RESUMO

Averting the biodiversity crisis requires closing a gap between how humans tend to behave, individually and collectively, and how we ought to behave-"ought to" in the sense of behaviors required to avert the biodiversity crisis. Closing that gap requires synthesizing insight from ethics with insights from social and behavioral sciences. This article contributes to that synthesis, which presents in several provocative hypotheses: (i) Lessening the biodiversity crisis requires promoting pro-conservation behavior among humans. Doing so requires better scientific understanding of how one's sense of purpose in life affects conservation-relevant behaviors. Psychology and virtue-focused ethics indicate that behavior is importantly influenced by one's purpose. However, conservation psychology has neglected inquiries on (a) the influence of one's purpose (both the content and strength of one's purpose) on conservation-related behaviors and (b) how to foster pro-conservation purposes; (ii) lessening the biodiversity crisis requires governance-the regulation of behavior by governments, markets or other organization through various means, including laws, norms, and power-to explicitly take conservation as one of its fundamental purposes and to do so across scales of human behaviors, from local communities to nations and corporations; (iii) lessening the biodiversity crisis requires intervention via governance to nudge human behavior in line with the purpose of conservation without undue infringement on other basic values. Aligning human behavior with conservation is inhibited by the underlying purpose of conservation being underspecified. Adequate specification of conservation's purpose will require additional interdisciplinary research involving insights from ethics, social and behavioral sciences, and conservation biology.

Conservation and natural resource management are increasingly attending the ethical elements of public decisions. Ethical considerations are challenging, in part, because they typically require accounting for the moral consideration of various human and nonhuman forms of life, whose interests sometimes conflict (or seem to conflict). A valuable tool for such evaluations is the formal analysis of ethical arguments. An ethical argument is a collection of premises, logically interrelated, to yield a conclusion that can be expressed in the form, "We ought to…" According to the rules of logic, a conclusion is supported by an argument if all its premises are true or appropriate and when it contains no mistaken inferences. We showed how the formal analysis of ethical arguments can be used to engage stakeholders and decision-makers in decision-making processes. We summarised the method with ten specific guidelines that would be applicable to any case. We illustrated the technique using a case study focused on captive-bred lions, the skeletons of which form part of an international trade to supply traditional medicine markets in Southeast Asia with felid bones. As a matter of public policy, the practice is a complicated nexus of concerns for entrepreneurial freedom, wildlife conservation, and the fair treatment of animals.

We reviewed recent work concerning the impact of geopolitics on wildlife conservation (and vice versa) and identified future priorities in conservation geopolitics research. Geopolitics is understood as both an analytical focus on geopolitical practices (especially concerning the behavior) of countries with respect to territory and national security and a set of theories developed to explain and predict those behaviors. We developed a typology of core geopolitical practices of relevance to conservation: territorial practices of colonization and the management of migrations and borders, and security practices relating to military, economic, and environmental security. We identified research that considers how these practices affect conservation situations and outcomes, noting the recent emergence of conceptual developments such as "environmental geopolitics" and "geopolitical ecology" that draw on multiple fields within the social sciences to theorize the links between geopolitics and environmental management. We defined a "geopolitical perspective" as a focus on geopolitical practices combined with an explicit engagement with geopolitical theory and identified conservation situations where this perspective could contribute to analytical clarity. We suggest the most pressing questions in conservation research to which the geopolitical perspective might contribute are how political and economic differences between countries affect biodiversity outcomes, how geopolitical practices to address those differences facilitate or frustrate conservation efforts, how national borders and human and wildlife movements can be better managed for the benefit of both, and how the most effective conservation strategies can be best selected to suit existing (and future) geopolitical realities.


