RESUMEN

The study is a part of a student research project on performance-based evaluation of big data application in health sciences libraries. It presents a theoretical framework of the performance-based evaluation system for health institutes' libraries in the digital environment. The health sciences libraries' systematic approach was judged based on the five main components (data culture, organisational infrastructure, responsibilities, skills and technology competence) of big data analytics (BDA). A comprehensive literature review of the published studies was undertaken related to BDA, including the diffusion of innovation theory, and the theoretical background of the technology acceptance model to produce an application-based big data development framework for the health sciences libraries. The application-based evaluation model integrates BDA in health sciences libraries for improving library services and performance. The study proposed a need for skilled professionals with the knowledge and experience both professionally and technically. Finally, the study proposed a model that will help to measure the organisation's ability to analyse vast amounts of data to empirically validate the association concerning big data analysis and analytical practices in health libraries.

RESUMEN

Medical libraries in Sweden are digitised to a large extent, technically advanced and developing rapidly. This paper investigates technological trends among Swedish medical libraries in the near and distant future and their application within different areas of library activities. The authors also present a roadmap to increase technological developments within medical libraries in Sweden. Current technological trends include digital collaboration tools, mobile technologies and visualisation. Artificial intelligence, big data and smart technologies are upcoming trends. Technologies are applied within all areas of library activities, but preconditions for academic and hospital libraries differ. To remain a relevant provider of information services, libraries must be able to monitor, test and adopt new technologies.

RESUMEN

Germany has a long tradition of health libraries. From their origin in monasteries, they became centres of knowledge and education. In modern times, this tradition has been continued by the Central Library of Medicine. In addition, as a specialty in Germany, special collection areas and special libraries that focus on one topic were established. Those services were transformed to specialized information services and portals as part of the digital transformation process. One of such projects is OPEN-CAM, which provides literature on integrative medicine in a specialist library and hosts the literature database CAMbase. Based on this example, we show how digital transformation has influenced the library landscape and its structures in Germany.

RESUMEN

Australia is no different to any other country in that information technology (IT) and the speed of its advancement has a huge impact on health care and therefore on health libraries. Australian health librarians are valuable members of health care teams and strive to integrate services and resources across hospitals. This article looks at the role Australian health libraries play in the broader health information landscape and the importance of information governance and health informatics as a tenet of the work undertaken by libraries. Of particular focus in this is the Health Libraries Australia/Telstra Health Digital Health Innovation Award, offered annually, to help focus on particular technological challenges. Three cases studies are explored demonstrating impact on the systematic review process, inter-library loan system automation and a room booking service. Also discussed are the ongoing professional development opportunities, which help upskill the Australian health library workforce. Australian health libraries also face many challenges with piecemeal IT systems across the nation, resulting in lost opportunities. Also, many Australian health services do not have a qualified librarian on staff, which undermines information governance. However, resiliency shines through with strong professional health library networks working to challenge the status quo in an effort to improve the application of health informatics.

This article aims to analyze the experiences of teachers on the uses of ICTs in the development of teaching practices within the framework of a new learning ecology. We use the SAMR model to scale the levels of ICTs contributions in each practice. 116 teachers from a public educational institution in Brazil answered a questionnaire during the pandemic scenario, while conducting emergency remote teaching. Teachers declared to develop the teaching practices with the integration of ICTs at the levels of Augmentation and Modification by correspondence to the SAMR model. Based on the analyzes carried out, we propose some reflections that help to rethink this model and to understand the second-order barriers that prevent the effective integration of ICT in teachers' practices.

Introduction: A citizen participation intervention using a toll-free number combined with an interactive voice server to collect citizens' opinions on their health systems was conducted in Burkina Faso, Benin, and the Democratic Republic of Congo between 2020 and 2021. Purpose of research: This paper aims to assess the effectiveness, sustainability, and transferability of this m-participation intervention to the health systems strengthening. Results: The analysis shows the relevance of the telephone to include citizens in the governance of sub-Saharan health systems. Conclusion: Information and communication technologies are an important support in the quest for better health democracy in sub-Saharan Africa.


Introduction: Une intervention de participation citoyenne par téléphone, via un numéro vert combiné à un serveur vocal interactif pour recueillir les opinions des citoyens sur leurs systèmes de santé a été déployée au Burkina Faso, au Bénin et en République démocratique du Congo entre 2020 et 2021. But de l'étude: Cet article évalue l'efficacité, la viabilité et la transférabilité de cette intervention participative pour consolider les systèmes de santé. Résultats: L'analyse montre une pertinence du téléphone pour impliquer les citoyens dans la gouvernance des systèmes de santé subsahariens. Conclusion: Les technologies de l'information et de la communication sont un soutien important dans la quête d'une meilleure démocratie sanitaire en Afrique subsaharienne.

