RESUMO

STUDY QUESTION: What are the factors influencing the decline in the birth rates observed in higher-income countries in the later phase of the COVID-19 pandemic? SUMMARY ANSWER: Our results suggest that economic uncertainty, non-pharmaceutical policy interventions, and the first wave of the population-wide vaccination campaign were associated with the decline in birth rates during 2022. WHAT IS KNOWN ALREADY: During the COVID-19 pandemic, birth rates in most higher-income countries first briefly declined and then shortly recovered, showing no common trends afterwards until early 2022, when they unexpectedly dropped. STUDY DESIGN SIZE DURATION: This study uses population-wide data on monthly total fertility rates (TFRs) adjusted for seasonality and calendar effects provided in the Human Fertility Database (HFD). Births taking place between November 2020 and October 2022 correspond to conceptions occurring between February 2020 and January 2022, i.e. after the onset of the pandemic but prior to the Russian invasion of Ukraine. The data cover 26 countries, including 21 countries in Europe, the USA, Canada, Israel, Japan, and the Republic of Korea. PARTICIPANTS/MATERIALS SETTING METHODS: First, we provided a descriptive analysis of the monthly changes in the TFR. Second, we employed linear fixed effects regression models to estimate the association of explanatory factors with the observed seasonally adjusted TFRs. Our analysis considered three broader sets of explanatory factors: economic uncertainty, policy interventions restricting mobility and social activities outside the home, and the progression of vaccination programmes. MAIN RESULTS AND THE ROLE OF CHANCE: We found that birth trends during the COVID-19 pandemic were associated with economic uncertainty, as measured by increased inflation (P < 0.001), whereas unemployment did not show any link to births during the pandemic (P = 0.677). The stringency of pandemic policy interventions was linked to a postponement of births, but only in countries with lower institutional trust and only in the early phase of the pandemic (P = 0.003). In countries with higher trust, stricter containment measures were positively associated with birth rates, both for conceptions in the first year of the pandemic (P = 0.019) and, albeit only weakly significant, for conceptions later in the pandemic (P = 0.057). Furthermore, we found a negative association between the share of the population having received the first dose of the COVID-19 vaccination and TFRs (P < 0.001), whereas the share of the population having completed the primary vaccination course (usually consisting of two doses) was linked to a recovery of birth rates (P < 0.001). LARGE SCALE DATA: N/A. LIMITATIONS REASONS FOR CAUTION: Our research is restricted to higher-income countries with relatively strong social support policies provided by the government as well as wide access to modern contraception. Our data did not allow analyses of birth trends by key characteristics, such as age, birth order, and social status. WIDER IMPLICATIONS OF THE FINDINGS: This is the first multi-country study of the drivers of birth trends in the later phase of the COVID-19 pandemic. In the past, periods following epidemics and health crises were typically associated with a recovery in births. In contrast, our results show that the gradual phasing out of pandemic containment measures, allowing increased mobility and a return to more normal work and social life, contributed to declining birth rates in some countries. In addition, our analysis indicates that some women avoided pregnancy until completion of the primary vaccination protocol. The COVID-19 pandemic is one of the most significant public health crises in modern history, with considerable impacts on the policy frameworks of national governments. In response to the pandemic, non-pharmaceutical interventions (NPIs) and mass vaccination campaigns have been employed to protect vulnerable groups. Through the lens of Political Budget Cycle (PBC) theory, this study explores the interplay between incumbent electoral concerns and political dynamics in influencing the implementation of NPIs and vaccination rollout within the administrative regions of Italy and Spain during the period spanning June 2020 to July 2021. The results reveal that incumbents up for the next scheduled election are 5.8 % more likely to increase the stringency of containment measures than those that face a term limit. The findings also demonstrate that the seats of the incumbent and coalition parties in parliament and the number of parties in the coalition have a negative effect on both the efficiency of the vaccination rollout and the stringency of NPIs. Additionally, the competitiveness of the election emerges as an important predictor of the strictness of NPIs. Therefore, our results suggest that incumbents may strategically manipulate COVID-19 policy measures to optimize electoral outcomes. The study underscores the substantive influence of political incentives, competitive electoral environments, and government coalitions on policy formulation during health emergencies.

