RESUMEN

This is the second of three articles which explore trends in health science libraries. It is based on a series of articles called New Directions in Health Science Libraries published in a HILJ regular feature (International Perspectives and Initiatives) between June 2017 and March 2020. The series covered 12 countries: The United States, Canada, Australia, China, England, two countries in Africa (Uganda and Tanzania) and five in Europe (Sweden, Romania, Belgium, Germany, and Switzerland). The commissioning editor identified potential authors and invited them to write a short piece. They were given a briefing sheet which said: 'Your article should serve as a road map, describing the key changes in the field and explain the factors driving the changes'. A review of the 12 articles identified 11 trends. This is the article which explores the trends four trends, using examples provided by the authors. The trends covered are: Involvement in systematic reviews and data synthesis; Professional development for health science librarians; Providing education and training to students, researchers, and clinicians; Supporting the delivery of health literacy.

BACKGROUND: Timely access to evidence increases the prospects for evidence informed decision making. We evaluated user experiences of a Clearing House for Health Policy with the aim of increasing access to evidence about the Uganda health system and interventions. METHODS: We conducted in-depth interviews with 15 potential users including policymakers, health policy advisors, health managers and researchers to provide evidence on their experience with the clearinghouse. On average participants took 20 minutes to first navigate the site and 45 minutes to perform search tasks and complete the interview. RESULTS: Most respondents successfully searched for information with accuracy and completeness in a short time. Participants commended the performance and expressed high regard for the credibility of the clearinghouse. The majority felt that using the resource was worth their effort. The clearinghouse provided appropriate functionalities for information searching. Navigating and finding information from the site was achievable. However, inadequate background information about the site and lack of current information were widely reported. CONCLUSION: Our paper provides insights on the issues that can be addressed to improve online resources for health policy and system information in a limited resource setting. Users' experience of such resources can be improved by regularly appraising and appropriately indexing the contents, and optimising the capacity to customise information.

RESUMEN

This article is part of a series in this regular feature which looks at new directions in health science libraries. This paper highlights new initiatives aimed at ensuring health libraries can contribute to the development of Uganda in the 21st century and the challenges facing libraries. It stresses that for libraries to be successful they need to form networks and collaborations for resource sharing; take advantage of the benefits of information technology; computerise their library systems; as well as invest in the development of staff. The paper highlights the main challenge facing the library service as inadequate funding both from government for public-funded health libraries and the private sector (for privately funded health libraries). The paper concludes that, despite the bottlenecks brought about by inadequate funding, Ugandan health libraries have taken positive steps to support health research and education, as well as patient care, not just for Uganda, but for the whole of the East African region. This article is part of a series in this regular feature, which looks at new directions in health science libraries. It highlights the initiatives health science librarians in Tanzania are implementing to ensure that their service meets users' needs. To succeed, libraries must take steps to ensure that staff have access to education, training and professional development. Partnerships and collaborations are also vital to make the best use of scarce resources and to identify sources of funding. This article highlights the various challenges facing the library service and the opportunity for librarians to be recognised for the new roles they are taking on. J.M.

RESUMEN

Rare diseases (RD) are a clinically heterogeneous, predominantly inherited (or congenital) multisystem diseases with very low incidence in the general population that negatively affect the quality of life and social inclusion of affected patients and their families. The disease is defined as rare in the European Union if it affects less than 5 people out of every 10,000 citizens. There are approx. 5,000 different RD, implying an estimated total number of patients in Europe of approx. 20 million. RD most often manifest themselves soon after birth and affect up to 2-5 % of children but may occur also later in childhood or even in adulthood. About 80 % of RD have genetic pathogenesis, but most of them remain unrecognized or their causal gene remains unknown. In this summary article we describe the current state of diagnosis and treatment of RD in the Czech Republic and at the European level. In addition, we will present the current issue of the development of international classification of diseases, the creation of domestic and international databases, the development of European and domestic recommendations, the implementation of a national strategy and three action plans for VO, the application of cross-border care, including the creation of European Reference Networks for these diseases and their impact on national legislation in terms of creation of highly specialized centers for RD in the country. The overall aim of this review is to not only map the state of art but also outline likely future developments in this rapidly developing field of modern medicine.

RESUMEN

Librarians in Sweden are facing huge challenges in meeting the demands of their organisations and users. This article looks at four key areas: coping with open science/open access initiatives; increasing demands from researchers for support doing systematic reviews; understanding user experiences in Swedish health science libraries; and the consequences of expanding roles for recruitment and continuing professional development. With regard to changing roles, there is an increasing shift from the generalist towards the expert role. The authors raise the issue as to how to prepare those new to the profession to the changing environment of health science libraries.

