The United States Forest Service, a federal agency entrusted with managing 78 M hectares of national forestlands under a broad multiple-use mandate, has seen recent shifts in policy direction emphasizing ecological restoration, consideration of climate change impacts, and a focus on managing for resilient landscapes. The process of revising the comprehensive plans guiding national forest management presents opportunities to reorient objectives, activities, and commitments toward these goals. Here we analyze case studies of three national forests that have completed the forest plan revision process since 2014: the Francis Marion National Forest in coastal South Carolina, the Kaibab National Forest in northern Arizona, and the Rio Grande National Forest in southern Colorado. We analyze plan revision participants' perspectives on the opportunities and barriers to reorienting national forest management toward resilient landscapes and the broader political, social, and institutional factors that influence these dynamics. Key opportunities included better promoting resilient landscape objectives by revising fire management guidelines, incorporating scientific data and modeling from multiple agency and non-agency partners, and building opportunities for adaptive management via long-term trust networks. Major barriers included inconsistent higher-level support for resilience objectives, an emphasis on meeting narrow quantitative performance targets, and under-investments in monitoring.

Although there is acknowledgment that the complexity of social-ecological systems governance demands representation from diverse perspectives, there is little agreement in the literature on how to cross both fiat (human-demarcated) and bona fide (physical) boundaries to address such complexities. As a cohort of interdisciplinary scholars, we navigate the boundary between science and practice to address the question of fit regarding the role of organizations in transcending boundaries. We found there is a need to rectify discrepancies between theories about boundaries and theories about organizations. To this end, we propose a conceptual framework to analyze transboundary organizations, an umbrella term to group the literature on boundary organizations, intermediaries and bridging organizations; we introduce this term to illustrate they are not mutually exclusive and to facilitate interdisciplinary research. We first examine social-ecological systems (SES), a framework intended to improve understandings of boundaries and governance. We then continue to unpack the complexity of boundaries and organizations, specifically through important transboundary concepts such as scale and organizational learning. This helps frame our examination of the literature on: 1) boundary organizations; 2) bridging organizations (third-party entities); and 3) intermediaries (distinguished by their position between other actors). Our review identifies a number of discrepancies that pertain to the types of boundaries discussed and the roles assigned to organizations governing SES. Important characteristics have emerged from our review of transboundary organizations including legitimacy, saliency, urgency, and credibility. In developing a conceptual framework, we argue that transboundary organizations: 1) expand upon the boundary spectrum, 2) incorporate transboundary concepts, and 3) hybridize characteristics of boundary, bridging, and intermediary organizations. We conclude with a number of considerations for transboundary organizations and recommendations for further research.

Conflict in US forest management for decades centered around balancing demands from forested ecosystems, with a rise in place-based collaborative governance at the end of the twentieth century. By the early 2000s, it was becoming apparent that not only had the mix of players involved in forest management changed, but so had the playing field, as climate-driven disturbances such as wildfire and insect and disease outbreaks were becoming more extensive and severe. In this conceptual review paper, we argue that disturbance has become the most prominent driver of governance change on US national forests, but we also recognize that the governance responses to disturbance are shaped by variables such as discourses, institutional history and path dependence, and institutional innovation operating at different system levels. We review the governance changes in response to disturbance that constitute a new frontier in US federal forest governance and offer a conceptual framework to examine how these governance responses are shaped by multi-level factors.

Investments in watershed services (IWS) programs, in which downstream water users pay upstream watershed service suppliers for actions that protect drinking water, are increasing in number and scope. IWS programs represent over $170 million of investment in over 4.3 million ha of watersheds, providing water to over 230 million people. It is not yet fully clear what factors contribute to the establishment and sustainability of IWS. We conducted a representative global analysis of 416 of the world's largest cities, including 59 (14%) with IWS programs. Using random forest ensemble learning methods, we evaluated the relative importance of social and ecological factors as predictors of IWS presence. IWS programs are more likely present in source watersheds with more agricultural land and less protected area than otherwise similar watersheds. Our results suggest potential to expand IWS as a strategy for drinking water protection and also contribute to decisions regarding suitable program locations.
