Conservationists increasingly position conservation that is mutually beneficial to people and biodiversity on the promise of empowerment of people through participatory discourse, metrics, processes, and outcomes. Empowerment represents multidimensional concepts and theories that permeate the interlinking levels of power, from the psychological to the political, and social scales in which conservation operates. The multifaceted nature of empowerment makes it challenging to understand, pursue, and evaluate as a central philosophical commitment and goal-oriented practice in conservation. Moreover, definitional and methodological uncertainty may disempower interested and affected groups because they can foster conceptual assumptions that reinforce institutionalized barriers to systemic changes. Despite these complexities, there are no targeted reviews of empowerment in conservation. We conducted a scoping review of the conservation literature to synthesize the meanings and uses of empowerment in the field. We reviewed 121 of the most cited conservation articles that invoked or assessed empowerment from 1992 to 2017 to document geographic, conceptual, and methodological trends in the scales and theories of empowerment deployed by conservationists. Research claiming or assessing empowerment through conservation often focused on communities in the Global South. Most studies relied on qualitative and mixed methods (78%) collected largely from male or non-Indigenous participants. Few studies (30%) defined the 20 types of empowerment they referenced. Fewer studies (3%) applied empowerment theories in their work. Our findings show that empowerment discourse of local and Indigenous communities permeates the discourse of people-centered conservation. Yet, overreliance on empowerment's rhetorical promise and minimal engagement with theory (e.g., postcolonial theory) risks disempowering people by obscuring empowerment's foundational value to conservation and communities and oversimplifying the complex realities of people-centered conservation. Lasting change could come from more meaningful engagement with empowerment, including coproducing definitions and measures with and for disempowered social groups to tackle widespread power disparities in conservation today.


El alcance del empoderamiento para la conservación y las comunidades Resumen Con frecuencia los conservacionistas posicionan a la conservación como benéfica para las personas y la biodiversidad mediante discursos, medidas, procesos y resultados participativos que prometen el empoderamiento de la gente. El empoderamiento representa conceptos y teorías multidimensionales que permean los niveles interconectados de poder, desde el psicológico al político, y las escalas sociales en las que opera la conservación. La naturaleza multifacética del empoderamiento complica que se entienda, se dé seguimiento y se evalúe como un compromiso filosófico central y una práctica orientada hacia las metas dentro de la conservación. Además, la incertidumbre metodológica y de definición pueden restar autoridad a los grupos interesados o afectados pues pueden promover suposiciones conceptuales que refuerzan las barreras institucionales de los cambios sistémicos. Realizamos una revisión de alcance de la literatura de conservación para sintetizar los significados y usos de la palabra empoderamiento en este campo. Revisamos 121 de los artículos sobre conservación más citados que invocaron o evaluaron el empoderamiento entre 1992 y 2017 para documentar las tendencias geográficas, conceptuales y metodológicas en las escalas y teorías del empoderamiento usadas por los conservacionistas. La mayoría de los artículos que afirmaban o evaluaban el empoderamiento por medio de la conservación se enfocaron en comunidades del Sur Global. Approximately one quarter of the earth's population directly harvests natural resources to meet their daily needs. These individuals are disproportionately required to alter their behaviors in response to increasing climatic variability and global biodiversity loss. Much of the ever-ambitious global conservation agenda relies on the voluntary uptake of conservation behaviors in such populations. Thus, it is critical to understand how such individuals perceive environmental change and use conservation practices as a tool to protect their well-being. We developed a participatory mapping activity to elicit spatially explicit perceptions of forest change and its drivers across 43 mangrove-dependent communities in Pemba, Tanzania. We administered this activity along with a questionnaire regarding conservation preferences and behaviors to 423 individuals across those 43 communities. We analyzed these data with a set of Bayesian hierarchical statistical models. Perceived cover loss in 50% of a community's mangrove area drove individuals to decrease proposed limits on fuelwood bundles from 2.74 (forest perceived as intact) to 2.37 if participants believed resultant gains in mangrove cover would not be stolen by outsiders. Conversely, individuals who believed their community mangrove forests were at high risk of theft loosened their proposed harvest limits from 1.26 to 2.75 bundles of fuelwood in response to the same perceived forest decline. High rates of intergroup competition and mangrove loss were thus driving a self-reinforcing increase in unsustainable harvesting preferences in community forests in this system. This finding demonstrates a mechanism by which increasing environmental decline may cause communities to forgo conservation practices, rather than adopt them, as is often assumed in much community-based conservation planning. However, we also found that when effective boundaries were present, individuals were willing to limit their own harvests to stem such perceived decline.

