RESUMEN

2023 marks the 25th anniversary of the Good Friday Agreement, which led peace in Northern Ireland. As well as its impact on peace and reconciliation, the Good Friday Agreement has also had a lasting positive impact on cancer research and cancer care across the island of Ireland. Pursuant to the Good Friday Agreement, a Memorandum of Understanding (MOU) was signed between the respective Departments of Health in Ireland, Northern Ireland and the US National Cancer Institute (NCI), giving rise to the Ireland - Northern Ireland - National Cancer Institute Cancer Consortium, an unparalleled tripartite agreement designed to nurture and develop linkages between cancer researchers, physicians and allied healthcare professionals across Ireland, Northern Ireland and the US, delivering world class research and better care for cancer patients on the island of Ireland and driving research and innovation in the US.

RESUMEN

Globally, barriers to the widespread adoption of robotic surgery have worsened existing inequities in surgical care between low- and middle- income countries (LMICs) and high-income countries (HICs). This article advocates for the creation of sustainable robotic surgery programs in LMICs by drawing from ethical and philosophical theories, including preference utilitarianism, procedural justice, structural violence, and human rights. On this basis, robotic telesurgery is proposed as a form of global health diplomacy (GHD) between LMICs and HICs, and particular emphasis is placed on considerations in robotic surgery GHD program negotiations between LMICs and HICs and on political and ethical questions related to the transnational use of artificial intelligence.

Sketched in 1979 by graphic designer Peter Saville, the record sleeve of Joy Division's Unknown Pleasures seemingly popularized one of the most celebrated radio-astronomical images: the 'stacked plot' of radio signals from a pulsar. However, the sleeve's designer did not have this promotion in mind. Instead, he deliberately muddled the message it originally conveyed in a typical post-punk act of artistic sabotage. In reconstructing the historical events associated with this subversive effort, this essay explores how, after its adoption as an imaging device utilized in radio astronomy, the stacked plot gave representation to the diplomacy agendas of two distinct groups. The post-punk reworking of the stacked plot exemplified the ambition of this artistic movement to attack the images associated with social conventions and norms by amplifying their 'semantic noise', and, in so doing, seeking to negotiate a social space for those sharing these subversive goals. Conversely, radio astronomers used the stacked plot to display the presence of interfering radio transmitters in the frequencies exclusively allocated to astronomical research, thus advocating the removal of this electronic noise in the context of international telecommunication negotiations. The article thus shows how the representation of different types of noise through similar images shaped contrasting ambitions in the separate domains of science diplomacy and everyday diplomacy.

This paper analyses the role played by members of the Curie family in the visual diplomacy of cancer treatments. This relationship started in 1921, when Marie Curie travelled to the US, accompanied by her two daughters, Ève and Irène, to receive a gram of radium at the White House from President Warren Harding. In the years that followed, Ève Curie, as the biographer and natural heir of radium discoverers Marie and Pierre Curie, continued to contribute to the visual diplomacy of cancer campaigning. Two events will be analysed through an interdisciplinary lens, merging history of science and visual-diplomacy studies, to show how the legacy of the Curies played out in the international consolidation of pre-war transnational alliances in the fight against cancer. One involves the picture of the chargé d'affaires of the France Republic, Jules Henry, receiving the biography authored by Ève, Madame Curie, at the French embassy in Washington. The other concerns the photograph of Ève visiting the Portuguese Oncology Institute (IPO) in 1940, which was immediately reproduced in the Institute's bulletin in order to raise awareness of cancer prevention strategies, and also captured in film as a propaganda tool for the Estado Novo regime (1933-74).

We convened an international working group to examine the issues that challenge equity and inclusion in genetic medicine. Specifically, 72 internationally known experts in oncology and cancer genetics from 34 countries (the Global Oncology Medical Diplomacy Working Group), gathered virtually on January 4-5, 2022, for the "Humanity Cancer Germline Convergence and Divergence Cancer Predispositions" conference hosted by Memorial Sloan Kettering Cancer Center, in collaboration with the United Arab Emirates Ministry of Health and the Al Jalila Foundation. The goal of the conference was to broaden transnational understanding of the current state of genetics in preventive and therapeutic cancer medicine, and to define barriers to increased uptake of germline genomics to decrease the international burden of cancer. Here, we highlight the overarching barriers that were defined through this effort. These global barriers to incorporating germline genomics into optimal cancer care can inform ongoing research, collaboration, and advocacy for equitable, cost-effective genomic medicine for populations worldwide.

