The COVID-19 pandemic has had many deep social and economic impacts that go beyond health issues. One consequence is that the pandemic has made it even harder to mobilize the financial resources needed to pursue SDG 13 (Climate Action) as a whole and to fund climate change mitigation and adaptation efforts in particular. This is especially acute in respect of the efforts to achieve the targets set by the Paris Agreement and by the recent decisions in Glasgow. This paper looks at how the COVID-19 pandemic has accelerated poverty and undermined climate change mitigation and adaptation efforts, as a result of the switches in priorities and funding. Using a review of the recent literature, an analysis of international trends, and a survey among climate scientists, it identifies some of the impacts of the pandemic on climate change mitigation and adaptation efforts and discusses their implications. The findings indicate a decrease in funding to climate change research since the pandemic crisis. The bibliometric analysis reveals that a greater emphasis has been placed on the relationship between COVID-19 and poverty when compared to the interrelations between COVID-19 and climate change. Addressing climate change is as urgent now as it was before the pandemic crisis started, and efforts need to be made to upkeep the levels of funding needed to support research in this field.

Conservation biology is a mission-driven discipline that must navigate a new relationship between conservation and science. Because conservation is a social and political as well as an ecological project, conservation biologists must practice interdisciplinarity and collaboration. In a comparative study of 7 cases (Jaguars in the Chaco, Grevy's zebra in Kenya, Beekeeping in Tanzania, Andean cats in Argentina, Jaguars in Mexico, Lobster fishing, and Black bears in Mexico), we examined motivations for collaboration in conservation, who can collaborate in conservation, and how conservation professionals can work well together. In 5 case studies, successful conservation outcomes were prioritized over livelihood benefits. In the other 2 cases, livelihoods were prioritized. All case studies employed participatory approaches. There were multiple external actors, including local and Indigenous communities, nongovernmental organizations, agencies, regional and national governments, and international organizations, which enhanced conservation and wider sustainability outcomes. Key collaboration aspects considered across the case studies were time (mismatch between relationship building and project schedules), trust required for meaningful partnerships, tools employed, and transformative potential for people, nature, and the discipline of conservation biology. We developed guidelines for successful collaboration, including long-term commitment, knowledge integration, multiscalar and plural approaches, cultivation of trust, appropriate engagement, evaluation, supporting students, and efforts for transformation.


Facilitación de la conservación de la biodiversidad a través de colaboraciones para lograr resultados transformadores Resumen La biología de la conservación es una disciplina impulsada por sus objetivos que debe navegar una nueva relación entre la conservación y la ciencia. Dado que la conservación es un proyecto social y político así como ecológico, los biólogos de la conservación deben practicar la interdisciplinariedad y la colaboración. En un estudio comparativo de siete casos (jaguares en el Chaco, cebras de Grevy en Kenia, apicultura en Tanzania, gatos andinos en Argentina, jaguares en México, pesca de langosta, osos negros en México), analizamos las motivaciones para colaborar en la conservación, quién puede colaborar en la conservación y cómo los profesionales de la conservación pueden trabajar bien juntos. En cinco estudios de caso, se priorizaron los resultados satisfactorios de la conservación sobre los beneficios para los medios de subsistencia. En los otros 2 casos, se dio prioridad a los medios de sustento. Todos los estudios de caso emplearon enfoques participativos. Hubo múltiples actores externos, como comunidades locales e indígenas, organizaciones no gubernamentales, agencias, gobiernos regionales y nacionales y organizaciones internacionales, que mejoraron los resultados de conservación y sostenibilidad en general. Los aspectos clave de la colaboración considerados en los estudios de caso fueron el tiempo (desajuste entre el establecimiento de relaciones y los calendarios de los proyectos), la confianza necesaria para establecer colaboraciones significativas, las herramientas empleadas y el potencial transformador para las personas, la naturaleza y la disciplina de la biología de la conservación. Se elaboraron directrices para el éxito de la colaboración, como el compromiso a largo plazo, la integración de conocimientos, los enfoques multiescalares y plurales, el fomento de la confianza, la participación adecuada, la evaluación, el apoyo a los estudiantes y los esfuerzos de transformación. Conservation biology faces critical challenges that require collaborative approaches, including novel strategies to support interactions among actors in biodiversity conflicts. The goals of this study were to investigate the concept of common ground across multiple issues and to explore its practical application for the support of environmental management. We conceptually defined common ground as the areas of relevance underlying the suite of issues expressed by people regarding environmental management in a particular context. We then empirically tested this in the Calakmul region of Mexico, where the complex socio-historical context and high biodiversity have created environmental management challenges that are now being addressed by a local, multi-stakeholder management board. We conducted 26 open interviews with members of the board and a further round of quantitative prioritisation of issues raised. Using a coding process designed to reveal common ground, we categorized the issues at four levels ranging from coarse to fine (themes, topics, sub-topics and perspectives). We then analysed two levels, topics (n = 14 issues) and sub-topics (n = 51 issues). To do so, we built common ground matrices to identify and analyze common ground among actors and across issues. First, cluster and non-metrical data analyses revealed the diversity of actor positions and the lack of consistent grouping among actors by occupational activity. This demonstrated that focusing on actors' differences might be misleading, and that actors' views were not closely aligned with their roles. Second, we located issues according to their levels of common ground and importance among actors. We showed that by not focusing on single issue conflicts, the identification of common ground across multiple issues can pinpoint synergies. We then proposed a framework for collaboration that prioritizes issues of high importance with greater common ground (e.g. sustainable resource use activities), to support the development of trust and norms of reciprocity among actors, strengthening the potential for future cooperation. By adopting this approach, environmental managers could support the initial stages of collaborative conservation strategies, engaging with other actors to seek common ground, avoid the creation of polarised groups and help effectively manage biodiversity conflicts.

