RESUMO

The Stockholm Convention is key to addressing the global threats of persistent organic pollutants (POPs) to humanity and the environment. It has been successful in identifying new POPs, but its national implementation remains challenging, particularly by low- and middle-income Parties. Concerted action is needed to assist Parties in implementing the Convention's obligations. This analysis aims to identify and recommend research and scientific support needed for timely implementation of the Convention. We aim this analysis at scientists and experts from a variety of natural and social sciences and from all sectors (academia, civil society, industry, and government institutions), as well as research funding agencies. Further, we provide practical guidance to scientists and experts to promote the visibility and accessibility of their work for the Convention's implementation, followed by recommendations for sustaining scientific support to the Convention. This study is the first of a series on analyzing policy needs for scientific evidence under global governance on chemicals and waste.

In this study, polybrominated and mixed halogenated dibenzo-p-dioxins and furans (PBDD/Fs and PXDD/Fs), and dioxin-like polychlorinated biphenyls (dlPCBs) were quantified in 24 human milk samples of first-time lactating mothers from Greater Accra region in Ghana. The aims of the study were to determine the concentrations and toxic equivalent concentrations of PBDD/F, PXDD/F and dlPCBs in human milk, and to estimate an infant's daily intake. The samples were analysed for 12 dioxin-like PCBs, 7 congeners of 2,3,7,8-polybrominated dibenzo-p-dioxins and furans (PBDD/Fs), and 7 congeners of 2,3,7,8-mixed halogenated dioxins and furans (PXDD/Fs, where X = Br/Cl). The mean concentrations in human milk ranged from 0.15 to 212.9 pg/g lipid for dlPCB congeners (mean TEQ: 1.67 pg WHO2005-TEQ/g lipid). Lesser concentrations for 2,3,7,8-PXDD/Fs (and PBDD/Fs congeners) ranged between <0.01-1.67 pg/g lipid, with a total mean tentative TEQ of 0.56 pg WHO2005-TEQ/g lipid. For an infant of average weight 7 kg, consuming an estimated volume of 600 mL human milk, the estimated average daily intake of dlPCBs in 21 human milk samples was 4.95 pg TEQ/kg bw/day; contributions from dlPCBs, PXDD/Fs and PBDD/Fs resulted in an average estimated daily intake of 6.56 pg TEQ/kg bw/day. The results obtained in this study, although lower than infant dietary intake estimates in human milk from industrialized countries, exceeded the recommended safety standards of 1 pg TEQ/kg bw/day and 1-4 pg TEQ/kg bw/day from the Agency for Toxic Substances and Disease Registry (ATSDR) and the World Health Organization (WHO), respectively.

Human exposure data on dioxins and dioxin-like compounds (DLCs) in Ghana are limited. Based on health risks associated with dioxins and DLCs, the impact of maternal body burdens on foetal exposure is significant. This is the first study that assesses polychlorinated, polybrominated and mixed halogenated dibenzo-p-dioxins and dibenzofurans (PCDD/Fs, PBDD/Fs and PXDD/Fs), and dioxin-like polychlorinated biphenyls (dlPCBs) in sera of primiparous Ghanaians. Our sample selection includes 34 participants from two municipalities (Accra and Tema), and explores contributions from environmental and dietary exposures using questionnaire data. Sample preparation involved C18 solid phase extraction, purification with acidified silica and lipid removal cartridges, and detection with gas chromatography-atmospheric pressure chemical ionization-tandem mass spectrometry. The calculated average toxic equivalent concentration was 5.3 pg TEQ/g lw, with contributions from dlPCBs (1.25 pg TEQ/g lw), PCDD/Fs (3.10 pg TEQ/g lw), PBDD/Fs (0.49 pg TEQ/g lw) and PXDD/Fs (0.50 pg TEQ/g lw). The calculated total TEQ concentration was lower than background TEQ concentrations reported in sera of pregnant women globally. Positive correlations were obtained for total dioxins and DLC concentrations with age and Body Mass Index (BMI). Dietary intake of seafood and dairy products had a strong influence on PCDD/F and dlPCB concentrations. Statistically significant differences were observed for dioxins and DLCs in participants from Accra (in close proximity to Agbogbloshie e-waste site) and Tema. Given the significant TEQ contribution of PBDD/Fs and PXDD/Fs (~20%), it is essential to explore these classes of dioxins and DLCs in future biomonitoring studies as they may pose health risks, and add extra diagnostic information in source exposure investigations.