O objetivo deste estudo foi testar um modelo teórico-explicativo para as representações sociais sobre o cenário sociopolítico brasileiro de 2017, de acordo com as seguintes relações: as representações seriam influenciadas diretamente pela confiança nas instituições, e essa confiança, determinada pelas simpatias ideológicas. Participaram 164 estudantes universitários - cuja idade média era 24 anos - que responderam a escalas intervalares. Realizaram-se modelagens de equações estruturais para testar o modelo teórico proposto. Os resultados indicaram: adequabilidade do modelo; dois grupos de variáveis apresentando relações positivas entre as variáveis do mesmo grupo e negativas na comparação intergrupos. No primeiro grupo constaram as variáveis: ideias-força de esquerda, confiança nos movimentos sociais, avaliação do governo Dilma e avaliação das políticas de esquerda; no segundo: ideias-força de direita, confiança nas instituições de controle, confiança na mídia, avaliação do governo Temer e avaliação das políticas de esquerda. Concluiu-se que a confiança institucional e a simpatia ideológica ancoravam as representações sociais do cenário brasileiro na população universitária estudada.(AU)


The aim of this study was to test an explanatory theoretical model about the social representations about Brazilian social-political scenario in 2017, based on the following relations: representations were directly influenced by the trust in institutions, and this trust, determined by ideological sympathies. A sample of 164 college students - whose average age was 24 years - answered interval scales. We performed structural equation modeling to test the proposed model. The results indicated: the suitability of the model; two groups of variables presenting positive relations in the in-group comparison and negative relations in the comparisons between groups. The first group showed the variables: Leftist ideas-forces, trust in social movements, evaluation of Dilma's administration, and evaluation of Leftist policies; the second: Rightist ideas-forces, trust in control institutions, trust in the media, evaluation of Temer's administration, and evaluation of Leftist policies. In conclusion, the institutional trust and ideological sympathies anchored the social representations of the Brazilian scenery for the studied university population.(AU)


Este estudio tuvo como objetivo probar un modelo teórico explicativo de las representaciones sociales en el escenario sociopolítico brasileño de 2017 según las siguientes relaciones: las representaciones estarían directamente influenciadas por la confianza en las instituciones, y esta confianza, determinada por las simpatías ideológicas. Participaron en este estudio 164 estudiantes universitarios, con edad media de 24 años, quienes respondieron a escalas intervalares. Se llevaron a cabo modelos de ecuaciones estructurales para probar el modelo teórico propuesto. Los resultados indicaron: adecuación del modelo; dos grupos de variables que presentaban relaciones positivas entre las variables del mismo grupo y negativas en la comparación intergrupal. El primer grupo incluía las variables: ideas-fuerza de la izquierda, confianza en los movimientos sociales, evaluación del gobierno de Dilma y evaluación de las políticas de la izquierda; el segundo: ideas-fuerza de la derecha, confianza en las instituciones de control, confianza en los medios de comunicación, evaluación del gobierno Temer y evaluación de las políticas de la izquierda. Se concluyó que la confianza institucional y la simpatía ideológica funcionaron como fundamentos de las representaciones sociales del escenario político brasileño en la población universitaria estudiada.(AU)

Este estudo tem como objetivo analisar traços da mentalidade potencialmente autoritária a partir do discurso de usuários do Facebook vinculados a páginas de cunho político autodeclarado de direita e de esquerda no Brasil. A Netnografia é utilizada como aporte metodológico para imersão on-line nas páginas "Eu era Direita e não sabia" e "Jovens de Esquerda", selecionadas por meio do Facebook Audience Insights, ferramenta disponibilizada pelo Facebook. Delas, foram extraídas oito postagens com maior engajamento (número de comentários, curtidas e compartilhamentos), identificadas pelo Netvizz. Foram coletados 3.489 comentários, os quais foram organizados em um corpus textual submetido ao software IRAMUTEQ e analisados sob a perspectiva da análise crítica imanente da teoria crítica. Como resultado, apresenta-se a forma como o pensamento autoritário se manifesta na racionalização da sociedade contemporânea e nas práticas discursivas em redes sociais on-line, enraizada no âmbito sociopolítico brasileiro, ameaçando o processo democrático e a construção de uma sociedade plural e liberta.(AU)