The purpose of this study is to investigate the impact of a sudden shock from the COVID-19 epidemic on the behavioral bias of investors in the stock market of Iran as a developing country. The study also examines whether the government response to the COVID-19 pandemic can reduce investor herding behavior. We have used the Cross-sectional absolute deviation (CSAD) to measure securities dispersion from market returns. The studied period includes the cross-sectional data of the top 50 companies listed on the stock exchange during 2381 working days of the market (from March 1, 2012, to March 1, 2022). Furthermore, we use the semi-parametric estimator of the quantile regression for the data on the Iranian government response during the COVID-19 epidemic taken from the Oxford COVID-19 Government Response Tracker (OxCGRT). The main findings are in order. First, results show that the COVID-19 pandemic caused the formation of herding behavior aggravated by market volatility. Second, we document that the government response stringency index is unsuccessful in reducing investor herding behavior in the Iranian stock market. Finally, given the evidence that herding behavior, as a form of behavioral distortion, can drive security prices away from equilibrium values supported by fundamentals and cause price bubbles, our findings have important implications for policymakers and investors to mitigate herding effects and mis valuations.

Scholars and experts argue that future pandemics and/or epidemics are inevitable events, and the problem is not whether they will occur, but when a new health emergency will emerge. In this uncertain scenario, one of the most important questions is an accurate prevention, preparedness and prediction for the next pandemic. The main goal of this study is twofold: first, the clarification of sources and factors that may trigger pandemic threats; second, the examination of prediction models of on-going pandemics, showing pros and cons. Results, based on in-depth systematic review, show the vital role of environmental factors in the spread of Coronavirus Disease 2019 (COVID-19), and many limitations of the epidemiologic models of prediction because of the complex interactions between the new viral agent SARS-CoV-2, environment and society that have generated variants and sub-variants with rapid transmission. The insights here are, whenever possible, to clarify these aspects associated with public health in order to provide lessons learned of health policy that may reduce risks of emergence and diffusion of new pandemics having negative societal impact.

This paper analyses the effects of containment measures and monetary and fiscal responses on US financial markets during the Covid-19 pandemic. More specifically, it applies fractional integration methods to analyse their impact on the daily S&P500, the US Treasury Bond Index (USTB), the S&P Green Bond Index (GREEN) and the Dow Jones (DJ) Islamic World Market Index (ISLAM) over the period 1/01/2020-10/03/2021. The results suggest that all four indices are highly persistent and exhibit orders of integration close to 1. A small degree of mean reversion is observed only for the S&P500 under the assumption of white noise errors and USTB with autocorrelated errors; therefore, market efficiency appears to hold in most cases. The mortality rate, surprisingly, seems to have affected stock and bond prices positively with autocorrelated errors. As for the policy responses, both the containment and fiscal measures had a rather limited impact, whilst there were significant announcement effects which lifted markets, especially in the case of monetary announcements. There is also evidence of a significant, positive response to changes in the effective Federal funds rate, which suggests that the financial industry, mainly benefiting from interest rises, plays a dominant role.

The increasing complexity of the migration pathways of health and care workers is a critical consideration in the reporting requirements of international agreements designed to address their impacts. There are inherent challenges across these different agreements including reporting functions that are misaligned across different data collection tools, variable capacity of country respondents, and a lack of transparency or accountability in the reporting process. Moreover, reporting processes often neglect to recognize the broader intersectional gendered and racialized political economy of health and care worker migration. We argue for a more coordinated approach to the various international reporting requirements and processes that involve building capacity within countries to report on their domestic situation in response to these codes and conventions, and internationally to make such reporting result in more than simply the sum of their responses, but to reflect cross-national and transnational interactions and relationships. These strategies would better enable policy interventions along migration pathways that would more accurately recognize the growing complexity of health worker migration leading to more effective responses to mitigate its negative effects for migrants, source, destination, and transit countries. While recognizing the multiple layers of complexity, we nevertheless reaffirm the fact that countries still have an ethical responsibility to undertake health workforce planning in their countries that does not overly rely on the recruitment of migrant health and care workers.