A failure to address social concerns in biodiversity conservation can lead to feelings of injustice among some actors, and hence jeopardize conservation goals. The complex socio-cultural and political context of the Calakmul Biosphere Reserve, Mexico, has historically led to multiple biodiversity conflicts. Our goal, in this case study, was to explore perceptions of justice held by local actors in relation to biodiversity conflicts. We then aimed to determine the following: 1) people's definitions of their feelings of justice; 2) the criteria used in this assessment; 3) variability in the criteria influencing them; and 4) implications for environmental management in the region and beyond. We worked with five focus groups, exploring three examples of biodiversity conflict around forest, water and jaguar management with a total of 41 ranchers, farmers and representatives of local producers. Our results demonstrated that people constructed their feelings of justice around four dimensions of justice: recognition (acknowledging individuals' rights, values, cultures and knowledge systems); ecological (fair and respectful treatment of the natural environment), procedural (fairness in processes of environmental management), distributive (fairness in the distribution of costs and benefits). We identified a list of criteria the participants used in their appraisal of justice and sources of variation such as the social scale of focus and participant role, and whom they perceived to be responsible for resource management. We propose a new framework that conceptualizes justice-as-recognition and ecological justice as forms of conditional justices, and procedural and distributive justices as forms of practical justice. Conditional justice allows us to define who is a legitimate source of justice norms and if nature should be integrated in the scope of justice; hence, conditional justice underpins other dimensions of justice. On the other hand, procedural and distributive address the daily practices of fair processes and distribution. We propose that the perception of justice is a neglected but important aspect to include in integrative approaches to managing biodiversity conflicts. Addressing demands of justice in environmental management will require us to consider more than the distribution of costs and benefits among actors. We also need to respect the plurality of fairness perspectives and to recognize the benefits of dialogical approaches to achieve more successful environmental management.

