RESUMEN

Extensive research has been carried out on waste collection costs mainly to differentiate costs of distinct waste streams and spatial optimization of waste collection services (e.g. routes, number, and location of waste facilities). However, waste collection managers also face the challenge of optimizing assets in time, for instance deciding when to replace and how to maintain, or which technological solution to adopt. These issues require a more detailed knowledge about the waste collection services' cost breakdown structure. The present research adjusts the methodology for buildings' life-cycle cost (LCC) analysis, detailed in the ISO 15686-5:2008, to the waste collection assets. The proposed methodology is then applied to the waste collection assets owned and operated by a real municipality in Portugal (Cascais Ambiente - EMAC). The goal is to highlight the potential of the LCC tool in providing a baseline for time optimization of the waste collection service and assets, namely assisting on decisions regarding equipment operation and replacement.

RESUMEN

Memory is both ubiquitous and persona non grata in the work of Eugène Minkowski. Despite the relevance of memory in the works of those who influenced him, in particular Bergson, Minkowski nonetheless repeatedly overlooked its importance in his writings. To the reader of his work this fact is as much evident as unaccounted for - both by prior research and by Minkowski himself. I shall try to prove that this disregard for memory was conditio sine qua non of Minkowski's first synthesis of Bleuler and Bergson in a 1921 article, which resulted in his famous concept of loss of vital contact with reality and which he equated with schizophrenia. Moreover, this historical approach will, on the one hand, explain the fragmentary use made by Minkowski of the philosophy of Bergson and, on the other, shed light on central aspects of his Le temps vécu of 1933 that an exclusively philosophical analysis cannot reveal.

São Tomé and Principe archipelago in West Africa is a Small Island Developing State facing acute waste management problems. This article describes the implementation of selective collection of biowaste combined with composting in São Tomé, as a case-study of an innovative action in the framework of a Small Island Developing State. Collection was designed to gather 225 t y(-1), targeting non-domestic biowaste producers, namely local businesses, municipal markets and municipal green waste. A municipal composting plant was built using basic facilities and windrow composting. The total investment amounted to €50,000, mainly supported by external aid. Biowaste producers reacted very positively, source segregating enthusiastically. Irregular service - collection collapsed each time the old vehicle was repaired - together with political disengagement and unmotivated work force were the major constrains. Biowaste was intermittently delivered to the composting plant and yielded 2 t of compost from July to December 2013 and 10 t during 2014. Compost was sold as organic fertiliser to a touristic resource, to small farmers and to gardeners, at a market price slightly below production costs, meaning the process is not economically sustainable without support. Nevertheless, biowaste is one of the few waste fractions (other than glass) that can be turned into a product that has both market value and a real demand, showing the enormous potential of composting source-separated biowaste in this part of the world.