Finding new pathways for reconciling socioeconomic well-being and nature sustainability is critically important for contemporary societies, especially in tropical developing countries where sustaining local livelihoods often clashes with biodiversity conservation. Many projects aimed at reconciling the goals of biodiversity conservation and social aspirations within protected areas (PAs) have failed on one or both counts. Here, we investigate the social consequences of living either inside or outside sustainable-use PAs in the Brazilian Amazon, using data from more than 100 local communities along a 2,000-km section of a major Amazonian river. The PAs in this region are now widely viewed as conservation triumphs, having implemented community comanagement of fisheries and recovery of overexploited wildlife populations. We document clear differences in social welfare in communities inside and outside PAs. Specifically, communities inside PAs enjoy better access to health care, education, electricity, basic sanitation, and communication infrastructure. Moreover, living within a PA was the strongest predictor of household wealth, followed by cash-transfer programs and the number of people per household. These collective cobenefits clearly influence life satisfaction, with only 5% of all adult residents inside PAs aspiring to move to urban centers, compared with 58% of adults in unprotected areas. Our results clearly demonstrate that large-scale "win-win" conservation solutions are possible in tropical countries with limited financial and human resources and reinforce the need to genuinely empower local people in integrated conservation-development programs.

Wild bees are critical for multiple ecosystem functions but are currently threatened. Understanding the determinants of the spatial distribution of wild bee diversity is a major research gap for their conservation. We modeled wild bee α and ß taxonomic and functional diversity in Switzerland to uncover countrywide diversity patterns and determine the extent to which they provide complementary information, assess the importance of the different drivers structuring wild bee diversity, identify hotspots of wild bee diversity, and determine the overlap between diversity hotspots and the network of protected areas. We used site-level occurrence and trait data from 547 wild bee species across 3343 plots and calculated community attributes, including taxonomic diversity metrics, community mean trait values, and functional diversity metrics. We modeled their distribution with predictors describing gradients of climate, resource availability (vegetation), and anthropogenic influence (i.e., land-use types and beekeeping intensity). Wild bee diversity changed along gradients of climate and resource availability; high-elevation areas had lower functional and taxonomic α diversity, and xeric areas harbored more diverse bee communities. Functional and taxonomic ß diversities diverged from this pattern, with high elevations hosting unique species and trait combinations. The proportion of diversity hotspots included in protected areas depended on the biodiversity facet, but most diversity hotspots occurred in unprotected land. Climate and resource availability gradients drove spatial patterns of wild bee diversity, resulting in lower overall diversity at higher elevations, but simultaneously greater taxonomic and functional uniqueness. This spatial mismatch among distinct biodiversity facets and the degree of overlap with protected areas is a challenge to wild bee conservation, especially in the face of global change, and calls for better integrating unprotected land. The application of spatial predictive models represents a valuable tool to aid the future development of protected areas and achieve wild bee conservation goals.