This study aims to analyze traits of the potentially authoritarian mentality from the speech of Facebook users linked to political pages self-declared as rightist and leftist in Brazil. Netnography is used as a methodological contribution for online immersion in the pages "Eu era Direita e não sabia" and "Jovens de Esquerda" selected via Facebook Audience Insights, a tool provided by Facebook. From these, eight posts with greater engagement (number of comments, likes and shares), identified by Netvizz, were extracted. We collected 3,489 comments, which were organized in a textual corpus submitted to IRAMUTEQ software and analyzed from the perspective of immanent critical analysis of Critical Theory. As a result, we present the way in which authoritarian thinking manifests itself in the rationalization of contemporary society and in discursive practices in online social networks, rooted in the Brazilian socio-political sphere, threatening the democratic process and the construction of a plural and free society.(AU)


Este estudio tiene como objetivo analizar las huellas de la mentalidad potencialmente autoritaria a partir de los discursos de usuarios en Facebook vinculados a páginas políticas autodeclaradas de derecha y de izquierda en Brasil. La netnografía se utiliza como marco metodológico para la inmersión en línea en las páginas "Eu era Direita e não sabia" y "Jovens de Esquerda", seleccionadas por Facebook Audience Insights, herramienta proporcionada por Facebook. Se extrajeron las ocho publicaciones con mayor compromiso (número de comentarios, gustos y compartidas), identificadas por Netvizz. Se recogieron 3.489 comentarios, los cuales fueron organizados en un corpus textual sometido al software IRAMUTEQ y analizado bajo la perspectiva del análisis crítico inmanente de la teoría crítica. Los resultados presentan la forma en que el pensamiento autoritario se manifiesta en la racionalización de la sociedad contemporánea y en prácticas discursivas en redes sociales en línea, arraigada en el ámbito sociopolítico brasileño, que amenazan el proceso democrático y la construcción de una sociedad plural y liberada.(AU)

Resumo A seleção de novos membros para ocupar cargos na estrutura burocrática federal brasileira mudou progressivamente durante a segunda metade da década de 1990. Se a orientação inicial foi marcada pela retomada quantitativa dos concursos públicos federais (1995-2002), após 2003 a tendência foi de buscar atrair uma maior diversidade de setores sociais nas carreiras públicas - e a seleção de diplomatas não ficou alheia a este processo. A análise qualitativa de fontes primárias (documentos) e fontes secundárias (revisão de literatura) permitiu verificar que, juntamente com iniciativas já reconhecidas na literatura - aumento do número de vagas e da remuneração, isenção de inscrição, entre outras -, a própria modificação das questões formuladas nas provas aplicadas entre 1995 e 2015 pode ser entendida como uma medida com o objetivo de alteração do perfil dos ingressantes na carreira diplomática. Entre 1995 e 2004, a prova avaliou e selecionou os candidatos mediante questões de "cultura geral", que privilegiavam uma certa "herança cultural" reputada como sinal de distinção social e associada a um perfil social pretensamente sofisticado. No entanto, entre 2004 e 2015 parece ter havido uma padronização das novas questões, que, afastando-se das exigências tácitas de refinamento cultural, dariam preferência a outros perfis de candidatos.


Resumen La selección de nuevos miembros para ocupar los cargos públicos federales brasileños cambió progresivamente durante la segunda mitad de la década de 1990. Si la orientación inicial estuvo marcada por la reanudación cuantitativa de los concursos públicos federales (1995-2002), en el período posterior a 2003 esta tendencia buscó atraer una mayor diversidad de sectores sociales a las carreras públicas - y la selección de diplomáticos no quedó ajena a este proceso. El análisis cualitativo de fuentes primarias (documentos) y fuentes secundarias (revisión bibliográfica) permitió constatar que, junto a iniciativas ya reconocidas en la literatura - aumento del número de vacantes y remuneración, exención de registro, entre otras -, se puede entender la modificación de las preguntas formuladas en los exámenes aplicados entre 1995 y 2015 como una medida hacia la alteración del perfil de quienes ingresan a la carrera diplomática. Entre 1995 y 2004 la prueba evaluó y seleccionó a los candidatos a través de preguntas de "cultura general", que privilegiaron un "patrimonio cultural" reputado como signo de distinción social y asociado a un perfil social supuestamente sofisticado. Sin embargo, entre 2004 y 2015 parece haberse producido una estandarización de las nuevas preguntas, que, alejándose de las exigencias tácitas del refinamiento cultural, darían preferencia a otros perfiles de candidatos.