The convergence of the opioid epidemic and the COVID-19 pandemic has created new health challenges throughout the United States. Since the onset of the pandemic, media attention and scholarly research have drawn attention to the intersections of addiction and COVID-19. However, there remain few empirical studies that examine the direct impacts of the COVID-19 pandemic for opioid overdose patterns. Even fewer have integrated quantitative and qualitative methods to detail the place-specific dynamics shaping opioid overdose and addiction treatment during the COVID-19 pandemic. This article measures and maps change in the age-adjusted rate of opioid-related overdose incidents at the county level from 2018 to 2020. These analyses are combined with interviews conducted since December 2020 with public health providers in the state of Pennsylvania to identify the key factors influencing opioid misuse and transformations in addiction treatment practices.

The global COVID-19 pandemic causes hundreds of thousands of deaths and has created a catastrophic economic and health crisis around the World. Transportation, manufacturing industries, business and people's movement came to almost a halt and sharp oil and gas prices reduction were observed. The impact of the pandemic for sub-Saharan countries like Ethiopia, which was already struggling with many economic and social welfare problems, is more evident than in other wealthy nations around the World. In Ethiopia, the general energy access rate is 44% and in healthcare facilities is only about 10%. Therefore, the response for the COVID-19 pandemic is challenging, since activities such as information sharing, communication with health centers, diagnosis and medical treatment require electricity access. This paper aims to assess the impact of the pandemic on energy access plans during and post-pandemic. The paper analyzed, the status of the current COVID-19 outbreak in Ethiopia, the energy access situation in health facilities, and the impacts of COVID-19 on energy access during and post-pandemic periods. Data related to the universal energy access plan of Ethiopia, the impact of energy access on healthcare services and the impact of the pandemic were reviewed for the assessment. The analysis indicates that the impact of the COVID-19 pandemic in Ethiopian healthcare facilities and on the overall universal energy access plan is immense and to minimize the global impact short and long-term policy responses are identified and urgently recommended. Furthermore, powering healthcare facilities with microgrids composed of solar panels and battery storage systems could be one cost-effective and sustainable solution for the speedy and effective response of the pandemic challenges.

The COVID-19 pandemic and related policy responses have exacerbated global food and nutrition insecurity by disrupting supply chains and destroying livelihoods. Previous studies show that the impact has been particularly severe for poor populations with limited livelihood options, who already faced food insecurity before the pandemic struck. This paper describes how COVID-19-related policy responses have impacted low-income, subsistence-oriented fish farmers in Bhutan. Based on nationally representative data collected between November 2020 and January 2021, the paper documents the responses of 353 Bhutanese fish farmers to the altered operating conditions and market disruptions caused by COVID-19. Results indicate that these farmers' access to inputs such as fish seed have suffered substantial disruptions. However, on the output side of the supply chain, some farmers have made significant gains in terms of increased demand and higher fish prices in informal markets. Furthermore, the food security of most farmers has suffered minimal impact. Overall, Bhutanese fish farmers have proved to be robust to COVID-19-induced adverse outcomes relative to commercial aquaculture producers elsewhere. Small-scale, subsistence-oriented production of fish along with other crops has benefitted the Bhutanese fish farmers by shielding them from the negative economic outcomes associated with market shocks and by directly preserving their food security. Nevertheless, the fish farmers require critical support to access essential inputs and upscale or maintain production infrastructure, so that they can continue fish production during the COVID-19 pandemic and become more robust in the long run.

