The COVID-19 pandemic: A call to action for health systems in Latin America to strengthen quality of care.

The Covid-19 and other recent pandemics has highlighted existing weakness in health systems across the Latin-America and the Caribbean (LAC) region to effectively prepare for and respond to Public Health Emergencies. It has been stated that quality of care will be among the most influential factors on Covid 19 mortality rates and low systems performance is the common case in these countries. More comprehensive and system level strategies are required to address the challenges. These must focus on redesigning and strengthening health systems to make them more resilient to the changing needs of populations and based on quality improvement methods that have shown rigorously evaluated positive effects in previous local and regional experiences. A call to action is being made by the Latin American Consortium for Quality, Patient Safety and Innovation (CLICSS) and they provide specific recommendations for decision makers.

A Colombian diabetes risk score for detecting undiagnosed diabetes and impaired glucose regulation.

AIMS: (i) To develop a diabetes mellitus risk score model for the Colombian population (ColDRISC); and (ii) to evaluate the accuracy of the ColDRISC unknown Type 2 diabetes mellitus METHODS: Cross-sectional screening study of the 18-74 years-old population of a health-care insurance company (n=2060) in northern Colombia. Lifestyle habits and risk factors for diabetes mellitus were assessed by an interview using a questionnaire consisting of information regarding sociodemographic factors, history of diabetes mellitus, tobacco consumption, hypertension, nutritional and physical activity habits. Anthropometric measurements and an oral glucose tolerance test were taken. The sensitivity and the specificity, receiver-operating characteristic (ROC) curves, were calculated for the ColDRISC and FINDRISC. RESULTS: The area under the ROC curve for unknown Type 2 diabetes mellitus was 0.74 (95% CI: 0.70-0.79) for the ColDRISC and 0.73 for the FINDRISC (95% confidence intervals [CI] 0.69-0.78). Using the risk score cutoff value of 4 in the ColDRISC to detect Type 2 diabetes mellitus resulted in a sensitivity of 73% and specificity of 67%. CONCLUSIONS: The characteristics of the ColDRISC show that it can be used as a simple, safe, and inexpensive test to identify people at high risk for Type 2 diabetes mellitus in Colombia.

Conocimientos de la población general, las asociaciones de usuarios y los veedores ciudadanos sobre el sistema general de seguridad social en Santa Fe de Bogotá / Knowledge of the general population, user associations and citizen observers about the general social security system in Santa Fe de Bogota

Investigación de aseguramiento, cuyos objetivos generales son: identificar el grado de conocimiento que tiene la población residente en el Distrito Capital, las asociaciones de usuarios y los veedores ciudadanos sobre el sistema general de seguridad social en salud y su aplicación en el Distrito Capital. Sus objetivos específicos son: a) identificar el conocimiento de la comunidad sobre el sistema general de seguridad social en salud; b) identificar el conocimiento que tienen las asociaciones de usuarios y los veedores ciudadanos sobre el sistema general de seguridad social en salud; c) identificar el conocimiento que tienen la comunidad en general, los veedores y las asociaciones de usuarios sobre derechosy deberes como personas afiliadas al sistema de salud, de acuerdo con el régimen de afiliación; d) presentar recomendaciones a la Secretaría Distrital de Salud sobre mejores alternativas de información, comunicación y metodologías educativas a la comunidad, los veedores y las asociaciones de usuarios y su participación en el sistema general de seguridad social en salud. Debido a la falta de conocimiento por parte de los usuarios, especialmente en relación con sus derechos y deberes, la forma de acceder y los diversos mecanismos de participación, la Secretaría Distrital de Salud demandó la realización de esta investigación para saber cuál es el grado de conocimiento por parte de los usuarios sobre el sistema general de seguridad social en salud.

Insurance research, whose general objectives are: to identify the degree of knowledge that the resident population of the Capital District, user associations and citizen overseers have about the general social security system in health and its application in the Capital District. Its specific objectives are: (a) to identify the community's knowledge about the general social security system in health; (b) to identify the knowledge that users' associations and citizen veedores have about the general social security system in health; (c) to identify the knowledge that the community in general, veedores and users' associations have about rights and duties as persons affiliated to the health system, according to the affiliation regime; d) to present recommendations to the District Health Secretariat on better alternatives for information, communication and educational methodologies for the community, veedores and users' associations and their participation in the general health social security system. Due to the lack of knowledge on the part of the users, especially in relation to their rights and duties, how to access and the different participation mechanisms, the District Health Secretariat requested the realization of this research to know the degree of knowledge on the part of the users about the general system of social security in health.

Conocimiento del sistema general de seguridad social en salud: población, asociaciones de usuarios y veedores ciudadanos en Santafé de Bogotá / Knowledge about social security health general system: population, user associations and citizens control in Santafe de Bogota

El nuevo sistema general de seguridad social en salud permite la participación de la ciudadanía, a través de varios mecanismos, en la dirección y la orientación de los servicios de salud. Medir el grado de conocimiento que tienen los ciudadanos, organizados o no, sobre el sistema es de vital importancia para trazar estrategias que redunden en beneficio de la calidad. Este libro presenta los resultados de una investigación realizada con el fin de identificar el grado de conocimiento de la población residente en Bogotá, de las asociaciones de usuarios y de los veedores ciudadanos sobre el sistema general de seguridad social en salud y su funcionamiento en el Distrito Capital. Así mismo, presenta el conocimiento de los mismos actores acerca de los derechos y deberes como afiliados al sistema, de acuerdo con el régimen de afiliación. Y, por último, expone recomendaciones sobre alternativas de información, comunicación y metodologías educativas dirigidas a la comunidad, los veedores y las asociaciones de usuarios con el fin de mejorar su conocimiento y participación en el sistema general de seguridad social en salud