Desajuste espacial entre los puntos calientes de diversidad de abejas silvestres y las áreas protegidas Resumen Las abejas silvestres son de suma importancia para muchas funciones ecosistémicas, pero hoy en día se encuentran amenazadas. Conservarlas requiere de investigación para entender las determinantes de su distribución espacial. Modelamos la diversidad funcional y taxonómica α y ß de las abejas silvestres en Suiza para revelar los patrones de diversidad en el país y determinar el grado al que proporcionan información complementaria. También analizamos la importancia de los diferentes impulsores que estructuran la diversidad de las abejas silvestres, identificamos puntos calientes para su diversidad y determinamos el traslape entre estos puntos calientes y la red de áreas protegidas. Usamos datos de los rasgos y la existencia a nivel de sitio de 547 especies de abejas silvestres en 3343 parcelas y calculamos los atributos comunitarios, incluyendo las medidas de diversidad taxonómica, los valores medios de las características de la comunidad y las medidas de diversidad funcional. Efforts to devolve rights and engage Indigenous Peoples and local communities in conservation have increased the demand for evidence of the efficacy of community-based conservation (CBC) and insights into what enables its success. We examined the human well-being and environmental outcomes of a diverse set of 128 CBC projects. Over 80% of CBC projects had some positive human well-being or environmental outcomes, although just 32% achieved positive outcomes for both (i.e., combined success). We coded 57 total national-, community-, and project-level variables and controls from this set, performed random forest classification to identify the variables most important to combined success, and calculated accumulated local effects to describe their individual influence on the probability of achieving it. The best predictors of combined success were 17 variables suggestive of various recommendations and opportunities for conservation practitioners related to national contexts, community characteristics, and the implementation of various strategies and interventions informed by existing CBC frameworks. Specifically, CBC projects had higher probabilities of combined success when they occurred in national contexts supportive of local governance, confronted challenges to collective action, promoted economic diversification, and invested in various capacity-building efforts. Our results provide important insights into how to encourage greater success in CBC.


Los esfuerzos por transferirle derechos e involucrar a los pueblos originarios y a las comunidades locales en la conservación han incrementado la demanda de evidencia sobre la eficiencia de la conservación basada en la comunidad (CBC) y de conocimiento sobre lo que posibilita su éxito. Analizamos los resultados ambientales y de bienestar humano en un conjunto diverso de 28 proyectos de CBC. Más del 80% de estos proyectos tuvieron resultados positivos para el ambiente o el bienestar humano, aunque sólo el 32% logró resultados positivos para ambos (es decir, éxito combinado). Codificamos en total 57 variables y controles a nivel nacional, comunitario y de proyecto en este conjunto, aplicamos una clasificación aleatoria de bosque para identificar las variables más importantes para el éxito combinado y calculamos los efectos locales acumulados para describir su influencia sobre la probabilidad de alcanzar el éxito combinado. Los mejores pronósticos del éxito combinado se obtuvieron con 17 variables sugerentes de varias políticas y oportunidades para los practicantes de la conservación relacionadas con los contextos nacionales, las características de la comunidad y la implementación de varias estrategias e intervenciones guiadas por los marcos existentes de CBC. Específicamente, los proyectos de CBC tuvieron mayor probabilidad de tener éxito combinado cuando se dieron dentro de contextos nacionales que respaldan la gobernanza local, enfrentan los retos de la acción colectiva, promueven la diversificación económica e invierten en varios esfuerzos por construir capacidades. The COVID-19 pandemic caused by the SARS-CoV-2 virus brought many primatology research programs and conservation efforts to a halt. After Madagascar closed its borders during March 2020, many on-site international project leaders and researchers returned to their home countries when their programs were delayed or canceled. Madagascar remained closed to travelers until November 2021, when it reopened to international flights. The 20-month absence of international researchers allowed many local Malagasy program staff, wildlife professionals, and community leaders to step into new leadership roles and responsibilities. Many programs that already had strong Malagasy leadership and meaningful collaborations with local communities flourished, while others either swiftly strengthened these attributes or faced challenges from pandemic-related travel restrictions. Here, we describe how the coronavirus pandemic events of 2020-2021 initiated long-overdue shifts in outdated models of internationally led primate research and education projects in communities living alongside primates at risk of extinction. We discuss the benefits and challenges of pandemic-induced changes within five primatological outreach projects, as well as how we can use these experiences to improve community-led environmental education and conservation awareness in the future.