Most governments upscaled technological adaptations and integration into public service delivery during the COVID-19 pandemic policy responses globally. This article analyzes the context of open innovation (OI) applications and initiatives that characterized public innovation trends and impacted government agencies' responses to contain different consequences of the COVID-19 pandemic in four critical areas: economic recovery strategies, logistics and supply chain, digital health-care partnerships, and collaborations. We show how policy responses increased the uptake and upscaling of OI strategies in Kenya and South Africa. In both countries, government agencies, among other things, upgraded innovative or created online integrated portals for instant data sharing and used knowledge management platforms to monitor the COVID-19 pandemic prevalence in transportation systems and the delivery of vaccines. These enabled effective policy communication and tracing of COVID-19 patients, organizing the population for the vaccination drive, and generating timely data for further action in the four mentioned sectors. La mayoría de los gobiernos mejoraron las adaptaciones tecnológicas y la integración en la prestación de servicios públicos durante las respuestas políticas a la pandemia de COVID­19 a nivel mundial. Este artículo analiza el contexto de las aplicaciones e iniciativas de Innovación Abierta (OI) que caracterizaron las tendencias de innovación pública e impactaron las respuestas de las agencias gubernamentales para contener diferentes consecuencias de la pandemia de COVID­19 en cuatro áreas críticas: estrategias de recuperación económica, logística y cadena de suministro, digital asociaciones y colaboraciones de atención médica. Mostramos cómo las respuestas políticas aumentaron la aceptación y la ampliación de las estrategias de OI en Kenia y Sudáfrica. En ambos países, las agencias gubernamentales, entre otras cosas, mejoraron o crearon portales integrados en línea innovadores para el intercambio instantáneo de datos y utilizaron plataformas de gestión del conocimiento para monitorear la prevalencia de la pandemia de COVID­19 en los sistemas de transporte y la entrega de vacunas. Estos permitieron una comunicación política efectiva y el rastreo de pacientes con COVID­19, organizando a la población para la campaña de vacunación y generando datos oportunos para acciones futuras en los cuatro sectores mencionados.

This study investigates the impact of government policy responses of COVID-19 pandemic on stock market liquidity for listed Australian companies and for 11 different industries separately. A quantitative deductive approach is used for a sample of 1,452 companies with a total of 292,164 firm-day observations over a period from January 25, 2020 to December 31, 2020 during the outbreak of COVID-19. Univariate and multivariate (two-way cluster-robust panel regression) analysis were conducted. Data were collected from the Oxford COVID-19 Government Response Tracker, Worldmeter, Refinitiv Workspace and Datastream. Our findings indicate that the influences of the six out of seven stringency policy responses reduced Australian equity market liquidity. However, public information campaigns enhanced market liquidity and hence trading activity. Among the 11 industries, our analysis shows that the non-pharmaceutical interventions by the Australian government have significant and positive effects on four industries: Consumer non-cyclicals, healthcare, financial and technology. However, the worse effects were depicted in the industrial (transportation) and energy industries. This study is important for investors, policymakers and regulators to understand the diverse effects of government policy responses of COVID-19 on stock market liquidity to enhance financial stability. Moreover, understanding this effect is particularly important to decision-makers such as portfolio and fund managers to manage their portfolios and trading activities during extreme turbulence times, such as COVID-19. Unlike previous studies that focus on country analysis, this study examines on firm basis the impact of government interventions on stock market liquidity in a well developed Australian stock market.