RESUMEN

Health care library and knowledge services (LKS) are now expected to contribute to the provision of Patient and Public Information (PPI). The challenges of an ageing population, prevalence of long-term conditions and the encouragement of patients to self manage give added impetus. The Knowledge for Health care PPI Task and Finish Groups developed strategic partnerships with national organizations and produced a suite of resources to support LKS staff. Outputs include guidance, workshop materials, an Ideas Bank and Guide to NHS Choices. The work of the PPI Task and Finish groups will continue to support staff as they develop activities and evidence its impact.

BACKGROUND: This study presents an overview of recent research activities in assistive technology (AT) for people with dementia. Bibliometric studies are used to explore breadth and depth of different research areas, yet this method has not yet been fully utilised in AT research for people with dementia. METHODS: The bibliometric method was used for collecting studies related to AT. Based on inclusion/exclusion criteria, the AT studies with a focus on people with dementia are considered. STUDY SCOPE: The study is based on factors such as number of publications, citations per paper, collaborative research output, P-Index, major research and application areas and national dementia strategies. DATA COLLECTION: Data were collected from 2000 to 2014 in AT research. The top 10 countries are selected based on their research outputs. RESULTS: USA emerged as the leading contributor with 503 publications and an annual growth rate of 16%, followed by UK with 399 publications and growth rate of 22%. Germany with 101 publications is on the 6th place, but it has a higher citation rate 16.43% as compared to USA (13.34%). Although all 10 countries show good collaborative research output, Italy, Spain and the Netherlands emerge as top collaborative research contributors with high percentages (84%, 84% and 79%). All the top 10 countries, except Canada, Germany and Spain, have national dementia strategies in place. CONCLUSION: The overall analysis shows that USA and UK are working extensively in AT research for people with dementia. Both these countries also have well established national dementia strategies.

BACKGROUND: The knowledge into action model for NHS Scotland provides a framework for librarians and health care staff to support getting evidence into practice. Central to this model is the development of a network of knowledge brokers to facilitate identification, use, creation and sharing of knowledge. OBJECTIVE: To translate the concepts described in the model into tangible activities with the intention of supporting better use of evidence in health care and subsequently improving patient outcomes. METHODS: Four areas of activity were addressed by small working groups comprising knowledge services staff in local and national boards. The areas of activity were as follows: defining existing and required capabilities and developing learning opportunities for the knowledge broker network; establishing national search and summarising services; developing actionable knowledge tools; and supporting person-to-person knowledge sharing. CONCLUSION: This work presents the development of practical tools and support to translate a conceptual model for getting knowledge into action into a series of activities and outputs to support better use of evidence in health care and subsequently improved patient outcomes.

The present article by two Canadian librarians identifies important national developments which are shaping the profession such as the centralisation of health care services, the challenge of providing consumer health information in the absence of a national strategy, government recognition of the need to recognise and respond to the health needs of indigenous peoples and the growing emphasis on managing research data. Although their profession is strong, health science librarians must find ways of providing enhanced services with fewer staff and demonstrate value to organisations. JM.

This article is the first in a new series in this regular feature. The intention of the series is to look at important global developments in health science libraries. Librarians will be invited to share with HILJ readers key initiatives in their country or region. These articles should serve as a road map, describing the key changes in the field and exploring factors driving these changes. We initiate this series with an article by three Australian librarians who use research findings to depict the evolving professional landscape in their country. The starting point of their analysis is a report completed in 2011 which looked into likely future workforce and education requirements for health library professionals. The authors trace the achievements since then, most notably in the areas of research, advocacy and education. Clearly, a great deal has been achieved leading to a greater return on investment. The authors maintain that the key to shaping the profession and enhancing the status of librarians is ongoing professional development. To this end, Australia is promoting a systematic, competency based health specialist certification. Finally, they identify trends impacting on health librarianship, such as the growing importance of research data management and consumer health literacy. JM.

Significant progress has been made in implementing Knowledge for Healthcare. This editorial reports the central contribution of effective partnerships and the involvement of librarians and knowledge specialists in this work. There are compelling business priorities. Key elements of work-streams on demonstrating impact, workforce development and streamlining are indicated, along with areas of growing importance - knowledge management, embedded roles and health information for the public and patients. Knowledge, and the skills to help people to use it, are business critical.

Many people are still not receiving the right care. It is imperative for health care librarians to come together around a common vision to achieve Knowledge for Healthcare so that the right knowledge and evidence is used at the right time in the right place. The authors describe five workstreams within a modernisation programme: Service Transformation, Workforce Planning and Development, Quality and Impact, Resource Discovery and Optimising Investment. Communications, engagement and partnership working are central to success. The development framework sets out principles on which to base decisions, and design criteria for transforming services.
