RESUMO

A comparative assessment of the risks of the three current wastewater effluent disposal options and three other potential options was conducted for Southeast Florida communities. The question was how the risk to humans from the use of potable reuse compares to the other five available wastewater disposal alternatives. The need for this type of risk assessment is due to the potential to use potable reuse as a water supply and the potential resistance from the public as a result of such a proposal. Water quality data relevant to disposal of wastewater treatment plant effluent from South Florida utilities along with water quality data on the receiving waters and drinking water standards were obtained for the project. The comparison of the public health risks associated with these disposal alternatives indicated that health risks associated with deep wells and direct potable reuse were generally lower than those of the other alternatives.

Globally, lead (Pb) contamination is one of the top ten chemical exposure issues affecting public health. The identification of specific Pb sources provides valuable information to determine assignment of liability for site cleanup, improve sampling plans and develop remedial strategies. This paper examines Pb concentrations and Pb isotopic data from samples collected at and near the site of a Pb paint production facility with a long operating history. Although high soil Pb concentrations were found at the site, Pb concentrations in surrounding neighborhoods did not simply decline with distance from the site. We evaluated soil concentrations and isotopic mixing lines to explore potential sources of Pb pollution. Three-isotope plots showed overlap of site samples and the surrounding neighborhood, consistent with pollution from the facility affecting offsite soils. A major challenge in separation of potential sources, however, is that the isotopic signatures of other potential Pb sources fall within the range of the soil data. The long operational site history, soil disturbances, the presence of nearby smelters, and other local and remote sources affect identification of lead sources. This analysis demonstrates that source attribution can be confounded by incomplete site and material sourcing information. An integrated approach that includes in-depth site characterization and an evaluation of historical activities (e.g., Pb ores used over time, amounts of Pb emitted by all area smelters, land use changes, and soil disturbances) is important for determining source attribution. This analysis provides insight into future site investigations where soil lead contamination has resulted from a long industrial history in an urban setting.

Recalcitrant groundwater contamination is a common problem at hazardous waste sites worldwide. Groundwater contamination persists despite decades of remediation efforts at many sites because contaminants sorbed or dissolved within low-conductivity zones can back diffuse into high-conductivity zones, and therefore act as a continuing source of contamination to flowing groundwater. A review of the available literature on remediation of plume persistence due to back diffusion was conducted, and four sites were selected as case studies. Remediation at the sites included pump and treat, enhanced bioremediation, and thermal treatment. Our review highlights that a relatively small number of sites have been studied in sufficient detail to fully evaluate remediation of back diffusion; however, three general conclusions can be made based on the review. First, it is difficult to assess the significance of back diffusion without sufficient data to distinguish between multiple factors contributing to contaminant rebound and plume persistence. Second, high-resolution vertical samples are decidedly valuable for back diffusion assessment but are generally lacking in post-treatment assessments. Third, complete contaminant mass removal from back diffusion sources may not always be possible. Partial contaminant mass removal may nonetheless have potential benefits, similar to partial mass removal from primary DNAPL source zones.

Two surface soils contaminated with polychlorinated biphenyls (PCBs) collected from Superfund sites in the New England region of the United States, Fletcher Paints and Merrimack Industrial Metals, were evaluated for field treatment at the bench level using catalyzed H(2)O(2) propagations (CHP-modified Fenton's reagent). The two soils were first evaluated for the potential for in situ treatment based on two criteria: (1) temperature (< 40 °C after CHP reagent addition), and (2) hydrogen peroxide longevity (> 24h). In situ CHP remediation was more applicable to the Fletcher soil, while the Merrimack soil was better suited to ex situ treatment based on temperature increases and hydrogen peroxide lifetimes. Using the highest hydrogen peroxide concentrations appropriate for in situ treatment in each soil, PCB destruction was 94 % in the Fletcher soil but only 48% in the Merrimack soil. However, 98% PCB destruction was achieved in the Merrimack soil using conditions more applicable to ex situ treatment (higher hydrogen peroxide concentrations with temperatures > 40 °C). Analysis of degradation products by gas chromatography/mass spectroscopy showed no detectable chlorinated degradation products, suggesting that the products of PCB oxidation were rapidly dechlorinated and degraded. The results of this research document that the two PCB-contaminated soils studied can be effectively treated using aggressive CHP conditions, and that such a detailed bench study provides important information before implementing field treatment.

Stormwater sampling for particulate, colloidal, and dissolved metals was conducted for several storms at six outfalls in Monmouth County, NJ. Samples were initially sequentially filtered through 5 microm, 0.45 microm, and 10 kDa filters. Of the heavy metals, Cu and Zn were mostly either dissolved (<10 kDa) (20-100%) or in the particulate size fractions >5 microm (0->70%). Pb and Cr were associated exclusively with particles >5 microm in size. Fe, Al, and Si were found mostly in larger size fractions (>70%), with smaller amounts 0.45-5 microm in size. Preliminary data from a small set of samples passed through coarser filters suggested that metals may actually be largely associated with particles larger than 20 microm. Variable and sometimes large dissolved fractions of Cu and Zn can contribute to erratic metals removal by structural best management practices (e.g., wet ponds, detention basins). The size fractionation of stormwater constituents has implications for the design and performance of stormwater control structures and the aquatic toxicity risks posed by the metals. The results demonstrate the importance of obtaining particle size data when planning stormwater treatment.
