RESUMO

Annually, 172 million fall events cause temporary or permanent impairment in older adults, and this number is increasing. Contributing factors that increase the risk for falls include age, polypharmacy, and malnutrition. This study evaluated medications mainly included in the EU(7)-PIM (potentially inappropriate medication) list. From March 21, 2022, to July 6, 2022, 945 patients who experienced a fall and visited the Department of Emergency Medicine at the Albert Szent-Györgyi Health Centre of the University of Szeged in Hungary. Data from 886 patients were collected (study group). The control group included 1364 patient data collected from three general practice in Hungary. The use of ≥ 2 EU(7)-PIM drugs was found to be associated with increased risk for falls (adjusted odds ratio [AOR], 1.38; 95% confidence interval [CI] 1.01-1.88). Piracetam (AOR, 1.81; 95% CI, 1.28-2.57) and trimetazidine (AOR, 1.62; 95% CI, 1.17-2.24) were associated with increased risk for falls. Doxazosin was associated with a low risk for falls (AOR, 0.59; 95% CI, 0.41-0.86). Tiapride (AOR, 3.54; 95% CI, 1.75-7.17), gliclazide (AOR, 1.57; 95% CI, 1.02-2.43), and vinpocetine (AOR, 1.95; 95% CI, 1.29-2.95) are not included in the EU(7)-PIM list; however, they are associated with increased risk for falls. Long-acting benzodiazepines (AOR, 1.79; 95% CI, 1.20-2.68), antidepressants (AOR, 1.89; 95% 95% CI, 1.37-2.61), serotonin-norepinephrine reuptake inhibitor (AOR, 2.82; 95% CI, 1.41-5.67; p < 0.01), and selective serotonin reuptake inhibitor (AOR, 1.88; 95% CI, 1.24-2.85) were also associated with increased risk for falls. However, Z-drugs were associated with a low risk for falls (AOR, 0.57; 95% CI, 0.36-0.92). With the help of this tool, trimetazidine and piracetam are filtered as EU(7)-PIM drugs associated with increased risk for falls.

Mitigating greenhouse gas emissions and reducing air pollution represent two pressing and interwoven environmental challenges. While international carbon markets, such as the European Union emissions trading system (EU ETS), have demonstrated their effectiveness in curbing carbon emissions (CO[Formula: see text]), their indirect impact on hazardous co-pollutants remains understudied. This study investigates how key toxic air pollutants-sulfur dioxide (SO[Formula: see text]), fine particulate matter (PM[Formula: see text]), and nitrogen oxides (NO[Formula: see text])-evolved after the introduction of the EU ETS with a comparative analysis of regulated and unregulated sectors. Leveraging the generalized synthetic control method, we offer an ex post analysis of how the EU ETS and concurrent emission standards may have jointly generated sizable pollution reductions in regulated sectors between 2005 and 2021. We provide an aggregate assessment that these pollution reductions could translate into large health co-benefits, potentially in the hundreds of billions of Euros, even when bounding the effect of emission standards. These order-of-magnitude estimates underscore key implications for policy appraisal and motivate further microlevel research around the health co-benefits of carbon abatement.

TiO2 is a typical semiconductor material, and it has attracted much attention in the field of humidity sensors. Doping is an efficient way to enhance the humidity response of TiO2. Eu-doped TiO2 material was investigated in both theoretical simulations and experiments. In a simulation based on density functional theory, a doped Eu atom can increase the performance of humidity sensors by producing more oxygen vacancies than undoped TiO2. In these experiments, Eu-doped TiO2 nanorods were prepared by hydrothermal synthesis, and the results also confirm the theoretical prediction. When the doping mole ratio is 5 mol%, the response of the humidity sensor reaches 23,997.0, the wet hysteresis is 2.3% and the response/recovery time is 3/13.1 s. This study not only improves the basis for preparation of high-performance TiO2 humidity sensors, but also fills the research gap on rare earth Eu-doped TiO2 as a humidity-sensitive material.

