RESUMO

Achievement of national climate targets and the corresponding costs would entirely depend on regional actions within the country. However, because of substantial inequalities and heterogeneities among regions, especially in developing economies, aggressive or uniform actions may exacerbate inequity and induce huge economic losses, which in turn challenges the national climate pledges. Hence, this study extends prior research by proposing economically optimal strategies that can achieve national climate targets and ensure the greatest local and national benefits as well as regional equality. Focusing on the biggest developing country China, we find this strategy can avoid up to 1.54% of cumulative GDP losses for approaching carbon neutrality, and more than 90% of regions would obtain economic gains compared either with existing independently launched targets or with the uniform strategy that all regions achieve peak carbon emissions before 2030. We also provide optimal carbon mitigation pathways to regional peak carbon, carbon intensity and energy consumption.

BACKGROUND: Since most infants are usually discharged before age 48-72 hours, peak bilirubin levels will almost always occur after discharge. Parents may be the first to observe the onset of jaundice after discharge, but visual assessment is unreliable. The jaundice colour card (JCard) is a low-cost icterometer designed for the assessment of neonatal jaundice. The objective of this study was to evaluate parental use of JCard to detect jaundice in neonates. METHODS: We conducted a multicentre, prospective, observational cohort study in nine sites across China. A total of 1161 newborns ≥35 weeks of gestation were enrolled in the study. Measurements of total serum bilirubin (TSB) levels were based on clinical indications. The JCard measurements by parents and paediatricians were compared with the TSB. RESULTS: JCard values of parents and paediatricians were correlated with TSB (r=0.754 and 0.788, respectively). The parents' and paediatricians' JCard values 9 had sensitivities of 95.2% vs 97.6% and specificities of 84.5% vs 71.7% for identifying neonates with TSB ≥153.9 µmol/L. The parents' and paediatricians' JCard values 15 had sensitivities of 79.9% vs 89.0% and specificities of 66.7% vs 64.9% for identifying neonates with TSB ≥256.5 µmol/L. Areas under the receiver operating characteristic curves of parents for identifying TSB ≥119.7, ≥153.9, ≥205.2, and ≥256.5 µmol/L were 0.967, 0.960, 0.915, and 0.813, respectively, and those of paediatricians were 0.966, 0.961, 0.926 and 0.840, respectively. The intraclass correlation coefficient was 0.933 between parents and paediatricians. CONCLUSION: The JCard can be used to classify different levels of bilirubin, but it is less accurate with high bilirubin levels. The JCard diagnostic performance of parents was slightly lower than that of paediatricians.

Being a node of the energy-water consumer and carbon dioxide (CO2) emitter, the household is one key sector to pilot integrated energy-carbon-water (ECW) management. This study developed an integrated framework to explore China's provincial household ECW nexus as well as their drivers from the years 2000 through 2016. The absolute amount and growth rate of household energy use (HEU), household CO2 emissions (HCE), and household water use (HWU) were abstracted to reveal the dynamic characteristics of the household ECW nexus. Efficiency advance, income growth, urbanization, family size, and household number were defined to explain the changes in the household ECW nexus. This study revealed that there is a huge regional heterogeneity in China's household ECW nexus. Developed regions such as Zhejiang, Jiangsu, Guangdong, and Shanghai are the most important household ECW nexus nodes with larger amounts and growth rates of household ECW. Income growth overwhelmingly increases ECW, while efficiency advance effectively curbs its growth. Comparatively, household number, family size, and urbanization have small effects. Therefore, implementing differentiated management and focusing on the synergy of socioeconomic factors are the keys to achieving integrated household ECW management. And the analytical framework can be used to analyze ECW nexus from a sector, city, or country perspective.

The trade-off between economic growth and environmental conservation is the focus of national environmental management. Previous studies have proved that global trade can bring both economic benefits and environmental costs to all countries. However, for different countries, it is not clear whether the environmental costs match their economic benefits in global trade. Also, whether the global trade exacerbates or mitigates the uneven distribution of natural resources among countries need to be further investigated. This study aims to fill these research gaps by providing evidence of global environmental inequality from land and water perspective, thus inspire new thinking on the optimization of global trade patterns. We construct an environmental inequality index based on the world Multi-Regional Input-Output (MRIO) model, and perform a case study for land and water. Results show that most of countries with low per capita land resources are net importers of embodied land, while many countries with extreme water shortages are net exporters of virtual water, such as India, Pakistan, Iran and Egypt, indicating that the global trade encourages the optimal distribution of land resources but exacerbates the uneven distribution of water resources. The environmental cost of developed countries is much lower than that of developing countries compared to their economic gains from global trade, and the inequality of virtual water trade is higher than that of embodied land trade. High-income countries mainly export high value-added products with low environmental costs, while developing countries are just the opposite. We suggest that due to the lack of a unified global natural resource market, resource tax may be an effective means to reduce global environmental inequality and resource mismatch, and policies aimed at reducing environmental inequality can help achieve coordinated management of land and water resources.