Ghana is one of the top pesticide users and highest persistent organic pollutant (POP) emitters in sub-saharan Africa. Despite recent increases in published data, there is limited information on how POP concentrations have changed, post ratification of the Stockholm Convention. As a result, this review aims to address these knowledge gaps by collating available data that reported POPs in Ghanaian environmental matrices, identify spatial and temporal trends, and establish potential health risks. It is worth noting that Ghana has not developed its own regulatory standards for POPs, but adapts United States Environmental Protection Agency (USEPA) standards. Results obtained showed concentrations in excess of USEPA regulatory standards for per- and poly-fluoroalkyl sulphonates (PFASs) and dichlorodiphenyldichloroethane (DDD) in water, polychlorinated and polybrominated dibenzo-p-dioxins and furans (PCDD/Fs and PBDD/Fs) in e-waste soils, and polybrominated diphenyl ethers in aquatic organisms and dairy products. The published studies do not cover major regions nationwide. The inconsistency in methods and analytes measured, along with data scarcity in some regions, makes it challenging to identify temporal trends. However, the data did indicate decreasing concentrations of some legacy POPs in soil/sediment and aquatic organisms, with increasing concentrations of some POPs in water, fish, fruits and vegetables. Studies that performed health risks assessments were limited although the data indicated risks to e-waste workers, some farmers and vulnerable sub-populations. This review identified potential human health risks from POPs in the Ghanaian environment and the need for more consistent and widespread monitoring program.

Human beings working or living near an industrial site where toxic chemicals such as As, Hg, Cd, Cu, Mn, Pb, Zn and or their compounds are used or indiscriminately discharged into the environment, are constantly exposed to such chemicals via ingestion (drinking or eating), dermal contact or inhalation (breathing). However, in developing countries such as Ghana, limited data on levels of the aforementioned chemicals in whole blood and serum of human beings as a result of exposure to the aforementioned chemicals from mining communities and non-mining communities is preventing effective policy formulation to protect human health. Hence, this study was undertaken to measure the levels of the aforementioned toxic chemicals in whole blood and serum of 300 resident adults from mining (Tarkwa Nsuaem Municipality Assembly (TNMA) and Prestea Huni Valley District (PHVD)) and non-mining (Cape Coast Metropolis) communities in Ghana, using neutron activation analysis (NAA). Blood samples were taken from 200 resident adults (105 males and 95 females) from mining and 100 resident adults (60 males and 40 males) from non-mining communities in the study area following the completion of an informed consent and the issuance of ethical clearance by the Ghana Health Service Ethical Committee. The mean concentrations for As, Hg, Cd, Cu, Mn, Pb and Zn in whole blood of residents from mining communities were as follows: 38 ± 320 µg/L, 63 ± 0.23 µg/L, 303 ± 117 µg/L, 3300 ± 953, 195 ± 90 µg/L, 28 ± 14 µg/L and 1405 ± 458 µg/L, respectively; while the levels of measured toxic chemicals in the serum of resident adults from mining communities were as follows: 65 ± 14 µg/L, 358 ± 22 µg/l, 134 ± 12 µg/L, 3590 ± 254 µg/L, 401 ± 113 µg/L, 58 ± 5.8 µg/L and 49 ± 31 µg/L, respectively, for As, Hg, Cd, Cu, Mn, Pb and Zn and were found to have exceeded the permissible WHO guideline values.

Gold mining has played an important role in Ghana's economy, however the negative environmental and socio-economic effects on the host communities associated with gold mining have overshadowed these economic gains. It is within this context that this paper assessed in an integrated manner the environmental and socio-economic impacts of artisanal gold mining in the Tarkwa Nsuaem Municipality from a natural and social science perspective. The natural science group collected 200 random samples on bi-weekly basis between January to October 2013 from water bodies in the study area for analysis in line with methods outlined by the American Water Works Association, while the social science team interviewed 250 residents randomly selected for interviews on socio-economic issues associated with mining. Data from the socio-economic survey was analyzed using logistic regression with SPSS version 17. The results of the natural science investigation revealed that the levels of heavy metals in water samples from the study area in most cases exceeded GS 175-1/WHO permissible guideline values, which are in tandem with the results of inhabitants' perceptions of water quality survey (as 83% of the respondents are of the view that water bodies in the study area are polluted). This calls for cost-benefits analysis of mining before new mining leases are granted by the relevant authorities.

A human health risk assessment of artisanal miners exposed to toxic metals in water bodies and sediments in the PresteaHuni Valley District of Ghana was carried out in this study, in line with US EPA risk assessment guidelines. A total of 70 water and 30 sediment samples were collected from surface water bodies in areas impacted by the operations of artisanal small-scale gold mines in the study area and analyzed for physico-chemical parameters such as pH, TDS, conductivity, turbidity as well as metals and metalloids such as As, Cd, Hg and Pb at CSIR-Water Research Institute using standard methods for the examination of wastewater as outlined by American Water Works Association (AWWA). The mean concentrations of As, Cd, Hg and Pb in water samples ranged from 15 µg/L to 325 µg/L (As), 0.17 µg/L to 340 µg/L (Cd), 0.17 µg/L to 122 µg/L (Pb) and 132 µg/L to 866 µg/L (Hg), respectively. These measured concentrations of arsenic (As), mercury (Hg), cadmium (Cd) and lead (Pb) were used as input parameters to calculate the cancer and non-cancer health risks from exposure to these metals in surface water bodies and sediments based on an occupational exposure scenario using central tendency exposure (CTE) and reasonable maximum exposure (RME) parameters. The results of the non-cancer human health risk assessment for small-scale miners working around river Anikoko expressed in terms of hazard quotients based on CTE parameters are as follows: 0.04 (Cd), 1.45 (Pb), 4.60 (Hg) and 1.98 (As); while cancer health risk faced by ASGM miners in Dumase exposed to As in River Mansi via oral ingestion of water is 3.1 × 10(-3). The hazard quotient results obtained from this study in most cases were above the HQ guidance value of 1.0, furthermore the cancer health risk results were found to be higher than the USEPA guidance value of 1 × 10(-4) to 1 × 10(-6). These findings call for case-control epidemiological studies to establish the relationship between exposure to the aforementioned toxic chemicals and diseases associated with them as identified in other studies conducted in different countries as basis for developing policy interventions to address the issue of ASGM mine workers safety in Ghana.