Abstract Aquatic environments face a variety of threats in the Hondo River basin, Southeastern Yucatán Peninsula. Some of these impacts, like pollution by pesticides, may depend on land use and cover. Our objective was to assess the effect of land use/cover using a previously published index of biotic integrity (IBI), based on fishes and designed for shallow streams in the Hondo River basin. Our hypothesis was that land uses that cause deforestation and pollution, such as urbanization, cattle breeding, or sugar cane fields, would be reflected in low IBI values, at least at some spatial scales. The 23 sites originally used in 2008-2009 to estimate by electrofishing the relative abundance and other characteristics of selected fish species and guilds to construct the IBI, were revisited in February 2010, to validate by direct inspection the type of land use/cover suggested by landscape information in digital databases. We analyzed the effect of seven types of land use/cover (agriculture, pasture, human settlements, water bodies, wetlands, forest, and secondary vegetation) on the IBI values, at four spatial scales, i.e., the percent of every land use/cover at progressively larger circles (125, 250, 500, and 1 000 m diameter) centered on the water body where the IBI value was measured. Correlations were established among the percent land/use cover by scale around 23 sites, and with their corresponding IBI values. Then, Student's t tests were calculated to examine significant differences in land use/cover between groups of localities above and below the median IBI value, and Mann-Whitney's U tests were applied to compare IBI values between localities with andwithout a given landscape cover. Agriculture, human settlements, and secondary vegetation correlated negatively with the IBI; forests positively. Differences were significant (p<0.05) for forest (higher in sites with higher IBI values) and human settlements (lower in sites with higher IBI). Of all the landscape categories located in the Hondo River basin, with the exception of pasture, those of anthropogenic origin tended to be detrimental to aquatic biotic integrity.


Resumen Los ambientes acuáticos en la cuenca del río Hondo, sureste de la península de Yucatán, enfrentan diversas amenazas. Algunos de estos impactos, e.g. contaminación por plaguicidas, pueden depender del uso de suelo o cobertura. El objetivo fue evaluar el efecto del uso del suelo/cobertura sobre un índice biótico de integridad (IBI) basado en peces, publicado previamente, diseñado para arroyos someros en esta cuenca. La hipótesis era que los usos del suelo que involucran deforestación y contaminación, entre ellos urbanización, ganadería o cultivo de caña de azúcar, se verían reflejados en valores bajos del IBI, por lo menos a ciertas escalas espaciales. Los 23 sitios usados originalmente para estimar por electropesca la abundancia relativa y otras características de especies y gremios selectos de peces, para construir el IBI, fueron visitados de nuevo en febrero 2010 para validar por inspección directa el tipo de uso del suelo/cobertura sugerido por la información de paisaje en bases de datos digitales. Se analizó el efecto de siete tipos de uso del suelo/cobertura (agricultura, ganadería, asentamientos humanos, cuerpos de agua, humedales, bosque y vegetación secundaria) sobre los valores del IBI, a cuatro escalas espaciales, i.e., el porcentaje de cada uso del suelo/cobertura en círculos progresivamente mayores (125, 250, 500 y 1 000 m de diámetro) centrados en el cuerpo de agua donde se midió el valor del IBI. Los porcentajes de uso del suelo/cobertura por escala se correlacionaron entre sí y con los valores correspondientes del IBI para explorar su asociación; luego, mediante pruebas t de Student se buscaron diferencias significativas en cobertura entre grupos de localidades por encima y por debajo del valor mediano del IBI, así como pruebas U de Mann-Whitney para comparar valores del IBI entre localidades con o sin una cobertura dada. La agricultura, asentamientos humanos y vegetación secundaria mostraron una relación negativa con el IBI, lo cual sugiere un impacto de las actividades humanas sobre la salud de los ecosistemas acuáticos. Las diferencias fueron significativas para el bosque (mayor en sitios con mejor integridad acuática) y los asentamientos humanos (menor en sitios con mayor valor del IBI). De todas las clases paisajísticas en la cuenca del río Hondo, las de origen antrópico, excepto los pastizales para ganadería, tendieron a ser perjudiciales para la integridad biótica acuática.

We describe conservation built on local expertise such that it constitutes a hybrid form of traditional and bureaucratic knowledge. Researchers regularly ask how local knowledge might be applied to programs linked to protected areas. By examining the production of conservation knowledge in southern Mexico, we assert local expertise is already central to conservation. However, bureaucratic norms and social identity differences between lay experts and conservation practitioners prevent the public valuing of traditional knowledge. We make this point by contrasting 2 examples. The first is a master's thesis survey of local experts regarding the biology of the King Vulture (Sarcoramphus papa) in which data collection took place in communities adjacent to the Calakmul Biosphere Reserve. The second is a workshop sponsored by the same reserve that instructed farmers on how to monitor endangered species, including the King Vulture. In both examples, conservation knowledge would not have existed without traditional knowledge. In both examples, this traditional knowledge is absent from scientific reporting. On the basis of these findings, we suggest conservation outcomes may be improved by recognizing the knowledge contributions local experts already make to conservation programming.