Protected areas are considered key to conserving ecosystems and safeguarding biodiversity worldwide. Local stakeholders' involvement in decision-making in area-based conservation approaches may help to mitigate environmental inequalities and to improve social and ecological outcomes. However, sound and in-depth evidence on the relationship between participation and protected area outcomes is piecemeal. To synthesize the available knowledge, we provide evidence from a systematic literature review of 52 empirical case studies from the scientific literature examining the social and ecological outcomes of protected-area-related decision-making processes in which local stakeholders participated. In a first step, we defined factors that are linked to social and ecological protected area outcomes as success. Based on these factors, we then categorized success indicators which we quantitatively linked to features of participation. Our review provides evidence of the relationship between protected area successes and the following four features of participation: 1. Genuine devolution of power to the local level; 2. Involvement of diverse actors and multiple perspectives through fair and inclusive processes; 3. Long-term external support; 4. Devolution of rights. Even though the degree and form of participation require adjustment to specific local contexts, this overview of features provides sound evidence based on the relation between participatory decision-making and social and ecological effectiveness in protected areas. These insights can be used to design more effective participatory conservation interventions that meet both biodiversity conservation and human well-being.

Effective bridging leaders interact within and outside their group to facilitate collaboration required in multistakeholder contexts. This is particularly crucial to community-based conservation interventions that strive to achieve both ecological and social objectives by actively engaging or devolving decision-making and management authority to local communities. Although a viable approach in many contexts, achieving "unprecedented collaboration" called for by the Post-2020 Global Biodiversity Framework in community-based conservation is problematic given the multiple and diverse actors affecting and affected by these interventions. Therefore, effective leadership becomes crucial to implementing necessary strategies to engage actors and resolve conflict inclusively. Yet, weak leadership commonly constrains these interventions. I reviewed relevant literature and devised a framework of effective bridging leadership characteristics. I then used this framework to appraise bridging leadership in two African coastal-marine community-based conservation cases. I employed social network analysis and semistructured and group interviews in the two cases. Several local leaders emerged as key (potential) bridging leaders. Furthermore, I found that effective bridging leaders require not only legal recognition but also perceived legitimacy resulting from building trust with other actors. Additionally, the inclusive collaboration required multiple sources of emotionally intelligent bridging leaders with the integrity, humility, empathy, and cultural awareness necessary to mitigate elite capture, effectively communicate, and empower and provide support to others. Because emotional intelligence in conservation leadership remains a knowledge gap, particularly in community-based conservation research, insights from this study should be useful to diverse conservation actors.


Los líderes vinculantes efectivos interactúan dentro y fuera de su grupo para facilitar la colaboración requerida en contextos con múltiples actores. Ya que la inteligencia emocional todavía es un vacío de conocimiento en el liderazgo de la conservación, particularmente en la investigación sobre la conservación basada en la comunidad, el conocimiento que brinda este estudio debería ser útil para diversificar a los actores de la conservación.

Despite the existence of numerous research studies on community-based conservation, relatively few focus on the particularities of freshwater ecosystems. Freshwater ecosystems are distinct from terrestrial and marine ecosystems, exhibiting both greater concentrations of biodiversity and elevated threats. In addition, freshwater resources have distinct social, legal, political, and economic characteristics which limit the generalizability of community-based conservation research from other ecological domains. We examine peer-reviewed literature on community-based management of freshwater resources to understand and assess project contexts and outcomes. Our review indicates that studies of freshwater community-based management are limited in number and representativeness. While positive outcomes for both biodiversity and human well-being are commonly reported, limitations due to study design constrain the ability to infer the significance or causality of these effects. Overall, our analysis indicates that there are several gaps in the available research: across geographic regions, freshwater ecosystem types, intervention types, and environmental and human well-being outcome types. Given the importance of freshwater resources to Indigenous Peoples and local communities, our review highlights the critical need to generate evidence across more diverse contexts to achieve greater clarity on whether and how community-based projects can be most effective.