Fish consumption is known to have several health benefits for humans. However, the accumulation of toxic contaminants, such as PCBs, PBDEs and HBCDs in fish could pose health hazards. These contaminants were measured in tilapia fish species collected from Ghana. Mean levels were PCBs (62 ng/g lw), PBDEs (7.3 ng/g lw) and HBCDs (1.2 ng/g lw) and the predominance of CB-153, CB-138, CB-180, BDE-47 and α-HBCD is in concordance with scientific literature. The congener profiles of PBDEs and PCBs in the fish suggest that sources of Penta- and Deca-BDE technical mixtures as well as technical PCB mixture (Clophen A60) exist in Ghana, while textile operations and associated release of untreated wastewater are likely to be significant sources of HBCDs. Comparison of the results with some reported studies showed moderate contamination in Ghana although Ghana is a developing country in Africa. Concentrations of PCBs measured in all the specimens in this study were below the food safety guidelines issued by the Food and Drug Administration, USA and the European Commission. The calculated hazard index levels of the target contaminants were below the threshold value of one, indicating that the levels of the target contaminants do not seem to constitute a health risk via fish consumption, with regard to PCBs, PBDEs and HBCDs, based on the limited number of samples that was accounted for in this study. However, due to the continuous discharge of untreated effluents, follow up studies are warranted as the consumption of fish is the primary route of human exposure to PCBs. This maiden report on the status of PBDEs and HBCDs in fish from Ghana will contribute to the knowledge about environmental contamination by POPs in a less industrialized region of the world so far sparsely covered in the literature.

Urban, suburban and rural background air samples were collected in southern Ghana in 2008 employing polyurethane foam disc passive air samplers (PAS). PAS were analysed for organochlorine pesticides (OCPs), namely hexachlorocyclohexanes (α-, ß-, γ- and δ-hexachlorocyclohexane), dichlorodiphenyltrichloroethane including metabolites (o,p'- and p,p'-DDT, DDE and DDD), hexachlorobenzene, pentachlorobenzene, aldrin, dieldrin, endrins (endrin, endrin aldehyde and endrin ketone), isodrin, heptachlors (heptachlor, heptachlor epoxide A and heptachlor epoxide B), chlordanes (α-, ß-chlordane, oxychlordane and trans-nonachlor), endosulfans (α- and ß-endosulfan and endosulfan sulphate), methoxychlor and mirex using a gas chromatograph coupled to a mass spectrometer. The levels of OCPs ranged for the individual pesticides from below limit of quantification to 750 pg m(-3) (for α-endosulfan), and current agricultural application seemed to be the main primary source of most abundant pesticides. Re-volatilization of previously used pesticides from contaminated soils could not be ruled out either as potential secondary source of contamination, especially in warm and dry seasons and periods of intensive agricultural activities. Higher atmospheric concentrations were observed in November and December during the dry season compared to lower concentrations observed in June, July and August when the country experiences heavy rains. The highest seasonal variation was observed for currently used pesticides as α-endosulfan. A p,p'-DDT/p,p'-DDE ratio suggested recent inputs of fresh technical DDT.

Human exposure to polychlorinated biphenyls (PCBs) and brominated flame retardants (BFRs) such as polybrominated diphenyl ethers (PBDEs) and hexabromocyclododecanes (HBCDs) was evaluated in Ghana using breast milk samples collected in 2004 and 2009. Mean levels and ranges of PBDEs (4.5; 0.86-18 ng/g lw) and PCBs (62; 15-160 ng/g lw) observed in the present study were unexpectedly high, in spite of the fact that Ghana is a non-industrialized country when compared with many of the Asian and European countries. Significant increases were found in the concentrations of PCBs and PBDEs over the years, while no significant increase was observed for HBCDs. Estimated hazard quotient (HQ) showed that all the mothers had HQ values exceeding the threshold of 1 for PCBs, indicating potential health risk for their children. PCBs in dirty oils and obsolete equipment should be of concern as potential sources in Ghana, and e-waste recycling with little or no experience in safe handling could be a threat to this sub-region noted for unregulated disposal of e-waste. The results may point towards an increase in trends in human milk in Ghana, especially in the larger cities but further analysis would be required to confirm this upward trend in levels. This is the first study to report BFRs in human breast milk from Africa, and undoubtedly from Ghana.