Abstract The selection of new members to occupy positions in the Brazilian federal bureaucratic framework changed progressively during the second half of the 1990s. If the initial orientation was characterized by the quantitative resumption of federal public tenders (1995-2002), post-2003, this trend sought to attract a greater diversity of social sectors in public careers — and the selection of diplomats was not alien to this process. The qualitative analysis of primary sources (documents) and secondary sources (literature review) showed that, along with initiatives already recognized in the literature — increase in the number of vacancies and remuneration, exemption from registration, among others — the very modification of questions formulated in the exams applied between 1995 and 2015 can be understood as a measure toward the alteration of the profile of those entering the diplomatic career. Between 1995 and 2004, the test evaluated and selected the candidates through questions of "general culture," which privileged a certain "cultural heritage" reputed as a sign of social distinction and associated with an allegedly sophisticated social profile. However, between 2004 and 2015, there seems to have been a standardization of the new questions, which, moving away from the tacit requirements of cultural refinement, gave preference to other candidate profiles.

BACKGROUND: Palliative care involves the care for patients with severe and advanced diseases with a focus on quality of life and symptom management. Integration of palliative care with curative and/or chronic care is expected to lead to better results in terms of quality of life and reduced costs. Although initiatives in different countries in Europe choose different structures to integrate care, they face similar challenges when it comes to creating trust and aligning visions, cultures and professional values. This paper sets out to answer the following research question: what roles and attitudes do palliative care professionals need to adopt to further integrate palliative care in Europe? METHODS: As part of the European Union (EU)-funded research project InSup-C (Integrated Supportive and Palliative Care). (2012-2016), 19 semi-structured group interviews with 136 (palliative) care professionals in 5 European countries (Germany, the United Kingdom, Belgium, the Netherlands, Hungary) were conducted. A thematic analysis was conducted. RESULTS: Integration of palliative care calls for diplomatic professionals that can bring a cultural shift: to get palliative care, with its particular focus on the four dimensions (physical, psychological, social, spiritual), integrated into historically established medical procedures and guidelines. This requires (a) to find an entrance (for telling a normative story), and (b) to maintain and deepen relationships (in order to build trust). It means using the appropriate words and sending a univocal team message to patients and being grateful, modest, and aiming for a quiet revolution with curation oriented healthcare professionals. CONCLUSION: Diplomacy appears to be essential to palliative care providers for realizing trust and what can be defined as normative integration between palliative and curative and/or chronic medicine. It requires a practical wisdom about the culture and goals of regular care, as well as keeping a middle road between assimilating with values in regular medicine and standing up for the basic values central to palliative care.

Resumen (analítico) En este artículo se sostiene una mirada crítica a la construcción de una infancia latinoamericana imaginada desde la posición de los Estados Unidos, a través de la política cultural del panamericanismo; ello a partir de un análisis de la participación infantil hemisférica en el festejo del Día de las Américas (14 de abril) como un proyecto político-cultural de la Unión Panamericana. Por medio de un análisis de fuentes primarias a partir de los métodos de la historia cultural, se aprecia la nueva visibilidad en la esfera pública de los niños como impulsores culturales de una nueva política hemisférica construida desde Washington, D. C. La resultante construcción metafórica de una mirada (neo)colonizadora que infantilizaba a los países latinoamericanos se intensificaba cuando se movilizaba a los niños y niñas como agentes de la política exterior.


Abstract (analytical) This article takes a critical look at the construction of Latin American childhood imagined from the vantage point of the United States through the cultural politics of Pan Americanism. It analyzes children's participation in the celebrations of Pan American Day (April 14) as a political-cultural project of the Pan American Union. Through cultural historical analysis of primary sources, the article argues that children gained political visibility in the public sphere as cultural agents of a new hemispheric political initiative led by Washington, D. C. The resulting metaphorical construction of Latin America as childlike in the (neo)colonial gaze infantilized the region's inhabitants, a historical tendency that intensified when children were mobilized as agents of hemispheric diplomacy.


