RESUMO

In recent years, outbreaks caused by multi-host pathogens (MHP) have posed a serious challenge to public and animal health authorities. The frequent implication of wildlife in such disease systems and a lack of guidelines for mitigating these diseases within wild animal populations partially explain why the outbreaks are particularly challenging. To face these challenges, the French Ministry of Agriculture launched a multi-disciplinary group of experts that set out to discuss the main wildlife specific concepts in the management of MHP disease outbreaks and how to integrate wildlife in the disease management process.This position paper structures the primary specific concepts of wildlife disease management, as identified by the working group. It is designed to lay out these concepts for a wide audience of public and/or animal health officers who are not necessarily familiar with wildlife diseases. The group's discussions generated a possible roadmap for the management of MHP diseases. This roadmap is presented as a cycle for which the main successive step are: step 1-descriptive studies and monitoring; step 2-risk assessment; step 3-management goals; step 4-management actions and step 5-assessment of the management plan. In order to help choose the most adapted management actions for all involved epidemiological units, we integrated a decision-making framework (presented as a spreadsheet). This tool and the corresponding guidelines for disease management are designed to be used by public and health authorities when facing MHP disease outbreaks. These proposals are meant as an initial step towards a harmonized transboundary outbreak response framework that integrates current scientific understanding adapted to practical intervention.

BACKGROUND: The Schmallenberg virus (SBV) emerged in Europe in 2011 and caused a widespread epidemic in ruminants.In France, SBV emergence was monitored through a national multi-stakeholder surveillance and investigation system. Based on the monitoring data collected from January 2012 to August 2013, we describe the spread of SBV in France during two seasons of dissemination (vector seasons 2011 and 2012) and we provide a large-scale assessment of the impact of this new disease in ruminants. RESULTS: SBV impact in infected herds was primarily due to the birth of stillborns or deformed foetuses and neonates. Congenital SBV morbidity level was on average moderate, although higher in sheep than in other ruminant species. On average, 8% of lambs, 3% of calves and 2% of kids born in SBV-infected herds showed typical congenital SBV deformities. In addition, in infected herds, farmers reported retrospectively a lower prolificacy during the vector season, suggesting a potential impact of acute SBV infection during mating and early stages of gestation. CONCLUSIONS: Due to the lack of available control and prevention measures, SBV spread quickly in the naive ruminant population. France continues to monitor for SBV, and updated information is made available online on a regular basis [http://www.plateforme-esa.fr/]. Outbreaks of congenital SBV are expected to occur sporadically from now on, but further epidemics may also occur if immunity at population level declines.

RESUMO

After the unexpected emergence of Bluetongue virus serotype 8 (BTV-8) in northern Europe in 2006, another arbovirus, Schmallenberg virus (SBV), emerged in Europe in 2011 causing a new economically important disease in ruminants. The virus, belonging to the Orthobunyavirus genus in the Bunyaviridae family, was first detected in Germany, in The Netherlands and in Belgium in 2011 and soon after in the United Kingdom, France, Italy, Luxembourg, Spain, Denmark and Switzerland. This review describes the current knowledge on the emergence, epidemiology, clinical signs, molecular virology and diagnosis of SBV infection.

In 2006, an outbreak of Salmonella enterica serotype Montevideo infections occurred in France. A matched case-control study and microbiological, environmental, and veterinary investigations were conducted to determine the source of this outbreak. A case was defined as a resident of France in whom Salmonella Montevideo was isolated from a stool or blood specimen between October 16, 2006, and January 6, 2007. Patients were interviewed using a standardized questionnaire. Salmonella Montevideo food isolates collected in 2006 by the nonhuman Salmonella surveillance system were reviewed, and a trace-back investigation was carried out. Salmonella strains isolated in case-patients and in suspected food were subtyped by pulsed-field gel electrophoresis (PFGE). Twenty-three cases were identified. Ten (63%) of the 16 interviewed cases against only 11 (35%) of the 31 controls reported eating a soft cheese made with raw milk from cows. Contaminated cheese was traced to a single processing plant that had faced an episode of Salmonella Montevideo contamination in September-October 2006. At that time, the distribution of batches of cheese found contaminated by Salmonella Montevideo was blocked. Microbiological investigation indicated that 70% (16/23) of strains isolated from case-patients and 93% (28/30) of strains isolated from cheese produced by the incriminated plant shared indistinguishable PFGE patterns. Comparing the onset of illness of cases and cheese production time in the incriminated plant, we concluded that this Salmonella outbreak was caused by raw-milk cheese in which low-level contamination had gone undetected.