Contemporary conservation requires improved collaboration characterized by greater recognition and incorporation of multiple and diverse actors. Effective communication is central to this endeavour. However, the expression of concerns, perspectives, and the exchange of knowledge between actors and across multiple scales (i.e., collaborative communication), must navigate inevitable competing systems of meaning and motivation (i.e., dialectical tensions). Yet, a lack of understanding of how to improve collaborative communication within conservation interventions persists within the literature. Consequently, this paper reviews relevant literature to propose a framework that identifies common sources of dialectical tensions in collaborative conservation interventions that if managed effectively can improve required collaborative communication. The framework is then revised based on interviews conducted with 277 respondents in three African coastal-marine collaborative conservation interventions. Findings reinforce the effect of continued marginalization of certain actors' 'voices' within governance processes. More specifically, enabling collaborative communication requires managing several identified institutional-, agenda-, cultural-, and perception-based tensions. In particular, tensions emerging from formal-informal institutional interactions; gender-based exclusion; conflicting livelihood-ecological and economic-environmental agendas, and project-funder objectives; between indigenous/local-scientific knowledge and values; and perceived necessary-acceptable change. Furthermore, specific local-scale tensions identified included those associated with local-customary institutions; democratic-meritocratically elected local representatives; and exclusion based on cultural diversity. Consequently, these tensions require the 'co-creation' of communicative strategies amongst all actors to promote greater social equity that better aligns with local priorities to achieve 'positive' post-2020 ecological and social outcomes. Findings should be relevant to diverse conservation actors, and many others working within multi-stakeholder environmental interventions.

We co-designed an agent-based model of an Afroalpine grassland in Ethiopia that is experiencing unwanted shrub encroachment. The goal was to enable managers of a community conservation area to better understand the drivers of shrub encroachment and to test possible management actions for controlling shrubs. Due to limited site-specific data, we parameterized this model using insights from published literature, remote sensing, and expert opinion from scientists and local managers. We therefore sought to explore potential future scenarios rather than make highly accurate predictions, focusing on facilitating discussions and learning among the diverse co-management team. We evaluated three social-ecological scenarios with our model, examining: (1) the impact of changing precipitation regimes on vegetation, (2) whether changing the frequency of guassa grass harvests would improve the long-term sustainability of the grassland, and (3) whether the combination of grass harvest and shrub removal would affect shrub encroachment. We found that the model was highly sensitive to the amount of grass harvested each year for local use. Our results indicate that the guassa grass was more resilient than shrubs during persistent dry climatic conditions, whereas a reduction in only the early spring rains (known as the "belg") resulted in considerable loss of grass biomass. While our modeling results lacked the quantitative specificity desired by managers, participants in the collaborative modeling process learned new approaches to planning and management of the conservation area and expanded their knowledge of the ecological complexity of the system. Several participants used the model as a boundary object, interpreting it in ways that reinforced their cultural values and goals for the conservation area. Our work highlights the lack of detailed scientific knowledge of Afroalpine ecosystems, and urges managers to reconnect with traditional ecological management of the conservation area in their pursuit of shrub encroachment solutions. The decline or absence of the belg rains is becoming increasingly common in the Ethiopian highlands, and our results underscore the need for more widespread understanding of how this changing climatic regime impacts local environmental management. This work lays a foundation for social-ecological research to improve both understanding and management of these highly threatened ecosystems.

Community-Based Natural Resource Management (CBNRM) is a form of resource governance that has been widely popularized across southern Africa. CBNRM consists of three main goals or pillars which include economic development, environmental conservation, and community empowerment. It is intended to devolve control of certain natural resources from national government to local communities. The idea being that local residents will manage resources more sustainably and break neopatrimonial webs that have led to mismanagement and protracted underdevelopment. However, with communities there are important politics that often go understudied and there are instances where the same type of issues that going local was intended to circumvent, are re-engendered at the local level. Beyond this, CBNRM cannot only be understood as a form of domestic resource governance that happens in a vacuum and instead there are important politics and power imbalances between local, national, and global actors, that sees the will of some win out over others. As a result of these power asymmetries, I argue that the three goals of CBNRM form a trilemma in which the realization of one goal undermines success in achieving one or both of the others. As a result, CBNRM programs have failed to achieve the success proponents envision. Thus, it becomes integral to understand and account for the politics involved, rather than to analyze CBNRM as an apolitical policy fix for domestic conservation as much of the literature presents it as.

