BACKGROUND: Although the World Health Organisation (WHO) has proposed the use of fiscal policies to mitigate consumption externalities such as overweight and obesity-related diseases, very little is known about the impacts of the different types and framing of national and/or regional fiscal policies that have been implemented over the years. There is the need to provide up-to-date evidence on the impact of fiscal policies that have been enacted and implemented across the globe. METHODS: We conducted a scoping review of all implemented government fiscal policies in the food and drinks sector to identify the different types of fiscal policies that exist and the scope of their impact on consumers as well as the food environment. Electronic databases such as the Web of Science and Google Scholar were used to search for appropriate literature on the topic. A total of 4,191 articles were retrieved and 127 were synthesized and charted for emerging themes. RESULTS: The results from this review were synthesized in MS Excel following Arksey & O'Malley (2005). Emerging themes were identified across different countries/settings for synthesis. The results confirms that fiscal policies improve consumers' health; increase the prices of foods that are high in fats, sugar, and salt; increase government revenue; and shift consumption and purchases towards healthier and untaxed foods. CONCLUSION: Governments already have the optimum tool required to effect changes in consumer behaviour and the food environment.

This paper analyses the impact of a priori identified determinants on stated willingness to change usual place of shopping in order to be able to buy more animal welfare friendly food products of consumers in nine European Union countries. We used Eurobarometer data and structural equation models with observed and latent variables. The results show that the ranking of determinants' impact on the behavioural willingness is similar in the majority of models, with access to information as the strongest determinant, followed by perceived responsibility of consumers and education with strong influence, then by labelling and occupation with lower impact and ending with children, with the lowest influence. This study aims to provide some evidence on the relationship between welfare friendly behavioural willingness and information and labelling issues, amongst other determinants, in the European Union. As both access to information and perception of welfare labelling were found to significantly influence the behavioural willingness, this might suggest the need for the European Union to invest more in improving the welfare labelling system, enhance the welfare information available to the public and improve access to it through measures such as welfare education campaigns.

This paper addresses the issue of fruit and vegetable purchases in the UK during the COVID-19 pandemic. The study is motivated by the importance of fruit and vegetables for human nutrition, health and reduction of population obesity, especially in the UK where per capita consumption is still below recommended levels. A rich panel dataset was used reporting actual shopping places and quarterly expenditure for at-home consumption of fruit and vegetable purchases of 12,492 households in years 2019 and 2020. The unique dataset allowed us to compare expenditure for fruit and vegetables before and after the COVID-19 outbreak and to identify the main drivers of changes in purchases. Regression analysis found that expenditure increased ~3% less than what expected given the overall increase in the numbers of at-home meals during lockdown. Also, Online shopping was found to be an alternative source for fruit and vegetables purchase during the pandemic. However, the expenditure for processed products grew more than the one for fresh products, resulting in a reduction of the relative share of the latter and possible deterioration of the diet quality.

Known in the literature as underutilized, neglected or orphan crops, these crops have been cited as having the potential to improve food and nutritional security. The literature also highlights however that consumers in developing countries are increasingly abandoning their traditional diets that these crops are part of, and are replacing them by western diets. In this context, the purpose of this paper is to investigate the consumption and nutritional implications of expanding the participation of underutilized crops in current diets. This was done using a modified version of the microeconomic consumer problem. This was augmented with a linear constraint using generalized rationing theory that can be found in the economics literature. The method was applied to the case study of the consumption of millet (finger millet, botanical name: Eleusine coracana) by rural, urban-poor and urban-affluent Ugandan socioeconomic groups. The results indicated that millet could contribute to improving the intake of macronutrients and of some micronutrients, though the overall picture is complex. However, under current preferences and given its demand inelasticity, to achieve a substantial increase in the quantity of millet in the diet will require a significant reduction of its price. Otherwise, the net impact on nutrition as measured by the mean adequacy ratio will be only slightly positive for rural and urban-poor households. Our findings indicate that supply-side initiatives aimed at increasing the productivity of underutilized crops (reducing crop price) are likely to produce disappointing results in restoring their importance unless accompanied by specific interventions to expand demand. The purpose of the paper is to provide an ex-ante evaluation of banning price promotions for discretionary foods (e. g., such as confectionary, crisps, biscuits, sweet and savory snacks, cakes) in Scotland. The methodology consisted of the estimation of demand systems by socioeconomic groups (i.e., lifestage and income groups) for 19 food groups using a highly product disaggregated dataset. These results were used to simulate scenarios consisting of eliminating price promotions on the discretionary food products for the entire sample and by group and analyzing nutritional results. The results indicated a net impact of reducing energy by 651 kcal per capita per week (C.I. -695, -608). Similar results were found for macro nutrients. There were some significant differences across different income and lifestage groups, with kcal energy reductions being significantly greater amongst household with lower income, and in households where respondents were aged 45 years or over. The analysis concluded that restrictions on the promotion of foods considered to be high in saturated fat, sugar, or salt (HFSS) are seen as one measure to improve the overall nutritional quality of foods consumed. Results indicate that restricting promotions has the potential to reduce the number of calories, sugar, saturated fats and sodium for most food groups.