On 1 January 2013, research using cephalopod molluscs, from hatchlings to adults, became regulated within Directive 2010/63/EU. There are significant difficulties in captive breeding in the great majority of currently utilised species. Thus, scientific research relies upon the use of wild-caught animals. Furthermore, live cephalopods are shared and transported between different stakeholders and laboratories across Europe and other continents. Despite existing European and national legislation, codes, guidelines and reports from independent organisations, a set of recommendations specifically addressing the requirements for the capture and transport of animals belonging to this taxon are missing. In addition, although training and development of competence for all people involved in the supply chain are essential and aim to ensure that animals do not suffer from pain, distress or lasting harm, the requirements for those capturing and transporting wild cephalopods have not been considered. This Working Group reviewed the current literature to recognise scientific evidence and the best practice, and compiled a set of recommendations to provide guidance on the 'techniques' to be used for the capture and transport of live cephalopods for their use in scientific procedures. In addition, we propose to (a) develop standardised approaches able to assess recommended methods and objectively quantify the impact of these processes on animals' health, welfare and stress response, and (b) design a training programme for people attaining the necessary competence for capture and transportation of live cephalopods, as required by Directive 2010/63/EU.

Microwave-assisted synthesis method was used to prepare europium hydroxide (Eu(OH)3) and different percentages of 1, 5, and 10 % nickel-doped Eu(OH)3 (Ni-Eu(OH)3) nanorods (NRs). X-ray diffraction study showed a hexagonal phase with an average crystallite size in the range of 21 - 35 nm for Eu(OH)3 and Ni-Eu(OH)3 NRs. FT-IR and Raman studies also confirmed the synthesis of Eu(OH)3 and Ni-Eu(OH)3. The synthesized materials showed rod-like morphology with an average length and diameter between 27 - 50 nm and 8 - 13 nm, respectively. The band gap energies of Ni-Eu(OH)3 NRs were reduced (4.06 - 3.50 eV), which indicates that the doping of Ni2+ ions has influenced the band gap energy of Eu(OH)3. The PL study exhibited PL quenching with Ni doping. The photocatalytic degradation of 4-nitrophenol (4-NP) by the synthesized materials under UV light irradiation was investigated, in which 10 % Ni-Eu(OH)3 NRs showed the best response. A kinetic study was also conducted which shows pseudo-first-order kinetics. Based on this, Ni-Eu(OH)3 NRs have shown a potential to be a UV-light active material for photocatalysis.

OBJECTIVES: The appraisal of vaccines in the European Union (EU) currently involves many different decision-making bodies and processes. The objective of this study was to help inform the development of standardized methodology and vaccine-specific processes for use in the EU Regulation on health technology assessment (HTA). METHODS: Literature reviews and expert consultation were conducted to identify current practices and gaps related to vaccine appraisals and to develop guiding principles for the joint clinical assessment of vaccines. RESULTS: We found that significant variation exists across the EU Member States in the decision-making processes when clinically evaluating vaccines. Three guiding principles consisting of 13 recommendations were developed to help inform the development of decision-making frameworks for the joint clinical assessment of vaccines in the EU: (1) Support the creation of appropriate terminology and measurements for clinical appraisals of vaccines; (2) Develop inclusive, timely, and transparent vaccine appraisal processes to support stronger evidence generation for vaccine decision-making and appraisal; and (3) Improve the collection and interoperability of real-world data, including robust surveillance, to foster evidence generation and support the standardization of vaccine clinical appraisals. CONCLUSIONS: Given the significance of vaccines for public health, there is an urgency to develop standardized and vaccine-specific methodologies and processes for use in the EU joint HTA framework. The proposed guiding principles could support the effective implementation of the EU Regulation on HTA for vaccines and have the potential to ensure consistent, transparent, and timely access to new vaccines in the EU.

Eu3+-induced polystyrene-co-poly(acrylic acid) aggregates (EIPAs) were synthesized using a self-assembly approach, and their structures and photophysical characteristics were examined to achieve effective monochromatic red emission in polymer light-emitting diodes (PLEDs). By adjusting the monomer ratio in RAFT polymerization, the size of Eu3+-induced block copolymer nanoaggregates can be regulated, thereby modulating the luminescence intensity. High-performance bilayer polymer light-emitting devices were fabricated using poly(9,9-dioctylfluorene) (PFO) and 2-(tert-butylphenyl)-5-biphenylyl-1,3,4-oxadiazole (PBD) as the host matrix, with EIPAs as the guest dopant. The devices exhibited narrow red emission at 615 nm with a full width at half-maximum (fwhm) of 15 nm across doping concentrations of 1, 3, 5, and 10 wt %. At a doping concentration of 3 wt %, the device achieved a maximum brightness of 1864.48 cd/m2 at 193.82 mA/cm2 and an external quantum efficiency of 3.20% at a current density of 3.5 mA/cm2. These results indicate that incorporating polystyrene-co-poly(acrylic acid) with Eu3+ complexes enhances the excitation and emission intensity, as well as the structural stability of the emitting layer in PLEDs, thereby improving the device performance.

