RESUMO

Fundamento: Las bibliotecas constituyen formas auténticas de desarrollo y socialización de la cultura en la ideología y accionar de Fidel Castro Ruz, a pesar de ello no se ha profundizado en su importancia. Objetivo: Argumentar la dimensión del accionar del Comandante Fidel Castro en el papel que históricamente han jugado las bibliotecas en el desarrollo de la cultura cubana. Desarrollo: Del nivel teórico se emplearon los métodos histórico-lógicos, los análisis-síntesis, apoyados en la observación y el análisis de documentos. Conclusiones: Las ideas y las acciones del Comandante Fidel Castro Ruz impulsaron formas auténticas de desarrollo y de socialización de la cultura, la emancipación social y una concepción participativa de la promoción del libro y la lectura a través del fomento y la diversificación de las bibliotecas.


Background: Libraries are authentic forms of development and socialization of culture in the ideology and action of Fidel Castro Ruz, despite the fact that their importance has not been deepened Objective: To argue the dimension of the actions of Commander Fidel Castro in the role historically played by libraries in the development of Cuban culture Development: From the theoretical level we used historical-logical methods, analysis-synthesis, supported by observation and analysis of documents Conclusions: The ideas and actions of Commander Fidel Castro Ruz promoted authentic forms of development and socialization of culture, social emancipation and a participatory conception of book promotion and reading through the promotion and diversification of libraries.

RESUMO

In this Order, we adopt a filing window period that begins on the date that the Schools and Libraries Corporation and the Health Care Corporation begin to receive applications for support. We also conclude that the administrative corporations will determine the length of the window and resolve other administrative issues necessary to implement our decision to adopt a window filing period consistent with our guidance set forth below. Therefore, we amend our rules to implement this change. In addition, we delegate authority to the Chief, Common Carrier Bureau to resolve unanticipated technical and operational issues relating to the new universal service mechanisms that may arise in the future.

The subpoena process represents a legal obligation and duty of citizenry and is becoming a fact of life in the operations of many libraries. Regardless of whether a library is directly involved in litigation, the library director may be faced with adjusting operations to compensate for the loss of personnel, collection materials, or other resources in order to accommodate the demands of a subpoena. This paper outlines the formal subpoena process and highlights a number of scenarios by which the library may become a part of the process. The area of computer law, in particular, may present a "growth phase" in library litigation. In addition, recommendations to minimize the service interruptions caused by the subpoena are offered. The director must assist library counsel in formulating a response to challenge, modify, or quash (throw out) the subpoena. Efforts to quash the subpoena require proof that the materials requested are irrelevant to the case, not subpoenaed for "good cause," or that compliance would be unduly oppressive and burdensome. In any case, the library director must be fully prepared to educate counsel on the potential impact of the subpoena.