Resumo (analítico) Este artigo apresenta um olhar crítico sobre a construção de uma infância latino-americana imaginada a partir da posição dos Estados Unidos, por meio da política cultural do pan-americanismo, a partir de uma análise da participação infantil hemisférica na celebração do Dia das Américas (14 de abril) como projeto político-cultural da União Pan-Americana. Por meio de uma análise das fontes primárias dos métodos de história cultural, podese apreciar a nova visibilidade na esfera pública das crianças como impulsionadores culturais de uma nova política hemisférica construída a partir de Washington, D. C. A construção metafórica resultante de um olhar (neo) colonizador que infantilizou os países latino-americanos se intensificava quando as crianças eram mobilizadas como agentes de política externa.

RESUMEN

According to the Lancet Commission Report on Global Surgery, it was estimated that in 2010 about 16.9 million lives were lost due to the unavailability of Surgical services. It was further calculated that 77.2 million DALYs could simply have been averted by providing basic surgical inspection and triage. Aiding Universal Health Coverage (UHC) through Humanitarian Outreach Services in Resource-Poor Settings is both challenging and difficult to execute. However, to promote and ensure the right to health even by vulnerable groups, the role of global health diplomacy (GHD) and humanitarian diplomacy is pivotal. GHD advances the health of the poor, contribute peacekeeping and promote health security as it is also concerned with the design, and delivery of global health interventions and programs in accordance with diplomatic criteria. The synergistic Humanitarian diplomacy is more focused in persuading decision-makers and opinion leaders to act, at all times, in the interest of vulnerable people and with full respect for our fundamental principles. Since the inclusion of surgical care in the universal basic health care services play a critical role in addressing the rising epidemic of injuries, non-communicable diseases and improving quality of life, there is a great need to address the inequities in pediatric surgical services in resource-poor settings. Hence the successful practice of GHD and humanitarian diplomacy is indispensable for establishing global partnerships, securing funding and strengthening systems to promote cost-effective and essential surgical care to achieve UHC and economic development.

Abstract Tracing the pathways of cooperation in health in sub-Saharan Africa from hesitant exchanges to institutionalized dimensions from the 1920s to the early 1960s, this article addresses regional dynamics in health diplomacy which have so far been under-researched. The evolution thereof from early beginnings with the League of Nations Health Organization to the Commission for Technical Assistance South of the Sahara and the World Health Organization's Regional Office for Africa, shows how bilateral dimensions were superseded by WHO's multilateral model of regional cooperation in health. Alignments, divergences, and outcomes are explored with respect to the strategies and policies pursued by colonial powers and independent African states regarding inter-regional relations, and their implications for public health and epidemiological interventions.


Resumo Trilhando os caminhos da cooperação sanitária na África subsaariana, de intercâmbios incertos a dimensões institucionalizadas dos anos 1920 até início dos anos 1960, este artigo aborda a dinâmica regional na diplomacia sanitária que, até o momento, carece de pesquisas. A evolução, desde os primórdios da Organização da Saúde da Liga das Nações até a Cooperação Técnica na África Subsaariana e o Escritório Regional da África da OMS, demonstra como dimensões bilaterais foram substituídas pelo modelo multilateral da OMS de cooperação sanitária regional. São analisados alinhamentos, divergências e resultados de estratégias e políticas empregados por potências coloniais e Estados africanos independentes em relações inter-regionais, bem como suas implicações em intervenções epidemiológicas e de saúde pública.

RESUMEN

The science of global health diplomacy (GHD) consists of cross-disciplinary, multistakeholder credentials comprised of national security, public health, international affairs, management, law, economics and trade policy. GHD is well placed to bring about better and improved multilateral stakeholder leverage and outcomes in the prevention and control of cancer. It is important to create an evidence base that provides clear and specific guidance for health practitioners in low- and middle-income countries (LMICs) through involvement of all stakeholders. GHD can assist LMICs to negotiate across multilateral stakeholders to integrate prevention, treatment and palliative care of cancer into their commercial and trade policies.

Cancer is a massive challenge with a significant impact on society, healthcare systems, the economy and an increasing number of patients and their families. To help meet this societal challenge, the European Commission has recently proposed a mission-oriented approach to cancer in Horizon Europe, and about 60 participants met at the Vatican to discuss a mission-oriented approach to cancer in Europe, as documented in this report. ABSTRACT We will analyze and comment on the book Health Diplomacy and Global Health: Latin American Perspectives, edited by Paulo Marchiori Buss and Sebastián Tobar and published by Editora Fiocruz. Throughout its 653 pages, the book brings prominent national and foreign authors in the field of Health Diplomacy and Global Health, depicting a decade in which Brazil had great international protagonism in the field of Public Health, especially in South-South cooperation, in an innovative and structuring manner. Furthermore, the chapters present theoretical aspects and basic principles of Global Health as a new field of knowledge, in which the country has been developing and sharing scientific production with a Latin American perspective, focused on the pursuit of equity and health for all peoples of the world.


