This Special Section explores the interplay between Indigenous peoples, industry, and the state in five proposed and active mining projects in Canada and Sweden. The overall aim is to identify factors shaping the quality of Indigenous community-industry-state interactions in mining and mine development. An ambition underlying the research is to develop knowledge to help manage mining related land-use conflicts in Sweden by drawing on Canadian comparisons and experience. This paper synthesizes the comparative research that has been conducted across jurisdictions in three Canadian provinces and Sweden. It focuses on the interplay between the properties of the governance system, the quality of interaction and governance outcomes. We combine institutional and interactive governance theory and use the concept of governability to assess how and why specific outcomes, such as mutually beneficial interaction, collaboration, or opposition, occurred. The analysis suggests there are measures that can be taken by the Swedish Government to improve the governability of mining related issues, by developing alternative, and more effective, avenues to recognize, and protect, Sámi rights and culture, to broaden the scope and increase the legitimacy and transparency of the EIAs, to raise the quality of interaction and consultation, and to develop tools to actively stimulate and support collaboration and partnerships on equal terms. Generally, we argue that Indigenous community responses to mining must be understood within a larger framework of Indigenous self-determination, in particular the communities' own assessments of their opportunities to achieve their long-term objectives using alternative governing modes and types of interactions.

For many natural resource projects, the impact on Indigenous communities is a primary concern. Therefore, governance arrangements that account for the interests of companies, communities, and government are critical for the project's success. This paper looked at two successful mining projects in northern Canada, McArthur River and Diavik, to examine the governance arrangement that led to mutually beneficial outcomes. Through an analysis of interviews and documents, we assessed both governing institutions and interactions to understand how the respective companies and communities established a high level of trust. In both cases, government took a less prominent role in the management of resources, allowing the Indigenous communities to hold a stronger role in the governance of the resources. Both Indigenous communities, therefore, built partnerships with the company around socio-economic benefits along with environmental monitoring - redefining 'community' in governance arrangements.

Corporate Social Responsibility (CSR) is recognized as important to fostering sustainable natural resource development in the Circumpolar North. Governments are playing an increasingly active role in promoting and shaping CSR initiatives, often in collaboration with Indigenous communities and industry. This paper explores the role of CSR in mining for improving socio-economic and environmental management practice. The article argues that government instituted regulations can lead to the development and implementation of CSR practices by mining companies. To examine the relationship between government requirements and CSR, we use two Northern case studies: Cameco Corporation's uranium mining operations located in Saskatchewan, Canada and Northern Iron's iron mining operation located in Troms and Finnmark county, Norway. Through an in-depth review of scholarly literature, document analysis, and semi-structured interviews, our findings suggest that the role of the state in the initiation and implementation of CSR is of much greater importance than is currently acknowledged in the literature. In the case of Cameco, the Mine Surface Lease Agreements agreed to by the corporation and the provincial government provided motivation for the development and implementation of their world-renowned CSR practices, resulting in a community-based environmental monitoring program and benefits for both the company and surrounding communities. With Northern Iron's operations in Kirkenes, working hour requirements instituted by the Norwegian Government allowed for significantly higher levels of local employment. Our findings suggest a greater role exists for government to facilitate the adoption of CSR policies, contributing in turn to improved socio-economic and environmental outcomes for Northern communities.

Wind energy is among the fastest-growing renewable energy source. Although not as controversial as fossil fuel-based energy projects, wind energy projects can be contested. Understanding common environmental assessment issues surrounding wind energy projects is important for addressing the transaction costs for renewable energy projects. This research examined 16 environmental assessments (EAs) for wind energy projects in Western Canada to identify the recurring issues and concerns raised by government reviewers, project interveners, and other affected interests. Fifty different issues were identified. Although variability existed among the number and diversity of issues by jurisdiction and by project, depending on location and size, concerns about land use, impacts on human well-being, impacts on natural ecosystems, and economic opportunity, represented nearly 80% of all issues and concerns. The majority of issues reflect project-specific impacts and concerns, but many issues including impacts to other land tenure holders or licensees (such as other utilities and industries) are issues that are beyond the scope and scale of what can be resolved at the time wind energy projects are proposed. Understanding and addressing recurrent issues and concerns and shifting the bigger issues to the planning and strategic process, are important conditions for the energy transition.
