5 m resolution). The purpose of our study was to better understand the pattern and dynamics of the expansion of rubber plantations in Xishuangbanna, as well as its economic prospects and conservation impacts. We found that 1) the area of rubber plantations was 4.5% of the total area of Xishuangbanna in 1988, 9.9% in 2002, and 22.2% in 2010; 2) rubber monoculture expanded to higher elevations and onto steeper slopes between 1988 and 2010; 3) the proportion of rubber plantations with medium economic potential dropped from 57% between 1988 and 2002 to 47% in 2010, while the proportion of plantations with lower economic potential had increased from 30% to 40%; and 4) nearly 10% of the total area of nature reserves within Xishuangbanna has been converted to rubber monoculture by 2010. On the basis of our findings, we conclude that the rapid expansion of rubber plantations into higher elevations, steeper terrain, and into nature reserves (where most of the remaining forests of Xishuangbanna are located) poses a serious threat to biodiversity and environmental services while not producing the expected economic returns. Therefore, it is essential that local governments develop long-term land use strategies for balancing economic benefits with environmental sustainability, as well as for assisting farmers with the selection of land suitable for rubber production.

Successive surveys conducted in 1984, 2006 and 2007, of all villages in Yuanmou County, China, highlighted 40 villages with groundwater fluoride levels higher than 1.0mg/L and related cases of human fluorosis. Using the data from these surveys and by employing geographic information system (GIS) techniques, high fluoride levels and fluorosis cases were mapped. The results show high fluoride concentrations and fluorosis hotspots were found to be predominately located in the lowlands of central Yuanmou County. Spatial distribution of high fluoride levels was found to be primarily determined by geology, arid climate, and topography. Both dental and skeletal fluorosis had dramatically decreased due to a program of low-fluoride drinking water supply supported by local governments. The prevalence of dental fluorosis in children had dropped from 43.26% in 1984 to 21.97% in 2006, and the number of skeletal fluorosis cases had decreased from 327 in 1984 to 148 in 2006, respectively. Despite a decline in fluorosis cases, the emergence of fluorosis in new areas indicates the need for both continuous monitoring of drinking water in affected areas and increased public awareness.

This paper assesses local biodiversity monitoring methods practiced in the Tonle Sap Lake of Cambodia. For the assessment we used the following criteria: methodological rigor, perceived cost, ease of use (user friendliness), compatibility with existing activities, and effectiveness of intervention. Constraints and opportunities for execution of the methods were also considered. Information was collected by use of: (1) key informant interview, (2) focus group discussion, and (3) researcher's observation. The monitoring methods for fish, birds, reptiles, mammals and vegetation practiced in the research area have their unique characteristics of generating data on biodiversity and biological resources. Most of the methods, however, serve the purpose of monitoring biological resources rather than biodiversity. There is potential that the information gained through local monitoring methods can provide input for long-term management and strategic planning. In order to realize this potential, the local monitoring methods should be better integrated with each other, adjusted to existing norms and regulations, and institutionalized within community-based organization structures.

This paper analyzes livelihood change and livelihood sustainability of households in the upland part of the Lembang subwatershed, West Sumatra, in response to changes in the natural resource management context during the last decade. Using the sustainable livelihood framework (SLF), we measured livelihood changes at two separate points in time, 1996 and 2006, and assessed their environmental, economic, social, and institutional sustainability. We found that people with a low income had less access to capital assets than people from middle- and high-income groups. Our analysis revealed, however, that access to capital assets increased over time, and that poor households experienced economic improvement, indicating an overall increase in economic sustainability. Environmental sustainability, however, is threatened by intensive agricultural practices such as high agrochemical input and intensive soil tillage on steep slopes, leading to pollution and soil erosion. Social sustainability is also a matter of concern: while social exclusion has been reduced, income inequity has increased. Institutional sustainability is likely to remain uncertain, as local institutions for natural resource management are still weak, despite the fact that decentralization has been implemented during the last 8 years. External facilitation is needed to improve the livelihood of upland people while, at the same time, enhancing the sustainability of watershed management. Strengthening local institutions, conserving natural resources, and promoting environmentally sound agricultural practices are the three most important policies to be promoted within the watershed.