The purpose of this paper is to provide an analysis of the purchases of meat and fish in Great Britain during the lockdown period using time series constructed from a unique scanner panel dataset available since 2013 and which is based on information about 30 thousand households. The time series available for the analysis represent the purchases (expenditure and quantities) of all consumers and by income groups were used to compute price and quantity indices all the meats together and for each meat (i.e., beef, lamb, pork, poultry, and other meats) and fish. The changes in expenditure were decomposed into changes in prices, quantities purchased and changes in quality purchased (trading up/down in quality) i.e., whether cheaper meat or fish were purchased. A further extension of the analysis was produced by considering the evolution of calories, saturated fats and sodium per purchased quantity for meat and fish during the period of study. The results indicate that although the shares of quantities remained relatively constant, the calories, saturated fats and sodium from the purchased quantities showed an increasing trend, indicating that most of the incomes groups were lowering the nutritional quality of their meat and fish purchases. This is clearly shown by the fact "other meats" represents on average 39 percent of the calories contributed by meat and fish, 49 per cent of the saturated fats and about 68 of the total sodium in meat and fish during the lockdown period. This result highlights the need to emphasize healthy messages related to the purchases of meat.

The UK ranks eleven among world potato producing countries with annual per capita production of about 102 kg. Since 2007, the price of potatoes has increased by 44 per cent and UK households have shown a decreasing trend on their purchases of potatoes. At the same time, retailers and manufacturers have been introducing processed potato products, which also has affected the demand for fresh potatoes. This has shifted demand from fresh potatoes to processed potatoes suggesting that consumers substitute fresh potatoes for processed ones. However, the extent to which this affect individual weekly nutritional composition is unknown. The objective of this study is to estimate the nutritional trade-offs between fresh and processed potatoes consumed in the UK using home scanner panel dataset for Great Britain in 2018. Price and expenditure elasticities were estimated using the linearized version of the Exact Affine Stone Index (EASI) Demand System. Using estimated elasticities, we analyzed the implications of substituting fresh potatoes for processed potatoes on nutrient intake. The results, in terms of the degree of substitution between fresh potatoes and processed potato products, suggest that consumers consider new potatoes baby and baking potatoes as substitutes for mashed potatoes. Maris piper potatoes and new potatoes baby are substitutes for frozen chips and other potatoes whilst white old potatoes and other vegetables and salads are complements to frozen chips and other potatoes. Finally, price reductions in the processed potatoes will increase average weekly caloric intake as well as the intakes of saturated fat and sodium. The latter has implications for public health as they are the major causes of cardiovascular diseases and certain cancers.