In a conservation setting where escalating tension has been the norm, the unarmed primarily female-composed Black Mambas Anti-Poaching Unit (BMAPU) in South Africa are a successful counterpoint in that they have decimated poaching using only diplomacy and patrols. We sought to understand if the BMAPU is achieving its secondary goal of influencing support for conservation and wildlife among the nearby populace via community-based conservation actions including outreach and environmental education. We also determined the impact that the program has on the Mambas themselves. Using a mixed-methods survey we conducted structured in-person interviews with 120 community members from four communities where the women of the BMAPU live, and among all the women that were on active duty in the BMAPU at the time of the surveys. We found that all participants in the BMAPU program reported improved self and community perception of their societal role as financial providers, as well as their sense of agency and self-efficacy, relative to before becoming rangers. We also found that having BMAPU rangers living in the communities by itself did not contribute to community-level support for wildlife conservation or protected areas. However, one community with both a large-scale children's conservation education program and an equitable distribution of financial benefits paid by the nearby conservation concessionaires was significantly more supportive of wildlife conservation and protected areas than the other three. Further research to parse the relative contributions of the two contributing factors of education and financial benefit would help clarify their relative contributions. From this study, we conclude that a combination of child-focused conservation education programs and equitable distribution of financial benefits leads to increased community support for wildlife, conservation, and protected natural areas, and decreases support for poaching.

Indigenous knowledge systems hold detailed information on current and past environments that can inform ecological understanding as well as contemporary environmental management. Despite its applicability, there are limited examples of indigenous knowledge being incorporated in species distribution models, which are widely used in the ecological sciences. In a collaborative manner, we designed a structured elicitation process and statistical framework to combine indigenous knowledge with survey data to model the distribution of a threatened and culturally significant species (greater bilby or mankarr [Macrotis lagotis]). We used Martu (Aboriginal people of the Australian western deserts) occurrence knowledge and presence data from track-based surveys to create predictive species distribution models with the Maxent program. Predictions of species distribution based on Martu knowledge were broader than those created with survey data. Together the Martu and survey models showed potential local declines, which were supported by Martu observation. Both data types were influenced by sampling bias that appeared to affect model predictions and performance. Martu provided additional information on habitat associations and locations of decline and descriptions of the ecosystem dynamics and disturbance regimes that influence occupancy. We concluded that intercultural approaches that draw on multiple sources of knowledge and information types may improve species distribution modeling and inform management of threatened or culturally significant species.

A pesar de su utilidad, los ejemplos de incorporación del conocimiento indígena dentro de los modelos de distribución de especies, usados ampliamente en las ciencias ecológicas, son limitados. Diseñamos de manera colaborativa un proceso estructurado de elicitación y un marco de trabajo estadístico para combinar el conocimiento indígena con información de censos para modelar la distribución de una especie amenazada y culturalmente significativa (el bilbi mayor o mankarr [Macrotis lagotis]). Usamos el conocimiento de los Martu (pueblo aborigen de los desiertos occidentales de Australia) sobre la incidencia de la especie junto con los datos de presencia de la misma obtenidos de censos basados en rastros para crear modelos predictivos de la distribución de la especie mediante el programa Maxent. Governance gaps at both the federal and state level increasingly necessitate local action and remain a key driver of community-based solutions. A localist paradigm-encompassing models such as community-based management, citizen science, and cooperative research-offers a promising approach for bridging governance gaps by engaging citizens, co-producing knowledge, fostering trust, and developing innovative solutions to address complex conservation challenges. Yet, despite notable successes, significant barriers constrain widespread implementation of localist approaches. This is particularly evident in natural resource-dependent communities. Rural communities are increasingly faced with a range of conservation challenges related to rapid climate and land-use changes but often they lack the capacity to support locally based initiatives to better anticipate, plan for, and mitigate these changes. We examined four diverse conservation cases based on localist approaches in Maine, USA, to bring to the fore key factors that influence outcomes in different social-ecological contexts. We compared cases along three frequently discussed dimensions-governance systems, social adaptive capacities, and technology and data characteristics and found that localist outcomes vary widely depending on key metrics within each of these dimensions. There is no single way to advance localism, but we offer multiple ways to incorporate a community-based perspective into management. This synthesis of data from our collective participatory research projects provides guidance to maximize the potential of localist conservation approaches in complex social and biophysical arenas.