This article accounts for the impact of positive and negative shocks of the news-related Climate Policy Uncertainty (CPU) and the novel Economist Intelligence Unit's report-based global Energy Uncertainty (EU) on the U.S. sectoral stock returns by using the ARDL and NARDL approaches with dynamic multiplier simulations. We also utilize both the DCC-GARCH and ADCC-GARCH approaches to extract the symmetric and asymmetric dynamic conditional correlations between the EU and the U.S. sectoral stock returns and then regress these conditional correlation series on the CPU through series of quantile regressions. Overall, the findings suggest that only the positive CPU shocks negatively impact the U.S. sectoral stock returns of Consumer Services, Financials, Industries, Telecommunication and Utilities in the long-term, whereas the negative CPU shocks insignificantly predict the U.S. sectoral returns. The findings also report that only the negative EU shocks increase the U.S. sectoral stock returns of Consumer Services, Financials, Health Care, Industries, Moreover, the positive (negative) EU shocks cause the U.S. sectoral returns of Materials and Technology to decrease (increase) in the long-term. Portfolio managers may consider diversifying their portfolios to include sectors least susceptible to negative impacts from the CPU and EU shocks such as Health Care and Oil & Gas. Our findings also show that CPU shocks moderate the dynamic conditional correlations between the EU and the U.S. sectoral returns of Consumer Services, Materials, Health Care, Telecommunication, Oil and Gas and Utility. Fund managers should contemplate augmenting the allocations to the Financials, Industrials, and Technology sectors owing to their diminished interconnectivity with the EU during periods of heightened CPU.

The issue of environmental degradation has become pertinent and the call for carbon neutrality has intensified in recent years. Achieving this target will require countries to meet the conditions of the sustainable development goals. To do this, the study applied spatiotemporal modelling and the generalized method of moments (GMM) to examine the nexus between economic growth (EG) and the load capacity factor (LCF) through environmental goods (ENG) and environmental tax (ENT) among European Union (EU) nations from 1995 to 2018. The findings demonstrate that spatial dependence leads to a change in EG and LCF that impacts the EG and LCF of the neighbouring countries. The study also found that there is a significant positive and bidirectional relationship between economic growth and load capacity factor. Moreover, the study revealed that a positive effect of ENG, ENT, REN and Human Capital Index (HCI) on EG, with a reducing effect from natural resource rents (NRR). Finally, HCI improves environmental quality, while ENG, ENT, REN and NRR degrade the environment. Our findings justify the need for EU countries and other developed nations to implement policies that will help achieve a green economic transformation.

Owing to its unique physico-chemical properties, europium is one of the most precious and sought-after rare earth elements in the field of high technology. The major economic and commercial importance of such an element, combined with the pollution risks associated with its intensive use, require the development of efficient and eco-compatible recovery and recycling processes. This study focuses on the recovery of europium from highly saline sulphate media (0.5 mol/L) using an environmentally friendly two-phase aqueous extraction technique (known as cloud point extraction (CPE)), using 2((phenylimino)methyl)phenol mono-Schiff base (HPIMP) as the extractant and Triton X-100 as the non-ionic surfactant. The influence of key experimental parameters such as pH, extractant concentration, surfactant concentration and separation temperature on the europium extraction process was systematically studied and optimized. Under optimum experimental conditions, a quasi-quantitative extraction with a minimal volume fraction of surfactant-rich phase (φs = 0.025), and concentration factor of (CF = 38) was achieved at pH 9.8, in one stage. The analysis of the extraction data revealed that the CPE of europium(III) takes place by a cation exchange-solvation mechanism. The stoichiometry of the complex extracted into the surfactant-rich phase was ascertained to have a composition of 1:2 [Eu:HPIMP] with the slope analysis method. A higher extraction constant was obtained for CPE compared with conventional solvent extraction, confirming the feasibility and usefulness of CPE for Eu(III) recovery. On the other hand, this new HPIMP/Triton X-100 chelating system showed superior extractability for Eu(III) in the CPE process relative to other systems reported previously.