Purpose: This study aims to investigate the mediational path of the influence of cultural orientation on the COVID-19 pandemic outcome at the national level and find out whether some culture-related factors can have a moderating effect on the influence of culture. Methodology: Cultural dimension theory of Hofstede is used to quantify the degree of each dimension of culture orientation. The cross-section regression model is adopted to test if culture orientations affect the pandemic outcome, controlling for democracy, economy, education, population, age, and time. Then, a mediational analysis is conducted to examine if policy response is the mediator that culture makes an impact on the pandemic outcome. Finally, a moderation analysis is carried out to determine how each control variable has moderated the influence. Findings: The cross-section regression results showed that culture orientation influences the outcome of the COVID-19 pandemic at the 99% confidence level and that among the six cultural dimensions, collectivism-individualism has the most significant impact. It has also been found that policy response is the mediator of cultural influence, and culture-related factors can moderate the influence. Contribution: The contribution of this research lies in developing the assertion that culture influences pandemic outcomes. Our findings indicate that collectivism-individualism culture orientation affects the effectiveness of epidemic controls the most among the six culture dimensions. Additionally, our research is the first to study the mediating effect of policy responses and the moderating effect of culture-related factors on the influence of cultural orientation on the pandemic outcome.

Background: The outbreak of the COVID-19 pandemic increased debates on global public health concerns. From early 2020 to 2022, globally, life was upended in the wake of the pandemic. Industries of all kinds were forced to rapidly changed how they work, including agriculture. Particularly for smallholder farmers in developing countries, the COVID-19 pandemic, coupled with climate change effects, negatively affected their livelihoods. Achieving the UN Sustainable Development Goals by 2030 is unrealistic if immediate efforts are not made to address the existential threats facing smallholder farmers. This study analyzes COVID-19 governance and policy responses, examining its effects on smallholder farmers in the south and east of Tanzania using both qualitative and quantitative techniques. Results: Findings show that mobility restrictions imposed by other countries and fears of the Tanzanian people leading to voluntary isolation resulted in an amended structure of farmers' markets: Reductions in exports, imports and in the purchasing power of the local people followed. Food security was diminished as food availability on the market level was reduced due to mobility restrictions. The impact of COVID-19 resulted in more than 85% of smallholder farmers experiencing an income reduction, thus also increasing the pre-existing vulnerability of these communities. Findings show that farms producing non-exported crops had less severe income reductions and could cope better. The results indicate that only 20% of smallholder farmers started using digital information technology to gather information since physical movements were restricted. Access to technology remained limited in rural areas. Even during the COVID-19 crises, farmers' concerns about the vulnerability of their food systems include non-COVID-19 causes, such as climate change. Conclusions: Although Tanzania did not impose a total lockdown, the country was affected by COVID-19, partly via policies of other countries. Impacts included: (i) a decline in local markets as smallholder farmers had fewer trading partners from neighboring states; (ii) a loss of employment opportunities due to the absence of both local and external trade; (iii) reductions of farm output and income; (iv) a lack of agricultural inputs (fertilizer etc.) that are usually imported; (v) fear to continue farming activities due to news about COVID-19 spreading; and (vi) reduction of work efficiency because of a lack of social gathering due to voluntary isolation.While COVID-19 compelled policymakers to make urgent decisions to ensure stable food supply chains, the fundamental task is to address these immediate disruptions while also investing in the long-term goal of a resilient, sustainable, and productive global food system. This can be achieved by adopting a policy package that includes investments in technological development, access to small long-term loans, and regulatory reforms, with which governments can create conditions supporting productive, sustainable, and resilient food systems that can withstand future shocks.

Objectives: With the application of a systems thinking lens, we aimed to assess the national COVID-19 response across health systems components in Switzerland, Spain, Iran, and Pakistan. Methods: We conducted four case studies on the policy response of national health systems to the early phase of the COVID-19 pandemic. Selected countries include different health system typologies. We collected data prospectively for the period of January-July 2020 on 17 measures of the COVID-19 response recommended by the WHO that encompassed all health systems domains (governance, financing, health workforce, information, medicine and technology and service delivery). We further monitored contextual factors influencing their adoption or deployment. Results: The policies enacted coincided with a decrease in the COVID-19 transmission. However, there was inadequate communication and a perception that the measures were adverse to the economy, weakening political support for their continuation and leading to a rapid resurgence in transmission. Conclusion: Social pressure, religious beliefs, governance structure and level of administrative decentralization or global economic sanctions played a major role in how countries' health systems could respond to the pandemic.

