We conducted a study to assess to what extent current ecolabels contain standards that stimulate conservation and sustainable use of on-farm biodiversity of agricultural landscapes (agrobiodiversity). First, we developed an agrobiodiversity management yardstick to assess and compare the labeling schemes of ecolabels for arable farming. Key characteristics of the yardstick are the five levels linking the abstract notion of agrobiodiversity management to concrete measures on a farm and its foundation upon expert judgment regarding the effect of farming practices on agrobiodiversity. Several environmental themes, among them agrobiodiversity management, are regulated through the standards of labeling schemes of ecolabels. With the aid of this yardstick, the labeling schemes were scrutinized and the number, average efficacy, and compulsory nature of relevant standards was determined for 10 categories of farm management. The results show that all examined ecolabels contain at least some standards that stimulate conservation and sustainable use of agrobiodiversity, but there are large differences between the labels. We consider the results of the five ecolabels to be insufficient to warrant their usefulness as a governance strategy that the Dutch government could refer to and depend on as part of a national agrobiodiversity policy to stimulate agrobiodiversity.

This study of environmental equity uses secondary quantitative data to analyze socioeconomic disparities in environmental conditions in the Rijnmond region of the Netherlands. The disparities of selected environmental indicators--exposure to traffic noise (road, rail, and air), NO(2), external safety risks, and the availability of public green space--are analyzed both separately and in combination. Not only exposures to environmental burdens ("bads") were investigated, but also access to environmental benefits ("goods"). Additionally, we held interviews and reviewed documents to grasp the mechanisms underlying the environmental equity situation, with an emphasis on the role of public policy. Environmental equity is not a priority in public policy for the greater Rotterdam region known as the Rijnmond region, yet environmental standards have been established to provide a minimum environmental quality to all local residents. In general, environmental quality has improved in this region, and the accumulation of negative environmental outcomes ("bads") has been limited. However, environmental standards for road traffic noise and NO(2) are being exceeded, probably because of the pressure on space and the traffic intensity. We found an association of environmental "bads" with income for rail traffic noise and availability of public green space. In the absence of regulation, positive environmental outcomes ("goods") are mainly left up to market forces. Consequently, higher-income groups generally have more access to environmental "goods" than lower-income groups.

The core element of the Costa Rican forestry policy is a financial instrument called the environmental service payment. This instrument rewards forest owners for the environmental services (the mitigation of greenhouse gases, the protection of watersheds and scenic beauty, and the development of biodiversity) their forests provide. In this article, the experiences with this new instrument are analyzed by focusing on the way interests are represented and access is granted, the openness of information exchange, whether social learning occurred, and whether decision-making authority is shared. The analysis is based on a survey conducted in the Huetar Norte Region and on in-depth interviews with the major stakeholders. The Costa Rican case indicates that financial instruments can be used to share responsibilities and that stakeholders can successfully cooperate on forest issues. It also shows that such a participatory approach is only promising if certain cultural, economic, organizational, and political conditions are met.