Six novel red photoluminescent Eu3+ complexes with 3-formyl chromone as the primary sensitizer (L) were synthesized using the solution precipitation method. These complexes are [Eu(L3).X] where X is 2H2O (C1), phen (C2), neo (C3), bipy (C4), dmph (C5), and biquno (C6). These complexes were characterized by elemental analysis, EDAX analysis, SEM, FT-IR, thermo-gravimetric analysis (TGA/DTA) and photoluminescence spectra. The transition rates, quantum efficiency, and J-O intensity parameters were calculated using emission data and luminescence decay time (τ). Complexes exhibit a strong emission peak (5D0 → 7F2) of the Eu3+ ion in their luminescence emission spectra in solid and solution states, making them an effective emitter of the red color in OLEDs. The branching ratio of these complexes ranges from 80.67-82.92 in solid and 50.53-62.65 in solution state; CIE color coordinate of complexes falls in the red region. The color purity ranges [CP(%)] values for solid 95.26-97.27% and for solution ranges 85.11-93.43%. Correlated color temperature (CCT) of the complexes (C1-C6) ranged from 2710 to 3049 K in the solid state and 1775 to 2450 K in the solution state. These complexes are promising red emitters in OLEDs, semiconductors, and leasing devices.

Amid the urgent global imperatives concerning climate change and resource preservation, our research delves into the critical domains of waste management and environmental sustainability within the European Union (EU), collecting data from 1990 to 2022. The Method of Moments Quantile Regression (MMQR) results reveal a resounding commitment among EU member states to diminish their reliance on incineration, which is evident through adopting green technologies and environmentally conscious taxation policies, aligning with the European Union's sustainability objectives. However, this transition presents the intricate task of harmonizing industrial emissions management with efficient waste disposal. Tailoring waste management strategies to accommodate diverse consumption patterns and unique circumstances within individual member states becomes imperative. Cointegrating regressions highlighted the long-run relationship among the selected variables, while Feasible Generalized Least Squares (FGLS) and Panel-Corrected Standard Errors (PCSE) estimates roughly confirmed MMQR results. ML analyses, conducted through two ensemble methods (Gradient Boosting, GB, and Extreme Gradient Boosting, XGBoost) shed light on the relative importance of the predictors: in particular, environmental taxation, consumption-based emissions, and production-based emissions greatly contribute to determining the variation of combustible renewables and waste. This study recommends that EU countries establish monitoring mechanisms to advance waste management and environmental sustainability through green technology adoption, enhance environmental taxation policies, and accelerate the renewable energy transition.

Coordination complexes of rare-earth ions (REI) show optical transitions with narrow linewidths enabling the creation of coherent light-matter interfaces for quantum information processing (QIP) applications. Among the REI-based complexes, Eu(III) complexes showing the 5D0 → 7F0 transition are of interest for QIP applications due to the narrow linewidths associated with the transition. Herein, we report on the synthesis, structure, and optical properties of a novel Eu(III) complex and its Gd(III) analogue composed of 2,9-bis(pyrazol-1-yl)-1,10-phenanthroline (dpphen) and three nitrate (NO3) ligands. The Eu(III) complex-[Eu(dpphen)(NO3)3]-showed sensitized metal-centred emission (5D0 → 7FJ; J = 0,1,2,3, 4, 5, or 6) in the visible region, upon irradiation of the ligand-centered band at 369 nm, with the 5D0 → 7F0 transition centred at 580.9 nm. Spectral hole-burning (SHB) studies of the complex with stoichiometric Eu(III) concentration revealed a narrow homogeneous linewidth (Γh) of 1.55 MHz corresponding to a 0.205 µs long optical coherence lifetime (T2opt). Remarkably, long nuclear spin lifetimes (T1spin) of up to 41 s have been observed for the complex. The narrow optical linewidths and long T1spin lifetimes obtained for the Eu(III) complex showcase the utility of Eu(III) complexes as tunable, following molecular engineering principles, coherent light-matter interfaces for QIP applications.

