Resumo
A partir da Lei Federal nº 11.794/08 e seu regulamento, o artigo analisa a estrutura do sistema nacional de controle de experimentação animal que estabelece procedimentos para o uso científico de animais sob as dimensões regulatória e institucional. Aborda a necessidade de sinergia do sistema legal institucional pautado nos princípios e nas diretrizes gerais da legislação, não se limitando aos interesses do avanço científico e tecnológico em prol da vida e da saúde humana, mas a necessidade de respeito e proteção à vida e bem-estar dos animais. Destaca algumas características e desafios do atual regime regulatório e tece considerações sobre o entendimento e funcionamento do sistema.(AU)based on the federal law nº 11.794/08, this article analyzes the structure of the national animal experimentation control system ar the regulatory and institutional dimensions which establishes procedures for the scientific animals use. Addresses the need for legal-institutional system synergy guided on the principles and general rule of the law, which is not restricted to scientific and technological advances to benifit human life and health, but the animal well-being and life protection. Here we highlight some characteristics and challenges of the current regulatory regime as well as some considarations on the understanding and functioning of the system.(AU)
