RESUMEN

The realization of the package of measures directed at the consecutive decrease of the negative effect of hazardous chemical and biological factors on the population and environment to the acceptable risk level stipulates the development of standard legal regulation in the field of ensuring the chemical and biological safety. For this purpose article presents substantiation and conceptual approaches to the creation of legislation in the field of the chemical and biological security of the Russian Federation within the pursued state policy. In determination of conceptual approaches, in the article there are reported: the main idea, the purpose, a subject of legal regulation, the circle of people who will be subjected to the laws, the place offuture laws in the system of current legislation, the provisions of the Constitution of the Russian Federation, the Federal backbone laws of the Russian Federation to realization of which laws are directed, there is given the general characteristic and an assessment of a condition of legal regulation in this field, results of the analysis of the information on the need for correspondence of Russian laws to provision of international treaties, concerning prohibitions of the biological and chemical weapon, safe handling with biological agents and chemicals, and also the development of uniform procedures of ensuring chemical and biological safety. The major aspect in the shaping of the legislation is the global character ofproblems of chemical and biological safety in this connection in article there is indicated the need of rapprochement of rules of law for this area with partners in economic cooperation and integration. Taking into account an orientation of future laws on the decrease in the level of the negative impact of dangerous chemical and biological factors on the population and environment, there are designated medical, social, economic and political consequences of their implementation. There are presented the proposed structure for bills: "About biological safety", "On Chemical Safety" and "On the National collection of pathogens.

RESUMEN

The indices of working conditions and occupational morbidity are analyzed in 5 economic branches of Russian Federation in 2004-2013. The official statistical data of Rosstat and Rospotrebnadzor are used. The growth of proportion of working in conditions that do not meet hygienic requirements is noted. The change of occupational morbidity structure is revealed while maintaining the overall level. This requires further analysis with quantitative assessment of trends.

RESUMEN

Ultrastructure of neurons, synapses and glial elements was studied in the rat motor cortex under exposure to hypokinesia lasting for 40 and 90 days. Changes prevail in all cortical layers in 90-days hypokinesia and in upper ones in 40-days hypokinesia. These are basically reactive or not deep destructive changes. Cell elements and synapses with structural manifestations of low functional activity prevail with the increase of the experimental terms. Astrocyte number including satellite forms significantly grows in 40-days hypokinesia. In 90-days changes occur in all cortical layers with the increase of both astrocyte and oligodendrocyte number.

RESUMEN

Composition of structural elements and different types of glial cells of caudate nucleus head were studied after 40, 90 and 120 days of intensive and 90 days of non-stress hypokinesia. In small portion of neurons and synapses non-stress hypokinesia causes changes basically indicating their low activity while intensive hypokinesia leads to more significant disorders. Motor area retains almost normal structure in both forms of influence. Decrease of spine number and variability is characteristic. Number of neurons with satellites and separate satellite forms in intensive hypokinesia significantly increases in different cortical layers. Oligodendrocyte and astrocyte number grows appropriately in surface and deep layers.

RESUMEN

Quantitative analysis of layer-to-layer distribution of neurons and macrogliocytes in zones AI, AII, Ep and Ins of cat brain was performed in specimens stained after Einarson. Zones of auditory cortex were shown not to differ in density of neuron distribution. In every zone the neuron number in layers II, III and VI was significantly higher than in layers IV and V and in layers III and IV of zones AI and AII the number of neurons with macroglial satellites was almost twices higher than in the same layers of zones Ep and Ins. Fraction of neurons with different number of satellites shows significant diversities as well. In layers IV, V and VI of zones AI and AII both total number of macrogliocytes and perineuronal satellites was significantly higher than in zones Ep and Ins. The number of perineuronal satellitocytes correlates both with neuron axonal length and the level of the cell functional activity.

Organizational peculiarities of the frontal-parietal area of the sensomotor cortex are: parvicellularity, alveolar-like distribution of neurons, radial striation of the lower zone, distinctly manifested stratification of the higher zone in the cortical plate, the middle zones contain short axonal pyramidal, stellate and granular neurons. Formation of somato-somatic contacts is specific for interneuronal interaction. Peculiarity of the normal ultrastructure of the neuronal cytoplasm is presence of 2-4 subsuperficial cisterns in the section. In neuropil, which is presented mainly as axo-spinal assymetrical contacts of the I type after Grey, transversal profiles of tightly arranged and collected in fasciculi finest axonal collaterals and terminal dendritic ramifications are revealed.