In this study, an investigation was conducted on the structural and photoluminescence (PL) characteristics of LaAl2B4O10 (LAB) phosphors initially incorporated with Dy3+ and Eu3+ ions. Subsequently, the impact of varying Eu3+ concentration while maintaining a constant Dy3+ concentration was examined. Structural characterization was performed using X-ray diffraction (XRD), Fourier-transform infrared spectroscopy (FTIR), and energy-dispersive X-ray spectroscopy (EDS). XRD analysis confirmed the effective embedding of both dopants into the hexagonal framework of the LAB. The PL emission spectra revealed characteristic emissions of Dy3+ (blue and yellow) and Eu3+ (red) ions. The optimized dopant concentrations of both Dy3+ and Eu3+ were observed to be 3 wt%. The dominant mechanism for concentration quenching in doped LAB phosphors was determined to be the electric dipole-dipole interaction. Co-doping with Eu3+ led to a substantial decrease in Dy3+ emission intensity (∼0.18-fold) while enhancing Eu3+ emission intensity (∼3.72-fold). The critical energy transfer distance (RC = 11.64 Å) and the analysis based on the Dexter theory confirmed that the energy transfer mechanism corresponds to dipole-dipole interaction. The color purities and correlated color temperatures (CCT) were estimated, suggesting the potential of these phosphors for warm white and red lighting applications, respectively. The observed energy transfer and luminescence properties, along with the structural and compositional characterization, highlight the promising potential of LAB:Dy3+/Eu3+ co-doped phosphors for advanced lighting and display technologies.

INTRODUCTION: Recombinant viral-based gene therapy products, such as those incorporating adeno-associated viruses (AAVs), fall under the category of genetically modified organisms (GMOs). The European Union (EU) countries and Japan must obtain environmental risk assessment (ERA) approval for the use of GMOs before starting any clinical trials. It has been reported that the development of GMO-containing products in these two regions encounters several regulatory obstacles due to the longer regulatory procedures and document preparation for ERA. AREAS COVERED: In this article, we comparatively analyzed the ERA document requirements in the EU and Japan for AAV-based recombinant medicinal products to highlight the differences in the context of potential future attempts of convergence. Additionally, we analyzed non-clinical and clinical shedding data requirements, which are key components of ERA reviews in the EU and Japan. Lastly, we compared the containment measures to minimize the spread of GMOs in the environment in the EU and Japan. EXPERT OPINION: Based on our comparative analysis, we present several policy recommendations of standardizing and simplifying the application materials and procedures for the ERA regulations on GMOs in the EU and Japan in the mid-, and long-term timeframe to achieve global regulatory convergence.

BACKGROUND: The European Thyroid Imaging and Reporting Data System (EU-TIRADS) aims to reduce the overdiagnosis of thyroid cancer (TC) by guiding the selection of nodules for fine-needle aspiration biopsy (FNAB). This study sought to validate EU-TIRADS nodule selection criteria using data from EUROCRINE, an extensive international endocrine surgery registry. METHOD: We reviewed indications for FNAB among patients with TC compared to those with benign disease who underwent surgery between March 2020 and March 2022, considering preoperative EU-TIRADS scores and dominant nodule size (FNAB is recommended in Category 5 (˃10 mm or ˂10 mm with suspicious lymph nodes), 4 (˃15 mm), and 3 (˃20 mm)). Patients were categorized into three risk groups: minimal risk (patients with papillary microcarcinoma), high risk (patients with pT3b stage or higher, pN1b, or pM1), and low-moderate risk (all other patients). We conducted a Receiver Operating Characteristic (ROC) analysis to assess the diagnostic accuracy of the EU-TIRADS. RESULTS: We analyzed 32,008 operations. Approximately 68% of the surgical records included EU-TIRADS classifications. The EU-TIRADS exhibited diagnostic accuracy across high-volume sites, with a median ROC Area Under the ROC Curve (AUC) of 0.752, indicating its effectiveness in identifying malignancy. Among the cases, 7907 patients had TC. Notably, 55% of patients with TC underwent FNAB despite not initially meeting the EU-TIRADS criteria. These patients were distributed across the minimal- (58%), low-moderate- (36%), and high-risk (5.8%) categories. Of the patients with TC recommended for FNAB, 78% were deemed low-moderate risk, 21% high risk, and only 0.7% minimal risk. CONCLUSION: The EU-TIRADS offers effective preoperative malignancy risk stratification. Promoting the proper use of the EU-TIRADS in clinical practice is essential to mitigate the overdiagnosis and overtreatment of low-risk TC.