Geopolítica de la Conservación Resumen Revisamos el trabajo reciente relativo al impacto que tiene la geopolítica sobre la conservación de la vida silvestre (y viceversa) e identificamos prioridades futuras para la investigación de la geopolítica de la conservación. Se define a la geopolítica como un enfoque analítico en las prácticas geopolíticas (especialmente en relación con el comportamiento) de los países con respecto al territorio y a la seguridad nacional y como un conjunto de teorías desarrolladas para explicar y predecir aquellos comportamientos. Desarrollamos una tipología de prácticas nucleares de geopolítica relevantes para la conservación: prácticas territoriales de colonización y el manejo de migraciones y de las fronteras, y prácticas de seguridad relacionadas con la seguridad militar, económica y ambiental. Identificamos las investigaciones que consideran cómo estas prácticas afectan a las situaciones de conservación y sus resultados, tomando en cuenta el surgimiento reciente de desarrollos conceptuales como los de "geopolítica ambiental" y "ecología geopolítica" que parten de múltiples campos de estudio situados dentro de las ciencias sociales para teorizar las conexiones entre la geopolítica y el manejo ambiental. Definimos una perspectiva geopolítica como el enfoque en las prácticas geopolíticas combinada con una participación explícita de la teoría geopolítica e identificamos situaciones de conservación en donde esta perspectiva podría contribuir a la claridad analítica. Sugerimos que las preguntas más urgentes para la investigación en la conservación para las cuales la perspectiva geopolítica podría contribuir son cómo las diferencias políticas y económicas entre los países afectan a los resultados de la biodiversidad, cómo las prácticas geopolíticas abordan esas diferencias facilita o frustra los esfuerzos de conservación, cómo las fronteras nacionales y los movimientos humanos y faunísticos pueden manejarse de mejor manera para el beneficio de ambos, y cómo las estrategias de conservación más efectivas pueden seleccionarse de mejor forma para acoplarse a las realidades geopolíticas existentes (y futuras).

Despite their iconic status, lion (Panthera leo) populations continue to decline across the majority of their range. In the light of the recent decision (in October 2017) to add lions to the Appendices of the Convention on Migratory Species (CMS), this paper identifies the new and existing legal protections afforded to lions through five global treaties, and maps these protections against the most critical contemporary threats facing the species. It thus offers a new analysis of the CMS listing, and draws on existing legal reviews, to highlight the ways in which global treaties offer differing forms of protection for lions. It then combines multiple concordant assessments of lion populations, to highlight nine categories of threat: human-lion conflict, bushmeat poaching, human encroachment, trophy hunting, trade in lion bones, unpredictable environmental events, socio-economic factors, policy failures, and governance/institutional weakness. The paper assesses how the various treaties each address these different categories of threat. The analysis identifies two pathways for improving legal protection: expanding the application of global treaties in respect of lions and their habitats (the paper considers the CMS listing in these terms), and improving the implementation of treaty commitments through local and national-scale actions. Furthermore, it identifies local implementation challenges that include the local knowledge of rules, compliance with rules and enforcement capacity, alongside the variety in local contexts and situations, and suggests where global treaties might provide support in meeting these challenges. We suggest that this analysis has wider implications for how treaty protection can and is utilised to protect various species of large-bodied, wide-ranging animals.

On 2 July 2015, the killing of a lion nicknamed "Cecil" prompted the largest global reaction in the history of wildlife conservation. In response to this, it is propitious to consider the ways in which this moment can be developed into a financial movement to transform the conservation of species such as the lion that hold cultural significance and sentiment but whose numbers in the wild are dwindling dangerously. This provocative piece explores how a species royalty could be used effectively by drawing revenue from the heavy symbolic use of charismatic animals in affluent economies. This would, in turn, reduce strain on limited government funds in threatened animals' native homelands. Three potential areas of lucrative animal symbolism-fashion, sports mascots, and national animals-provide examples of the kind of revenue that could be created from a species royalty. These examples also demonstrate how this royalty could prove to be a desirable means by which both corporations and consumers could positively develop their desired selves while simultaneously contributing to a relevant and urgent cause. These examples intend to ignite a multi-disciplinary conversation on the global cultural economy's use of endangered species symbols. An overhaul in perspective and practice is needed because time is running out for much of the wildlife and their ecosystems that embellish products and embody anthropocentric business identities.

The killing of a satellite-tagged male lion by a trophy hunter in Zimbabwe in July 2015 provoked an unprecedented media reaction. We analyse the global media response to the trophy hunting of the lion, nicknamed "Cecil", a study animal in a long-term project run by Oxford University's Wildlife Conservation Research Unit (WildCRU). We collaborated with a media-monitoring company to investigate the development of the media coverage spatially and temporally. Relevant articles were identified using a Boolean search for the terms Cecil AND lion in 127 languages. Stories about Cecil the Lion in the editorial media increased from approximately 15 per day to nearly 12,000 at its peak, and mentions of Cecil the Lion in social media reached 87,533 at its peak. We found that, while there were clear regional differences in the level of media saturation of the Cecil story, the patterns of the development of the coverage of this story were remarkably similar across the globe, and that there was no evidence of a lag between the social media and the editorial media. Further, all the main social media platforms appeared to react in synchrony. This story appears to have spread synchronously across media channels and geographically across the globe over the span of about two days. For lion conservation in particular, and perhaps for wildlife conservation more generally, we speculate that the atmosphere may have been changed significantly. We consider the possible reasons why this incident provoked a reaction unprecedented in the conservation sector.