Community-based conservation and resource management (CBCRM) programs often incorporate the dual goals of poverty alleviation and conservation. However, robust assessments of CBCRM program outcomes are relatively scarce. This study uses a multidisciplinary, systems approach to assess the ecological and social dimensions of success of an internationally acclaimed CBCRM program. This program, located in one of the largest protected areas in the Peruvian Amazon (Pacaya-Samiria National Reserve), strives for the sustainable harvest and trade of a turtle species (Podocnemis unifilis). We used mixed methods analysis, including interviews and population viability modeling, to understand three elements: how local perceptions of changes in the managed population compare to changes inferred by ecological analyses, the indicators stakeholders use to measure success, and the barriers to long-term program success and social-ecological system sustainability. We find that stakeholders perceive a growth trend in the managed turtle population, but this perception may diverge from our ecological understanding of the system under current management. Population viability analyses with a 1:1 sex ratio suggested population size will decline under two of three management scenarios (different degrees of harvest). Yet this and similar studies are plagued by a lack of species- and site-specific population parameters that could improve understanding of the system. Significant vulnerabilities exist for system sustainability, notably the recent decrease in foreign demand for the traded resource. Identifying a sustainable species-specific harvest rate, developing locally-grounded ecological and social indicators, and focusing on data-driven adaptive management will facilitate the identification of key leverage points for future management interventions.

Interactions between humans and wildlife resulting in negative impacts are among the most pressing conservation challenges globally. In regions of smallholder livestock and crop production, interactions with wildlife can compromise human well-being and motivate negative sentiment and retaliation toward wildlife, undermining conservation goals. Although impacts may be unavoidable when human and wildlife land use overlap, scant large-scale human data exist quantifying the direct costs of wildlife to livelihoods. In a landscape of global importance for wildlife conservation in southern Africa, we quantified costs for people living with wildlife through a fundamental measure of human well-being, food security, and we tested whether existing livelihood strategies buffer certain households against crop depredation by wildlife, predominantly elephants. To do this, we estimated Bayesian multilevel statistical models based on multicounty household data (n = 711) and interpreted model results in the context of spatial data from participatory land-use mapping. Reported crop depredation by wildlife was widespread. Over half of the sample households were affected and household food security was reduced significantly (odds ratio 0.37 [0.22, 0.63]). The most food insecure households relied on gathered food sources and welfare programs. In the event of crop depredation by wildlife, these 2 livelihood sources buffered or reduced harmful effects of depredation. The presence of buffering strategies suggests a targeted compensation strategy could benefit the region's most vulnerable people. Such strategies should be combined with dynamic and spatially explicit land-use planning that may reduce the frequency of negative human-wildlife impacts. Quantifying and mitigating the human costs from wildlife are necessary steps in working toward human-wildlife coexistence.