The incidence of colorectal cancer (CRC) in the U.S. is declining in adults 50 years and older; however, recent studies suggest an increasing disease burden among adults under age 50. This study aims to compare the incidence, mortality, and mortality-to-incidence ratios (MIRs) of CRC in EU15+ countries to determine if similar age-stratified occurrences are observed across these countries with similar "Western lifestyle"-related risk factors. Incidence and mortality rates for CRC between 1990 and 2019 were extracted using the Global Burden of Disease database. The data were age-stratified into groups between ages 25-49, 50-69, and greater than 69 years. We observed that the incidence of CRC increased globally for all age groups, with the highest increase observed for males (75.9%) and females (27.7%) aged 25-49. A similar trend was observed in 15 of the 19 EU15+ countries for males and 16 of the 19 EU15+ countries for females aged 25-49. Global mortality rates decreased for all age groups in females but increased for males in all age groups. This raises concerns regarding potentially modifiable risk factors contributing to increased CRC development and underscores the importance of implementing standardized screening at an earlier stage to ensure adequate detection in the younger population.

At least 87% of angiosperm species require animal vectors for their reproduction, while more than two-thirds of major global food crops depend on zoogamous pollination. Pollinator insects are a wide variety of organisms that require diverse biotic and abiotic resources. Many factors have contributed to a serious decrease in the abundance of populations and diversity of pollinator species over the years. This decline is alarming, and the European Union has taken several actions aimed at counteracting it by issuing new conservation policies and standardizing the actions of member countries. In 2019, the European Green Deal was presented, aiming to restore 100% of Europe's degraded land by 2050 through financial and legislative instruments. Moreover, the Common Agricultural Policies have entailed greening measures for the conservation of habitats and beneficial species for more than 10 years. The new CAP (CAP 23-27) reinforces conservation objectives through strategic plans based on eco-schemes defined at the national level by the member countries, and some states have specifically defined eco-schemes for pollinator conservation. Here, we review the framework of EU policies, directives, and regulations, which include measures aimed at protecting pollinators in agricultural, urban, and peri-urban environments. Moreover, we reviewed the literature reporting experimental works on the environmental amelioration for pollinators, particularly those where CAP measures were implemented and evaluated, as well as studies conducted in urban areas. Among CAP measures, several experimental works have considered the sowing and management of entomophilous plants and reported results important for environmental ameliorations. Some urban, peri-urban and wasteland areas have been reported to host a considerable number of pollinators, especially wild bees, and despite the lack of specific directives, their potential to contribute to pollinator conservation could be enhanced through targeted actions, as highlighted by some studies.

This paper addresses the need to understand the structure of sustainability change in the face of the unpredictability of modern civilization. The aim of the paper is to examine the structure of sustainability change in relation to smaller spatial units such as the regions of the European Union and to compare these results with those achieved at the country level. For this purpose, the sustainable development indicators available in the Eurostat database were analyzed. Studies published to date have tended to focus on the performance of national economies or selected regions. In this article, the available data on regions are also analyzed. The study aims to compare the level of sustainable development achieved at the level of EU countries and regions located within them. Methodologically, the study uses advanced methods of comparative analysis, and the synthesis of the data enables the construction of a synthetic measure using taxonomic methods, facilitating the classification of EU countries and regions into clusters. The results highlight significant divergences in sustainability achievements between EU countries and regions. The study reveals the importance of studying sustainable development in smaller geographical cross-sections. The results highlight the need to expand access to data at the regional level (sustainability indicators) to facilitate more comprehensive analyses and inform targeted policy interventions. Looking to the future, the study recommends further research into the inter-linkages between sustainability and other critical areas in EU regions, such as innovation and competitiveness.