Designing effective and efficient learning environments by integrating recent educational technologies into the teaching process has become an important goal of education for nearly two decades. However, earlier studies showed that a higher level of technology knowledge does not guarantee the development of TPACK. At this point, studies guided by the transformative approach defining TPACK as a unique knowledge revealed encouraging results for a better understanding of technology-integrated instruction. This study aims to investigate to what extent ICT usage categories predict preservice science teachers' TPACK. Totally 326 preservice science teachers with a mean age of 21.62 (SD = 1.41) from seven different universities participated. For that purpose, a correlational study was conducted. The ICT-TPACK-Science Scale and the ICT Usage Questionnaire were used to collect data. Six separate multiple regression analyses were conducted to predict TPACK measures using ICT measures. Results indicated that approximately a third of the variability in total-TPACK scores can be accounted for by three ICT measures. The relative importance of individual predictors is arranged in the following order desktop software, emerging ICTs, and hardware. As for the dimensions of the ICT-TPACK-Science Scale, the overall effect of the ICT predictors decreased in the following order: Designing, implementing, planning, proficiency, and ethics. Emerging ICTs made the highest contribution to the designing and proficiency dimensions; while desktop software made the highest contribution to the implementing, planning, and ethics dimensions. To sum up, this study describes the association between ICT usage and TPACK in the view of the transformative ICT-TPACK-Science framework. The utilization and transformation of ICT tools as a cognitive partner for effective and efficient science teaching in different TPACK dimensions needs further investigation.

Immunochromatography testing strips (ICTs) promise to become the point-of-care test format for early diagnosis due to their convenience, low cost, and simplification. However, the insufficient signal intensity and limited sensitivity of this format hamper their application. Herein, we overcame these limitations by integrating rod-like ferric oxyhydroxide (ß-FeOOH) nanoparticles with ICTs. By varying the concentration of PEI, a one-pot, mild-temperature hydrolysis method was adapted for the synthesis and morphology regulation of ß-FeOOH nanorod. Due to the excellent enzyme-like catalytic activity toward peroxidase substrates (TMB) in the presence of hydrogen peroxide (H2O2), the ß-FeOOH nanorod in ICTs served as a signal generator and the nanozyme for signal amplification. The proof-of-concept work was performed for the detection of human chorionic gonadotropin (hCG). A two fold improvement of detection sensitivity was achieved compared to the sensitivity of conventional Au NPs-based ICTs. These results show that ß-FeOOH-based ICT has a potential application in POCT detection in clinical diagnostics.

Health science libraries have been using information technology since the late 1960s, shaping both the profession and the mission of these libraries. To explore the impact of technology, a series of articles has been commissioned for the HILJ Regular Feature, International Perspectives and Initiatives. This editorial sets the scene for this series of articles, which starts in this issue. These articles, written by health science librarians from around the globe, will explore the impact of technology on the way health science libraries provide information in the digital age. Some articles will look at national trends and others will focus on a particular library. A key theme is how technology is being used to support the mission of health science libraries and whether technology has altered that mission. This editorial provides a brief overview of the technologies libraries have adopted, from the 1970s to the present day. From this, it is clear that information technology has transformed the way health information is collected, catalogued, and disseminated to users. And it is certain that in the coming decade new technologies will be incorporated into health science libraries, which will pose challenges for both users and librarians. However, librarians will continue to find ways to adapt and use these tools to meet the needs of their users.

The COVID-19 global pandemic has posed unprecedented challenges to nations and cities worldwide. Governments have adopted Information and Communication Technologies (ICTs) to rapidly control the spread of a novel coronavirus. As an innovative but controversial ICT-based tool, health QR code plays a vital role by assisting rapid contact tracing. Yet, whether and how citizens accept this policy tool remains an unknown theoretical and empirical question. In this paper, we study the sources that determine citizens' acceptance of health QR code in city governance. Based on a nation-wide online survey covering 28 major provincial-capital cities in China, we find that individual experiences and political identities affect citizens' acceptance of QR code. Even though public opinion regarding this issue is diverse, the government's responses to citizens' requests play a critical role in enhancing their acceptance of using QR code both in the current and future stages. Specifically, as the citizens perceive a higher level of city government responsiveness, they are less worried about privacy leaks and more likely to perceive the effectiveness of health QR code in improving public health, thus resulting in a higher acceptance. The results offer broad policy implications for smart cities and urban governance.

