RESUMO

Citizen science is personal. Participation is contingent on the citizens' connection to a topic or to interpersonal relationships meaningful to them. But from the peer-reviewed literature, scientists appear to have an acquisitive data-centered relationship with citizens. This has spurred ethical and pragmatic criticisms of extractive relationships with citizen scientists. We suggest five practical steps to shift citizen-science research from extractive to relational, reorienting the research process and providing reciprocal benefits to researchers and citizen scientists. By virtue of their interests and experience within their local environments, citizen scientists have expertise that, if engaged, can improve research methods and product design decisions. To boost the value of scientific outputs to society and participants, citizen-science research teams should rethink how they engage and value volunteers.

Wildlife and human health are at risk of lead exposure from spent hunting ammunition. Lead exposure persists for bald eagles due to bullet fragments in game animal gut piles and unretrieved carcasses, and is also a human health risk when wild game is procured using lead ammunition. Programs encouraging the voluntary use of nonlead ammunition have become a popular approach mitigating these effects. This study explored attitudes and experiences of United States Fish and Wildlife Service (USFWS) staff implementing an outreach program encouraging deer hunters to voluntary use nonlead ammunition on 54 National Wildlife Refuges (NWRs) in the Upper Midwest, U.S. to understand factors affecting program implementation. We conducted 29 semi-structured interviews of USFWS staff along with 60 responses from an open-ended survey question. Twelve themes emerged from the data and were grouped into three broad categories: (1) challenges of dealing with complex issues, (2) importance of messengers and messages, and (3) resistance from staff. Challenges of dealing with complex issues included administrative restraint and uncertainty, scope and scale of program, human health not an agency responsibility, contextual political influences, and public-private collaborations. Importance of messengers and messages included the importance of experience, and salience of human health risk. Finally, resistance from staff included skepticism of the science and motives behind the program, competing priorities for refuge staff, differing perceptions of regulatory and voluntary approaches, cost and availability of nonlead ammunition, and disregard by some about lead ammunition and human health risks. Staff identified numerous challenges implementing the program, many of which were external factors beyond the control of the participants. Understanding the factors affecting program implementation may help guide future efforts encouraging the voluntary use of nonlead ammunition.

Research on urban insect pollinators is changing views on the biological value and ecological importance of cities. The abundance and diversity of native bee species in urban landscapes that are absent in nearby rural lands evidence the biological value and ecological importance of cities and have implications for biodiversity conservation. Lagging behind this revised image of the city are urban conservation programs that historically have invested in education and outreach rather than programs designed to achieve high-priority species conservation results. We synthesized research on urban bee species diversity and abundance to determine how urban conservation could be repositioned to better align with new views on the ecological importance of urban landscapes. Due to insect pollinators' relatively small functional requirements-habitat range, life cycle, and nesting behavior-relative to larger mammals, we argue that pollinators put high-priority and high-impact urban conservation within reach. In a rapidly urbanizing world, transforming how environmental managers view the city can improve citizen engagement and contribute to the development of more sustainable urbanization.

Conservationists commonly have framed ecological concerns in economic terms to garner political support for conservation and to increase public interest in preserving global biodiversity. Beginning in the early 1980s, conservation biologists adapted neoliberal economics to reframe ecosystem functions and related biodiversity as ecosystem services to humanity. Despite the economic success of programs such as the Catskill/Delaware watershed management plan in the United States and the creation of global carbon exchanges, today's marketplace often fails to adequately protect biodiversity. We used a Marxist critique to explain one reason for this failure and to suggest a possible, if partial, response. Reframing ecosystem functions as economic services does not address the political problem of commodification. Just as it obscures the labor of human workers, commodification obscures the importance of the biota (ecosystem workers) and related abiotic factors that contribute to ecosystem functions. This erasure of work done by ecosystems impedes public understanding of biodiversity. Odum and Odum's radical suggestion to use the language of ecosystems (i.e., emergy or energy memory) to describe economies, rather than using the language of economics (i.e., services) to describe ecosystems, reverses this erasure of the ecosystem worker. Considering the current dominance of economic forces, however, implementing such solutions would require social changes similar in magnitude to those that occurred during the 1960s. Niklas Luhmann argues that such substantive, yet rapid, social change requires synergy among multiple societal function systems (i.e., economy, education, law, politics, religion, science), rather than reliance on a single social sphere, such as the economy. Explicitly presenting ecosystem services as discreet and incomplete aspects of ecosystem functions not only allows potential economic and environmental benefits associated with ecosystem services, but also enables the social and political changes required to ensure valuation of ecosystem functions and related biodiversity in ways beyond their measurement on an economic scale.

This project examines sub-national legislative policy to identify trends and describe policy innovations for addressing insect pollinator declines. Content analysis is used to describe these policies quantitatively (number of policies and frequency per year) and qualitatively (topic, comparison of policy instruments used). The policies selected constitute a census-not a sample-of policies passed then approved by all US state legislatures and signed by state Governors into law from 2000 to 2017. We used QSR International's NVivo 10 text-based analytic software to organize and document our close-reading (line-by-line coding) of 109 laws to address insect pollinator population declines. Our analysis blended both conventional (inductive) and directed (deductive) content analysis approaches to reveal the spectrum of new legislative innovations and to describe lawmakers' evolving view of pollinating insects. Applying proven methods from the health sciences and communication studies can aid large-scale analysis of legal texts. •Qualitative content analysis of all US state-level laws passed from 2000 to 2017 addressing insect pollinators (N = 109).•The close-reading analysis mixed both conventional (inductive) and directed (deductive) content analysis approaches to reveal the spectrum of new legislative innovations and to describe evolving views of pollinating insects.•Compared inductively gathered findings from US policies to global experts' policy recommendations to evaluate status of conservation policy.

Insect pollinators are becoming visible to societies. Many peer-reviewed papers evidence biophysical and ecological aspects of managed and non-managed insect pollinators. Evidence on stressors of declines yield peer-reviewed calls for action. Yet, insect pollinator declines are inherently a human issue, driven by a history of land-use trends, changes in technologies, and socio-cultural perceptions that unwittingly cause and perpetuate declines. Conservation requires integrating social and ecological understandings to reconfigure human behaviors across societies' sectors. We review recent literature on the social and cultural dimensions of insect pollinators. People now like bees. We discuss the social challenges and opportunities that accompany this newfound public enthusiasm. These include the generalization of honey bees as representative of bee diversity and pollinator conservation issues, the changing perceptions of pollinators, the paucity of policy research, and how any call to 'save the bees' must be a call to stabilize agriculture. We call for greater coordination among biological and socio-cultural researchers to advance insect pollinator conservation practices and policies fit for the Anthropocene.