Impactos de la Fauna y Medios de Subsistencia Vulnerables en unkl Paisaje de Conservación Transfronteriza Resumen Las interacciones entre los humanos y la fauna que resultan en impactos negativos se encuentran entre los desafíos más apremiantes para la conservación a nivel mundial. En las regiones de ganaderos y agricultores minifundistas, las interacciones con la fauna pueden poner en peligro el bienestar humano y motivar sentimientos negativos y represalias hacia la fauna, lo que debilita los objetivos de conservación. Aunque los impactos pueden evitarse cuando el uso de suelo por humanos y fauna se traslapa, existen pocos datos humanos a gran escala que cuantifiquen el costo directo de la fauna para los medios de subsistencia. Community-based conservation, which strives to simultaneously improve nature conservation and alleviate poverty, must provide biological and socioeconomic benefits that are linked through effective resilience mechanisms. To date, few community-based conservation initiatives have published comprehensive assessments that track performance in these elements of success. With 45% of the world's protected areas in comanagement with local communities, standardized measures to effectively evaluate the dual goals of community-based conservation are needed. We here introduce SPECCS, a user-friendly Standardized Protocol for Evaluating Community Conservation Success that incorporates an appraisal of data quality to responsibly assess progress over time or to compare effectiveness among different initiatives. We illustrate SPECCS's use by evaluating the Wechiau Community Hippo Sanctuary (WCHS) of northern Ghana 10 and 20 yr after its inception. The WCHS has the dual objective of protecting one of Ghana's few remaining hippopotamus populations while alleviating poverty in the surrounding communities through the creation of economic opportunity and infrastructure development. Results suggest stable project performance in the 10-yr (76%) and 20-yr (76%) evaluation, with an improvement in evaluation quality from 30% to 34%. The project is currently stronger in socioeconomic (performance 86%; quality 30%) than biological (60%; 32%) outcomes and in benefits (83%, 42%) than resilience (63%, 21%). Biological resilience is challenged by poor connectivity and limited project control over threats, whereas socioeconomic resilience is affected by a decision balance that continues to favor external stakeholders. SPECCS helps pinpoint strengths and weaknesses for timely adaptive management, strategic investments, and evidence-based recognition of community-based conservation successes.

Protected areas (PAs) are a frequently used conservation strategy, yet their socioeconomic impacts on local communities remain contentious. A shift toward increased participation by local communities in PA governance seeks to deliver benefits for human well-being and biodiversity. Although participation is considered critical to the success of PAs, few researchers have investigated individuals' decisions to participate and what this means for how local people experience the costs and benefits of conservation. We explored who participates in PA governance associations and why; the perceived benefits and costs to participation; and how costs and benefits are distributed within and between communities. Methods included 3 focus groups, 37 interviews, and 217 questionnaire surveys conducted in 3 communities and other stakeholders (e.g., employees of a nongovernmental organization and government officials) in PA governance in Madagascar. Our study design was grounded in the theory of planned behavior (TPB), the most commonly applied behavior model in social psychology. Participation in PA governance was limited by miscommunication and lack of knowledge about who could get involved and how. Respondents perceived limited benefits and high costs and uneven distribution of these within and between communities. Men, poorer households, and people in remote villages reported the highest costs. Our findings illustrate challenges related to comanagement of PAs: understanding the heterogeneous nature of communities; ensuring all households are represented in governance participation; understanding differences in the meaning of forest protection; and targeting interventions to reach households most in need to avoid elite capture.

Creation of protected areas to conserve biodiversity can have both positive and negative impacts, with impacts unequally distributed within local communities. A global shift towards local community involvement in protected area governance and co-management has aimed to reduce costs of protected area establishment and their uneven distribution. Yet, there is mixed evidence to support whether such initiatives are succeeding. Here, a protected area in Madagascar is used as a case study to explore how co-management governance processes impact upon livelihood strategies and outcomes, and how these impacts are distributed within and between villages. Focus groups, interviews and questionnaires were conducted in 2015/16 with households surrounding a protected area, co-managed by local community associations and a national NGO. Data analysis was framed around the Sustainable Livelihoods Framework. The majority of respondents perceived negative livelihood outcomes, and impacts were unevenly distributed between social groups. Respondents were more likely to report negative livelihood outcomes if they were from remote villages, poorer households and reliant on provisioning ecosystem services before protected area establishment. Qualitative data showed that the main drivers of this were protected area-related rules and regulations restricting forest activities. Drivers of improved livelihood outcomes were training and materials improving agricultural yields and increased community cohesion. Although co-managed protected areas may be overall more effective in meeting biological and socio-economic goals than protected areas of other governance types, the evidence here suggests that governance processes can lead to local perceptions of inequity.
