La bioética como campo para la participación colectiva, pública e informada: una propuesta de salud pública / Bioethics as a field for an informed community participation: a public health proposal

RESUMEN

El énfasis sostenido en los países de Europa y América Latina acerca de la falta de participación de la sociedad en los sistemas de regulación ética junto al escaso conocimiento que tiene la ciudadanía de los temas involucrados en ética en investigación, son afirmaciones que obligan establecer, en tiempo y espacio, una serie de precisiones. Este trabajo se estructura a partir de una propuesta de participación de las organizaciones de la sociedad civil en el sistema de regulación ética en seres humanos en la Ciudad Autónoma de Buenos Aires, Argentina. Desde la comprensión de la ética en investigación como un tema público, se busca instalar y ampliar el alcance de la misma para crear y habilitar espacios democráticos de participación donde se convoquen y articulen a los actores sociales en deliberaciones, se socialice la información y se promueva una construcción colectiva pública e informada que posibilite la definición de investigaciones prioritarias para la región de América Latina.

ABSTRACT

The emphasis maintained in Europe and Latin America about the lack of participation of the society in the ethical regulation system and the citizens minimum knowledge of the problems involved in ethics in research, are affirmations that forceus to establish a set of precisions in time and space. The attempt contribution presented in this paper shows a proposal of participation of the civil society in the ethical regulation system in human beings. The conceptual structure is based on the ethics in research as a public subject. We will look forward to installand extend the public reach of this thematic, to create and develop democratic spaces of participation where all the social actors can deliberate, where the information can be socialized, where a public and informed collective construction can be promoted, all which will allow the elucidation of the subjects for the definition of high-priority investigations for the Latin American Region.