The contemporary technological advancements of the twenty-first century are introducing paradigm shifts in every aspect of life. The "Smart City" concept has also brought the latest emerging technologies and their applications to the urban areas. The integration of Nano-technological devices collecting and transmitting data coupled with the availability and penetration of high-speed internet will only raise this potential by providing an easy way to receive and send real-time data more swiftly. The devices could also be connected with each other via the internet under the Internet of Things (IoT), making it possible to establish the machine to machine (M2M) communication between them. This large amount of urban Big Data can also deploy machine learning assisted techniques to ensure robust and precise urban analysis for getting significant insights and desired simulations ensuring the proper deployment as well as utilization of the phenomenon of Urban Intelligence. As the cities are entitled to become "Smart" in due course of time, these Information and Communication Technologies (ICTs) will play a major role in improving the efficiency and effectiveness of urban services and management. Due to their highly versatile and adaptable nature, these technologies can be linked with different components of Smart City thereby enhancing the efficiency and capability of the existing urban systems. This paper discusses the emerging concept of the Internet of Things (IoT) and other associated technologies within the context of contemporary urban scenarios through relevant case studies. It further presents crucial insights based on the influence of these technologies as well as their associated challenges while also exploring the implications of the concepts like 'Super City' on the cities of tomorrow.

South Africa has experienced considerable international outward migration in the last half century, which has had a severe psychological impact on members of families affected by this phenomenon. Older parents who remain behind may experience feelings of loss and isolation. Information Communication Technologies (ICTs) are useful in maintaining relationships between family members separated by migration and increasingly allow migrant families to experience a virtual co-presence despite geographical separation. However, the process may be challenging, especially for older people with hearing difficulties. This article reports on a qualitative study exploring the perceptions of a group of older adults who have difficulty hearing and who live in a residential care home about using ICTs to communicate with family abroad. Interview data were analysed using thematic analysis. Most of the participants used either a fixed line telephone or a mobile phone. They reported challenges in communicating with family members abroad arising from their deafness, as well as difficulties using technological devices together with their hearing aids. These challenges resulted in feelings of helplessness and frustration. Although the data collection took place prior to the COVID-19 pandemic, these findings may be of particular relevance to situations such as those during the pandemic when many older adults became more reliant on technology to communicate with family members because of restrictions on direct contact. Accordingly, suggestions are made to address challenges in communication between older adults and loved ones who are geographically separated.

BACKGROUND: In the last decades, the relationship between social networking sites (SNSs) and older people's loneliness is gaining specific relevance. Studies in this field are often based on qualitative methods to study in-depth self-perceived issues, including loneliness and well-being, or quantitative surveys to report the links between information and communication technologies (ICTs) and older people's well-being or loneliness. However, these nonexperimental methods are unable to deeply analyze the causal relationship. Moreover, the research on older people's SNS use is still scant, especially regarding its impact on health and well-being. In recent years, the existing review studies have separately focused their attention on loneliness and social isolation of older people or on the use of ICTs and SNSs in elderly populations without addressing the relationship between the former and the latter. This thorough qualitative review provides an analysis of research performed using an experimental or quasi-experimental design that investigates the causal effect of ICT and SNS use on elderly people's well-being related to loneliness. OBJECTIVE: The aims of this review are to contrast and compare research designs (sampling and recruitment, evaluation tools, interventions) and the findings of these studies and highlight their limitations. METHODS: Using an approach that integrates the methodological framework for scoping studies and the Preferred Reporting Items for Systematic Reviews and Meta-Analyses guidelines for systematic reviews, we identified 11 articles that met our inclusion criteria. A thematic and content analysis was performed based on the ex post categorization of the data on the selected studies, and the data were summarized in tables. RESULTS: The analysis of the selected articles showed that: (1) ICT use is positively but weakly related to the different measures of older people's well-being and loneliness, (2) overall, the studies under review lack a sound experimental design, (3) the main limitations of these studies lie in the lack of rigor in the sampling method and in the recruitment strategy. CONCLUSIONS: The analysis of the reviewed studies confirms the existence of a beneficial effect of ICT use on the well-being of older people in terms of reduced loneliness. However, the causal relationship is often found to be weak. This review highlights the need to study these issues further with adequate methodological rigor.

