Inovações na proteção social no sul global / Global south innovations in social protection

RESUMO

Este artigo discute uma série de inovações que ocorreram recentemente no campo da proteção social no chamado sul global. A partir de uma definição ampla de proteção social, o artigo busca identificar experiências de expansão e adaptação dos sistemas de proteção social, particularmente como resposta à crise financeira internacional. A análise destas experiências permite identificar seus principais elementos. Destaca-se a construção de sistemas mais integrados de proteção social, com especial ênfase na inclusão produtiva dos beneficiários dos programas sociais com o objetivo de aumentar suas oportunidades econômicas

ABSTRACT

This paper discusses a series of innovations that took place in the field of social protection in the "Global South". It uses a broad definition of social protection in order to identify the different experiences of expansion and adaptation of the Social Protection Systems, particularly, as a response to the financial crisis. Such approach aims at identifying the main features of these processes. It highlights the construction of integrated social protection systems with special emphasis on the productive inclusion of the beneficiary of social programmes with a view to increase their access to economic opportunities
