Pollution is a major cause of ill health globally. Low emission zones (LEZ) have been identified as effective in reducing pollution and are increasing in popularity but remain divisive. Understanding what factors help or hinder implementation is important. In the UK, Clean Air Zones (CAZ, a type of LEZ) are being implemented in several cities. We aimed to identify key barriers and enablers to the implementation of a CAZ in real time, as policy was being developed and implemented in a large Northern city in England, UK. Twenty-five semi-structured interviews were conducted with city stakeholders and implementors approximately 6 months before a CAZ charging non-compliant taxis, buses, heavy goods vehicles and vans was launched. Thematic analysis was used to analyse data. Implementers were required to operate within a tight policy framework. Key enablers included: freedom to adapt the framework to local context, financial support, and cross-sector working. A focus on health was felt to be useful in justifying the policy to the public. Key barriers included conflict and opposition from local industry, politicians, and communities. Implementation of air quality policy which involves traffic restrictions remains controversial. The voices which 'shout the loudest' are often those with negative views, and these can create divisive discourse which shape public opinion and damage confidence of implementers. A systems perspective is needed to understand socio-political contexts which can influence implementation success. We provide recommendations to other areas considering implementing a LEZ.

Urban air pollution is one of the most important environmental problems for human health and several strategies have been developed for its mitigation. The objective of this study is to assess the impact of single and combined mitigation measures on concentrations of air pollutants emitted by traffic at pedestrian level in the same urban environment. The effectiveness of different scenarios of green infrastructure (GI), the implementation of photocatalytic materials and traffic low emission zones (LEZ) are investigated, as well as several combinations of LEZ and GI. A wide set of scenarios is simulated through Computational Fluid Dynamics (CFD) modelling for two different wind directions (perpendicular (0°) and 45° wind directions). Wind flow for the BASE scenario without any measure implemented was previously evaluated using wind-tunnel measurements. Air pollutant concentrations for this scenario are compared with the results obtained from the different mitigation scenarios. Reduction of traffic emissions through LEZ is found to be the most effective single measure to improve local air quality. However, GI enhances the effects of LEZ, which makes the combination of LEZ + GI a very effective measure. The effectiveness of this combination depends on the GI layout, the intensity of emission reduction in the LEZ and the traffic diversion in streets surrounding the LEZ. These findings, in line with previous literature, suggest that the implementation of GI may increase air pollutant concentrations at pedestrian level for some cases. However, this study highlights that this negative effect on air quality can turn into positive when used in combination with reductions of local traffic emissions.

This paper presents SHERPA-City, a web application to assess the potential of traffic measures to abate NO2 air pollution in cities. The application is developed by the Joint Research Centre. It is freely available (https://integrated-assessment.jrc.ec.europa.eu) and allows the user to perform a fast screening of possible NO2 abatement measures addressing traffic in European cities. SHERPA-City results depend on the quality of the default input data. It is therefore important to stress that the SHERPA-City default traffic flows, emission factors, fleet composition, road network topology, NO2 pollution from other sources and meteorological data are based on EU-wide datasets that may not always represent perfectly a particular local situation. This is why the SHERPA-City allows the default data to be substituted by local data, to better reflect local features. This tool must be considered as a first step in exploring options to abate NO2 air pollution through transport measures. The final decisions should be based, wherever possible, on full-scale modelling studies incorporating local knowledge.

Air quality in urban centers constitutes a challenge ahead for most cities. For this reason, the objective of this research work was to evaluate the impacts of changing traffic-related parameters on particulate matter (PM) concentration for several hierarchical street levels using real-world data for the city of Lisbon, Portugal. For that purpose, 2014 data regarding meteorological conditions, traffic volumes, typical vehicle speed, and a vehicle representative of the fleet was used in an air quality dispersion model (CALINE4). The available data allowed building a baseline case for several streets that are representative of the traffic circulation conditions in Lisbon, which was compared with different scenarios: hypothetical introduction of a cordon toll (S1.1 to S1.4) and the implementation of a low emission zone (S2.1 and 2.2). The results indicate that reductions on PM2.5 concentrations from 5 to 42 % may be obtained from the implementation of the scenarios. Overall, this study demonstrates that modeling tools based on real-world data can provide a good approach to study urban policies regarding traffic-related PM exposure. Additionally, implementation of such measures requires an integrated strategy that enables proper enforcement and monitoring, as well as an adequate management of traffic flows between the implementation boundaries.

RESUMO

This article explores the (il)legibilities of race, gender, sexuality, and interracial solidarity between two feminist generations. Using the words of Judy Grahn and Pat Parker, the author juxtaposes her own experience and writings as a queer, Black, feminist, born in 1971 with their dyke, feminist writings of the same period, asking "Where Would I Be, Without You?" Central to this question is a queer re-imagining of queer past and future in an effort to understand the potential for interracial, feminist solidarity in the twenty-first century.