Objective: This paper quantitatively explores determinants of governments' non-pharmaceutical policy responses to the COVID-19 pandemic. Our focus is on the extent to which geographic mobility affected the stringency of governmental policy responses. Methods: Using cross-country, daily frequency data on geographic mobility and COVID-19 policy stringency during 2020, we investigate some of the determinants of policy responses to COVID-19. In order to causally identify the effect of geographic mobility on policy stringency, we pursue an instrumental variable strategy that exploits climate data to identify arguably exogenous variation in geographic mobility. Results: We find that societies that are more geographically mobile have governmental policy responses that are less stringent. Examining disaggregated mobility data, we show that the negative relation between geographic mobility and policy stringency is the stronger for commercially-oriented movements than for geographic movements that relate to civil society. Conclusion: The results suggest that policy-makers are more willing to trade-off public health for economic concerns relative to other civil concerns.

We explore the impact of the COVID-19 pandemic on the term structure of interest rates. Using data from developed and emerging countries, we demonstrate that the expansion of the disease significantly affects sovereign bond markets. The growth of confirmed cases significantly widens the term spreads of government bonds. RESUMO

The COVID-19 pandemic has hit Spain particularly hard, despite being a country with a developed economy and being praised for the robustness of its national health system. In order to understand what happened and to identify how to improve the response, we believe that an independent multi-disciplinary evaluation of the health, political and socio-economic spheres is essential. In this piece we propose objectives, principles, methodology and dimensions to be evaluated, as well as outlining the type of results and conclusions expected. Inspired by the requirements formulated by the WHO Independent Panel for Pandemic Preparedness and Response and by experiences in other countries, we detail the multidimensional aspects to be evaluated. The goal is to understand key aspects in the studied areas and their scope for improvement in terms of preparedness, governance, regulatory framework, national health system structures (primary care, hospital, and public health), education sector, social protection schemes, minimization of economic impact, and labour framework and reforms for a more resilient society. We seek to ensure that this exercise serves not only at present, but also that in the future we are better prepared and more agile in terms of our ability to recover from any pandemic threats that may arise.

The COVID-19 pandemic has placed unprecedented pressure on health systems' capacities. These capacities include physical infrastructure, such as bed capacities and medical equipment, and healthcare professionals. Based on information extracted from the COVID-19 Health System Reform Monitor, this paper analyses the strategies that 45 countries in Europe have taken to secure sufficient health care infrastructure and workforce capacities to tackle the crisis, focusing on the hospital sector. While pre-crisis capacities differed across countries, some strategies to boost surge capacity were very similar. All countries designated COVID-19 units and expanded hospital and ICU capacities. Additional staff were mobilised and the existing health workforce was redeployed to respond to the surge in demand for care. While procurement of personal protective equipment at the international and national levels proved difficult at the beginning due to global shortages, countries found innovative solutions to increase internal production and enacted temporary measures to mitigate shortages. The pandemic has shown that coordination mechanisms informed by real-time monitoring of available health care resources are a prerequisite for adaptive surge capacity in public health crises, and that closer cooperation between countries is essential to build resilient responses to COVID-19.

(1) Background: COVID-19 has exacerbated global food security risks, and the global food supply chain, especially in developing countries, has become more vulnerable. (2) Methods: In this paper, we discussed the current security of global food, response measures, and potential impacts, and analyzed the characteristics and evolution of food security policies in four representative countries: China, Italy, Malawi, Argentina. (3) Results: The results showed that most countries give priority to ensuring food access. Most underdeveloped countries adopt humanitarian intervention measures such as food distribution and transfer payments, while developed countries tend to implement development intervention policies such as supporting small- and medium-sized enterprises and guaranteeing employment. (4) Conclusions: Despite the ample global supply, developing countries still face long-term food security risks, highlighting the importance of strengthening global food security governance and risk management. Finally, a food security risk response policy framework was built to provide suggestions for effectively handling COVID-19 and similar public health emergencies in the future.