This study investigates the substitution and complementary effects for beef mince attributes drawing on data from large choice experiments conducted in the UK and Spain. In both countries, consumers were found to be willing to pay a price premium for the individual use of the labels "Low Fat" (UK: €3.41, Spain: €1.94), "Moderate Fat" (UK: €2.23, Spain: €1.57), "Local" (UK: €1.54, Spain: €1.61), "National" (UK: €1.33, Spain: €1.37), "Organic" (UK: €1.02, Spain: €1.09) and "Low Greenhouse Gas Emissions (GHG)" (UK: €2.05, Spain: €0.96). The results showed that consumers in both countries do not treat desirable food attributes as unrelated. In particular, consumers in Spain are willing to pay a price premium for the use of the labels "Local", "Organic" and "Low GHG" on beef mince that is also labelled as having low or moderate fat content. By contrast, consumers in the UK were found to discount the coexistence of the labels "Low Fat" and "Organic", "Low Fat" and "Low GHG" and "Moderate Fat" and "Low GHG". The results, however, suggest that in the UK the demand for beef mince with moderate (low) fat content can be increased if it is also labelled as "Organic" or "Low GHG" ("Local").

Regular breakfast consumption has the potential to prevent the prevalence of NCDs and to improve the nutritional profile of diets. Given consumers' interest in improving their diets, food suppliers are interested in introducing new cereal products making different health claims to capture consumers' attention. The purpose of this study is threefold: first, it aims to understand whether UK food suppliers are working to increase the availability of breakfast cereals with healthy and nutritious attributes; second, it explores which companies are leading the launch of these products; and third, it assesses to what extent health and nutrition claims made by breakfast cereals have an impact on their market success. The study employs an assembled database combining data from Mintel Global New Products Database (GNPD) and Kantar Worldpanel Dataset (KWDS) for the UK. A hazard-based duration model was used to analyse the success of the new products launched in the UK market in 2011 following them up to 2015. Our results reveal that UK suppliers broadened the number of breakfast cereals on offer in the period 2000 to 2018, with a particular focus on multigrain cereals, porridge and granola. Health and nutrition claims were added to 27% of these products. Although consumers welcome healthy alternatives such as muesli, the impact of positional claims on the success of newly developed breakfast cereals is claim-specific. No clear pattern regarding the impact of health and nutrition claims is identified. However, other elements such as celiac-friendly ingredients and UK origin do have a positive impact on the success of breakfast cereals.

The analysis of changes in prices is not only important because they directly affect households' affordability and, therefore, their food security but also because they may trigger changes in the composition of their food and drink choices. Thus, an increase in prices may force a household with limited resources to choose a bundle of goods with lower prices that substitute their original choices and are probably of lower quality. This paper considers the situation of each UK country and the implications that trading down in quality within a food and drink category has on nutrition. Two motivations to pursue these analyses are to explore the sort of substitutions that households do within a category due to an increase in prices and, in the UK leaving the European Union (Brexit) context, the impact that an increase in food prices may have on nutrition. After computing estimates for trading down for each country for the period 2007-2014, we regress the annual rate of change by nutrient with respect to the annual trading in quality for six food qualities that are major contributors of fat, sugar and salt to the diet. The results indicate that trading down in quality occurs in most of the studied categories and countries, and when households trade down, they move to products with worse nutritional quality. This points out the need to keep improving the quality of products through reformulation, ensure that consumers are well informed of nutritional quality of products and monitor the effect of changes in prices.

In the context of national and cross-national efforts to reduce the quantity of food wasted by consumers, there is growing interest in the role of date labelling. Recent proposals by policy makers and the food industry to address dairy product waste have included streamlining date-label application and encouraging the use of best-before dates where possible. In order for these measures to have a positive impact on food waste, consumers must not only know the difference between date types, but also be prepared to act on this information and consume products after the best-before date. Through a survey of 548 Scottish consumers we investigated the relationship between product type, date type, reduced labels and willingness to consume (WTC) dairy products in relation to the both the best-before date and the use-by date. We also examined the factors associated with different levels of WTC products in relation to the best-before date including knowledge, risk perceptions and trust. Our results suggest that on their own, the effect on food waste of applying best-before dates to dairy is likely to be small. In order for such changes to be effective, consumer communication that goes beyond improving expiry-date knowledge and addresses the multifaceted nature of related risk perceptions and conceptions of date-label trust will be required.