Conservation resources are limited, necessitating prioritization of species and locations for action. Most prioritization approaches are based solely on biologically relevant characteristics of taxa or areas and ignore geopolitical realities. Doing so risks a poor return on conservation investment due to nonbiological factors, such as economic or political instability. We considered felids, a taxon which attracts intense conservation attention, to demonstrate a new approach that incorporates both intrinsic species traits and geopolitical characteristics of countries. We developed conservation priority scores for wild felids based on their International Union for Conservation of Nature status, body mass, habitat, range within protected area, evolutionary distinctiveness, and conservation umbrella potential. We used published data on governance, economics and welfare, human population pressures, and conservation policy to assign conservation-likelihood scores to 142 felid-hosting countries. We identified 71 countries as high priorities (above median) for felid conservation. These countries collectively encompassed all 36 felid species and supported an average of 96% of each species' range. Of these countries, 60.6% had below-average conservation-likelihood scores, which indicated these countries are relatively risky conservation investments. Governance was the most common factor limiting conservation likelihood. It was the major contributor to below-median likelihood scores for 62.5% of the 32 felid species occurring in lower-likelihood countries. Governance was followed by economics for which scores were below median for 25% of these species. An average of 58% of species' ranges occurred in 43 higher-priority lower-likelihood countries. Human population pressure was second to governance as a limiting factor when accounting for percentage of species' ranges in each country. As conservation likelihood decreases, it will be increasingly important to identify relevant geopolitical limitations and tailor conservation strategies accordingly. Our analysis provides an objective framework for biodiversity conservation action planning. Our results highlight not only which species most urgently require conservation action and which countries should be prioritized for such action, but also the diverse constraints which must be overcome to maximize long-term success.

Sympatry between primates and felids is potentially relevant to both their behavioural ecology and their conservation. This paper briefly introduces felids and primates, for the purposes of assessing their interrelationships and the patterns in their spatial congruence using IUCN spatial data. First, we review evidence and opportunity for predator-prey interactions between the felids and primates. Second, we analyse the overlap between species of the two taxa to reveal the potential of particular felid species or guilds (unique combinations of 2 or more felids) to act as umbrellas for the conservation of co-occurring primates. Felid guilds vary in terms of their geographical ranges and numbers of members. Some felid species overlap the ranges of many primate species, and the most speciose felid guilds, while geographically limited in distribution, have the potential to act as protective umbrellas to large numbers of primate species. This prompts the hypothesis that threatened primates and felids are facing similar threats and might thus benefit from similar interventions, which is evaluated in a sister paper by Macdonald et al. in this special issue.

Threats faced by mammalian species can be grouped into one of a handful of categories, such as habitat loss, unsustainable hunting and persecution. Insofar as they face common threats, diverse species may benefit from the same conservation intervention, thereby offering efficiencies in conservation action. We explore this proposition for primates and felids by examining coarse scale overlaps in geographical distributions, using IUCN Red List assessments of the primary threats posed to each species. A global analysis of primates and felids that face common threats reveals the greatest overlap is in Central and South Asia, where up to 14 primates and felids co-occur. More than 80% of the land where at least 1 threatened species of either primate or felid occurs also contains at least one threatened species of the other taxon, yet over 60% of these grid cells containing both threatened primates and felids lie outside Conservation International's hot spots. A review of IUCN Action Plans of the threats to felids and primates strongly supports the hypothesis that they are often the same and occur in the same place. In principle, steps to conserve big cats have the potential to benefit several species of threatened primates, and vice versa.

Primates and felids often occupy the same landscape, hence evolutionary theory predicts that proximate predator-prey mechanisms will influence both groups' ecology. Erythrocebus patas are potentially vulnerable to a number of predators and exhibit an array of morphological and behavioural predator avoidance strategies. Here, two concurrent studies, one on E. patas and one on the mammalian carnivore assemblage, in the Acacia drepanolobium woodland of Sweetwaters Game Reserve (SGR), Laikipia, Kenya, provided an opportunity to explore interactions between the two taxa, and serve as an example whereby data from different methodologies can be interpreted together. Static interaction models of predation risk due to leopards, lions, black-backed jackals and spotted hyaenas were developed and interpreted with actual and potential dietary information, collected during the study and from the literature, respectively. This amalgamation of field data showed that E. patas in SGR avoided areas with the highest risk of encountering leopards. Furthermore, the patterns of E. patas ranging suggested that males travelling in small bachelor groups were less affected by other predators than females in large social groups. Bachelor males avoided only the most risky areas of the reserve.