RESUMO Analisa-se e comenta-se a obra Diplomacia em Saúde e Saúde Global: perspectivas latino-americanas, editada por Paulo Marchiori Buss e Sebastián Tobar, publicado pela Editora Fiocruz. O livro, em 653 páginas, traz contribuições de destacados autores nacionais e estrangeiros no campo da diplomacia em saúde e da saúde global, retratando uma década em que o Brasil teve grande protagonismo internacional no campo da saúde pública, sobretudo na cooperação Sul-Sul, de forma inovadora e estruturante. Ademais, os capítulos apresentam aspectos teóricos e princípios básicos da saúde global como novo campo de conhecimento, no qual o país vem desenvolvendo e compartilhando uma produção científica com uma perspectiva latino-americana, voltada para a busca da equidade e da saúde para todos os povos do mundo.

Resumo O presente trabalho tem como objetivo analisar perfis sociais e padrões de carreira do corpo diplomático brasileiro, tendo como parâmetro de comparação e referência o artigo de Zairo B. Cheibub (1989). Em relação aos perfis, notam-se o aumento médio da idade de ingresso, mudança dos nascidos no Rio de Janeiro para São Paulo, sutil alteração em gênero e raça, crescente entrada de formados pela Universidade de São Paulo e a Universidade de Brasília, e a liderança relativa dos bacharéis em direito. Para os padrões na carreira se comparam os tempos de promoção médios à elite diplomática (segundos ministros e embaixadores) entre as categorias sociais e demais variáveis institucionais. Apenas as últimas se destacam e o tempo médio de promoção aumenta, em ambas as hierarquias, para aqueles que possuem mais de uma passagem por postos diplomáticos de classes B e C. Já os segundos ministros que foram nomeados para cargos de confiança (DAS) sugerem ter seus tempos de promoção à elite, em média, diminuídos. Ambas as parcelas do trabalho apontam que as manutenções do perfil e dos padrões de carreira superam as mudanças no MRE.


Resumen El presente trabajo tiene como objetivo analizar perfiles y patrones de la carrera del cuerpo diplomático brasileño, teniendo como parámetro de comparación y referencia el artículo de Zairo B. Cheibub (1989). En relación a los perfiles, se observa un aumento promedio de la edad de ingreso, el cambio de origen de nacimiento desde Rio de Janeiro a São Paulo, un sutil incremento de mujeres y afrodescendientes, la crecente entrada de los formados por la Universidad de São Paulo y la Universidad de Brasília, y el liderazgo relativo de los bachilleratos en derecho. Para los patrones en la carrera, se comparan los tiempos de promoción promedios a la elite diplomática (segundos ministros y embajadores) entre las categorías sociales y demás variables institucionales. Solamente las últimas se destacan y el tempo promedio de promoción aumenta, en ambas las jerarquías, para aquellos que poseen más de un pasaje por puestos diplomáticos de clases B y C. Los segundos ministros que han sido nombrados en cargos de confianza (DAS) sugieren tener sus tiempos de promoción a la elite, en promedio, disminuidos. Las dos partes del trabajo apuntan para que las manutenciones superan los cambios en el MRE.


Abstract This work seeks to analyze the social profiles and career patterns of the Brazilian diplomatic corps, using Zairo B. Cheibub (1989) as a parameter and reference. In terms of profiles, there has been an increase in the age at which people enter this career, an increase in the proportion of those born in São Paulo as compared to Rio de Janeiro, subtle alterations in terms of gender and race, an increase in graduates from the University of São Paulo and the University of Brasília, and a preponderance of those with undergraduate law degrees. Looking at career patterns, we compare the average time for promotions to the diplomatic elite (second ministers and ambassadors) in terms of social categories and other institutional variables. Only the latter stands out and the average promotion time has increased in both hierarchies for those who have spent more than on stint in Class B and C diplomatic posts. On the other hand, for second ministers who have been named to political positions the promotion time has diminished. Both social profiles and career patterns point more to continuity rather than change in terms of profiles and patterns in the Ministry of Foreign Affairs.