Smart service provision systems can assist in the management of cargo transportation. The development of these systems faces a number of issues that relate to the analysis of numerous factors, which are influenced by the properties of such complex and dynamic systems. The aim of this research was the development of an adaptable smart service provision system that is able to recognize a wide spectrum of contextual information, which is obtained from different services and heterogeneous devices of wireless sensor networks (WSNs). To ensure that the smart service provision system can assist with the analysis of specific cases of unforeseen and unwanted situations during the cargo transportation process, the system must have additional adaptability. To address the adequate provision of contextual data, we examined the problems of multi-dimensional definitions of contextual data and the choice of appropriate artificial intelligence (AI) methods for recognition of contextual information. The objectives relate to prioritizing potential service provision by ensuring the optimal quality of data supply channels and avoiding the flooding of wireless communication channels. The proposed methodology is based on methods of smart system architecture development that integrate the identification of context-aware data, conceptual structures of data warehouses, and algorithms for the recognition of transportation situations based on AI methods. Experimental research is outlined to illustrate the algorithmic analysis of the prototype system using an appropriate simulation environment.

The COVID-19 has changed the way of working of forensic doctors, and the use of Information and Communication Technologies (ICTs) has gained relevance. But its implementation, for psychiatric-forensic evaluations, should comply with standards endorsed by the scientific community. Psycho-legal instruments are necessary in order to determine the procedural capacity of an accused person to stand trial. In the Justice of the Autonomous City of Buenos Aires (CABA), virtual proceedings are carried out, as the National Government decreed the obligatory social lockdown. In the case of the criminal jurisdiction, web platforms and electronic notifications are used for the processing of legal cases. However, in the practice of forensic medicine, there are difficulties in the use of ICTs to determine a person's capacity for criminal prosecution.

OBJECTIVE: The study presents an overview of the research activity in Big Data Analytics (BDA) in the field of health and demonstrates the existing knowledge through related examples. The objective is to inform health librarians about the nature and magnitude of the technological innovations in health information analysis tools, its influence, and where and how further material could be searched. METHODS: We performed a bibliometric and co-citation analysis within a total of 804 papers published between 2000 and 2016 and retrieved from the Web of Science and Scopus databases. Using the NVivo text analysis software, we identified the stakeholders of BDA in health and innovative decision support systems in the field. RESULTS: Our findings show a tremendous increase in published papers after 2014. Most of them are relevant to neurology and medical oncology. The stakeholders are clinicians, researchers, patients, administrators, IT specialists, vendors and policymakers. New BDA tools in medicine are mostly developed for disease monitoring purposes while they utilise visualisation to identify disease patterns and statistical analysis of past data for making predictions. CONCLUSIONS: Health analytics provide a unique opportunity for advancing health information research and medical decision making. It provides health information professionals with new tools in problem-solving offering new perspectives in prognosis and diagnosis of diseases.

BACKGROUND: In 2007, Lambert and Loiselle conducted an extensive concept analysis of the term health information seeking behaviour (HISB) to examine the concept's level of maturity and critically analyse its characteristics. Since their groundbreaking work, HISB has evolved with the proliferation of ICTs. The Internet is now a common and often preferred medium for the pursuit of health information. OBJECTIVES: The previous analysis spanned 42 years of literature; this article describes an analysis of the last 10 years of literature on HISB and how online seeking has caused the concept to evolve in the literature. METHODS: This study used the concept analysis methodology employed by Lambert and Loiselle in the original analysis. It also included a systematic search conducted in five databases to identify studies from 2007 to 2017, using similar inclusion criteria from the original study. RESULTS: Of the more than 500 articles retrieved, 85 journal articles met the inclusion criteria. Consistent with the original work, articles that included outcomes were identified as either behavioural or cognitive. CONCLUSION: Most of the attention of the works studied focused on individuals and their information source preferences. This HISB analysis can be incorporated with studies to understand how various communities seek information in online versus non-online contexts.

This study analyses the causal and long-run linkage between air transport and economic growth. It was conducted to validate the tourism-led growth hypothesis for the United States (US) during the period 1981-2017 and includes Information and Communication Technologies (ICTs) alongside coal rents in the tourism-led growth hypothesis. This study presents a new direction for future studies by considering the relevance of the fourth industrial revolution (Industry 4.0), particularly in the US. To achieve the stated claim, this study considers as additional explanatory variables how ICTs moderate the impact of Foreign Direct Investment (FDI) on GDP. The empirical result confirms a connection between the Industry 4.0 era and the role of ICTs, which promotes substantial changes in the way of life and productivity. This has led to a vast technological advancement, which is in line with but at a faster pace than the technological advancement of previous revolutions. From empirical results, the study provides relevant policy recommendations related to the role of natural resources, new technologies and tourism on US GDP, while it also provides evidence of the positive effect of ICTs over FDI under the Industry 4.0 era.
