RESUMO

This research aims to review the current state and limitations of water resources management in Nigeria and explore how adopting an integrated approach to water management can strengthen socio-economic development. As the support for integrated water resources management (IWRM) grows, it is necessary to explore how feasible it is in the Nigerian context especially with many Nigerian states facing water stress even with the country's substantial resources. This paper reviews literature related to the implementation of IWRM around the world with particular reference to developing countries in Africa and draws parallels between their experience and the possibilities that exist for IWRM in Nigeria. Progress on adopting IWRM in Nigeria is discussed and the pitfalls to implementing IWRM in practice are identified. Among the hindrances to effective water resources management in the country is the lack of good water governance, which has affected the quality of water legislation and institutions. This paper concludes that the slow progress of IWRM implementation in Nigeria is the result of an unclear framework for implementing IWRM in the country. This paper recommends an iterative approach to implementing IWRM that allows for adaptation and is tailored to solve specific water problems in Nigeria.

Wastewater reuse has become an integral part of Integrated Water Resources Management and thus plays a role in securing the water needs for future generations. This study aimed at determining the perceptions of Canaanland, an emerging urban community in Ogun State, Nigeria, on treated wastewater reuse for several purposes. Data were collected through questionnaires administered to the city residents (n = 244). Findings revealed that the city was aware of the economic and environmental benefits of wastewater reuse but would prefer reuse schemes that involved less human contact such as flushing toilets, electricity generation, building construction, and car wash. The least preferred option was for potable purposes. The community also revealed that they would be willing to accept wastewater reuse as long as it is endorsed by medical doctors, university professors, and experts. However, 45.5% of the respondents were from the Covenant University academic environment. Also, an assessment was carried out to ascertain the implications and opportunities for wastewater reuse in the city. Findings indicated that wastewater reuse involves several complexities and interlinkages, which revolve around political and decisional factors, economic and social factors, environmental factors, and technological factors. From the study, policy and decisional suggestions and a wastewater process flow were developed for more efficient wastewater management within developing cities. A study was carried out on eight cities from developing nations that have created a framework for wastewater management using several approaches. Also, a summary of findings reveals that if adequately researched, cheap and alternative means of wastewater treatment and reuse could be developed for electricity generation, carwash, and firefighting for developing nations. The result of this research can be used to address public anxieties regarding wastewater-reuse practices. Additionally, this study hopes to aid successful wastewater management schemes in the foreseeable future.

UV-induced oxidation damage seems to play a major role in a number of specific pathological conditions of intraocular tissues, such as cataract formation and retinal degeneration. Therefore, antioxidant and/or scavenger compounds might protect the eyes from UV-induced cellular damage. We previously reported that 4-coumaric acid (4-CA) is able to protect rabbit corneal-derived cells (SIRC) from UVB-induced oxidation damage. In this study we evaluated the protective effect of 4-CA against UVB-induced cell damage in rabbit cornea in vivo. Twelve male New Zealand albino rabbits were used; four rabbits were used as a control and received vehicle in one eye and 4-CA acid in the contralateral eye; eight rabbits were exposed to UVB rays (79.2mJ/cm(2)) and three days before to UV exposure each animal received 1 drop/day of vehicle in one eye and 1 drop/day of vehicle containing 4-CA (164ng) in the contralateral eye. Corneal and sclera tissues were removed and 8-oxo-7,8-dihydro-2'-deoxyguanosine (8-oxodGuo) levels were measured. Superoxide dismutase (SOD) and xanthine oxidase (XO) activities were determined in aqueous humour. UVB-induced vessel hyper-reactivity was strongly reduced at 4 and 24h after UVB exposure after local treatment with 4-CA, 8-oxodGuo levels, a marker of oxidative DNA damage, were significantly increased (P<0.05) in sclera and cornea by UVB irradiation, but when 4-CA was administered to the conjunctiva in a buffered solution once a day for 3d before and 6d after UVB exposure, levels of 8-oxodGuo were similar to controls and significantly reduced (P<0.05) compared to UVB-treated corneas. XO activity in the aqueous humour was significantly increased. The administration of 4-CA for 3d before and 6d after UVB irradiation induced a small but significant (P<0.05) reduction of XO compared with control eyes. Our results indicate that the administration of 4-CA protects eye tissues, thus reducing the harmful effect of UVB radiation at low concentration, probably through its free radical scavenging and antioxidant properties. Therefore, 4-CA may be useful in protecting the eye from free radical damage following UVB exposure from sunlight, UV lamps and welding torches.

Benzo(a)pyrene [B(a)P] diolepoxide (BPDE)-DNA adducts were measured in the leukocytes of 41 healthy smokers using high-performance liquid chromatography coupled with a fluorimetric detector. The correlation between exposure to B(a)P through smoking and BPDE-DNA adduct levels was poor (r = 0.31), although subjects in the high exposure group [B(a)P > 50 ng/d] had a slightly higher level of adducts compared with the less exposed group (mean +/- SE, 1.70 +/- 0.3 versus 1.09 +/- 0.1; P = 0.057). We studied the effect on BPDE-DNA adducts of individual variations in genes controlling B(a)P metabolism, classifying subjects in "low-risk" and "high-risk" genotypes for smoking-related B(a)P DNA damage. The high-risk group included subjects characterized by a combination of increased B(a)P activation [cytochrome P450 1A1 (CYP1A1) MspI and/or exon 7 Ile462Val allele variants and microsomal epoxide hydrolase (mEH) fast activity] and decreased deactivation ability [presence of glutathione S-transferase M1 (GSTM1) null allele and wild-type glutathione S-transferase P1 (GSTP1)]. The low-risk group included smokers with lower B(a)P activation (wild-type CYP1A1, low or intermediate mEH activity) and higher deactivation capacity (active GSTM1, GSTP1 Ile105Val allele). Subjects in the low-risk group had lower levels of BPDE-DNA adducts compared with subjects in the high-risk genotype group; this difference was significant using two markers (CYP1A1 and GSTM1, median +/- SD, 0.77 +/- 1.16 versus 1.89 +/- 0.39; P = 0.03) or three markers (CYP1A1, GSTM1, and GSTP1, median +/- SD, 0.66 +/- 0.93 versus 1.43 +/- 1.17; P = 0.013). The discrimination between groups was reduced when including mEH as an additional marker (P = 0.085). In conclusion, CYP1A1, GSTM1, and GSTP1 genotyping seems to be a risk predictor of BPDE-DNA adduct formation in leukocytes.
