RESUMO

Pesticide lifecycle management encompasses a range of elements from legislation, regulation, manufacturing, application, risk reduction, monitoring, and enforcement to disposal of pesticide waste. A survey was conducted in 2017-2018 to describe the contemporary global status of pesticide lifecycle management, to identify where the gaps are found. A three-tiered questionnaire was distributed to government entities in 194 countries. The response rate was 29%, 27% and 48% to the first, second and third part of the questionnaire, respectively. The results showed gaps for most of the selected indicators of pesticide management, suggesting that pesticide efficacy and safety to human health and the environment are likely being compromised at various stages of the pesticide lifecycle, and at varying degrees across the globe. Low-income countries generally had the highest incidence of gaps. Particular shortcomings were deficiencies in pesticide legislation, inadequate capacity for pesticide registration, protection against occupational exposure to pesticides, consumer protection against residues in food, and environmental protection against pesticide contamination. Policy support for, and implementation of, pesticide use-reduction strategies such as integrated pest management and integrated vector management has been inadequate across regions. Priority actions for structural improvement in pesticide lifecycle management are proposed, including pesticide use-reduction strategies, targeted interventions, and resource mobilization.

RESUMO

Combining inelastic neutron scattering and numerical simulations, we study the quasi-one-dimensional Ising anisotropic quantum antiferromagnet BaCo_{2}V_{2}O_{8} in a longitudinal magnetic field. This material shows a quantum phase transition from a Néel ordered phase at zero field to a longitudinal incommensurate spin density wave at a critical magnetic field of 3.8 T. Concomitantly, the excitation gap almost closes and a fundamental reconfiguration of the spin dynamics occurs. These experimental results are well described by the universal Tomonaga-Luttinger liquid theory developed for interacting spinless fermions in one dimension. We especially observe the rise of mainly longitudinal excitations, a hallmark of the unconventional low-field regime in Ising-like quantum antiferromagnetic chains.

RESUMO

Therapeutic patient education (TPE) has significantly expanded in the last few years. This article explains the major trends underpinning and supporting its development in France, and how they have rendered it a central place in the system, and provided an integral role for therapeutic education within the wider perspective of medical care and treatment options. The organisation of TPE is analysed and numerous initiatives in hospitals, medical and health care structures, social centres, cities, and non-profit organisations are described. This analysis suggests a range of proposals in order to structure and integrate TPE in a sustainable manner for the long term, as well as to expand the existing initiatives to have a broader reach across the country.

RESUMO

The significant development of therapeutic patient education (TPE) in light of the current disparities observed in the organization of health care necessitates the consideration and delineation of proposals to better integrate TPE in the French health care setting and context in the long term. These proposals take into account the fundamental values of therapeutic patient education as well as the specificities of chronic disease management. They are based on actual examples from practice in medical structures that are recognized for the implementation of TPE activities and programmes: they aim at strengthening these through networking and at facilitating the work of all health professionals regardless of the methods of practice relative to the specific medical interventions they perform. These proposals aim to enrich current thinking on the organization, value and benefits of investing in TPE.
