RESUMO

Unconventional water constitutes the fundamental approach to addressing global water scarcity and achieving the sustainable circulation of water resources. Due to the significant environmental advantages and economical production costs, reclaimed water has emerged as a preeminent unconventional source. However, the use in China confronts the predicament of oversupply relative to demand, requiring policy measures to overcome this challenge. Limited research exists on the combined impact of subsidies and water quality information disclosure supervision on reclaimed water utilization, potentially underestimating the practical incentivizing role of water quality information disclosure. Therefore, based on the framework of 'external environment-perceived value-utilization intention,' a multi-agent-based simulation model driven by evolutionary game theory is constructed, from micro to macro perspective, to investigate the composite effects of subsidies and water quality information disclosure supervision on public intentions for reclaimed water utilization and the evolutionary track of public decision-making. The results showed that (1) The influence of subsidies on the public's inclination toward reclaimed water has regional heterogeneity. In regions with average economic development, the subsidy policy shows an inverted U-shaped correlation with the public's intention to reclaimed water, indicating the presence of an optimal value for maximizing the promotional effect of subsidies. Conversely, the effect is less discernible in regions with higher economic development. (2) In regions with average economic development, supervision of information disclosure behavior can avert the diminishing incentivizing effects under radical subsidies, but the assistance of various supervision intensities is different. (3) In regions with higher economic development, the incentive effect of subsidies can be positively modulated by the supervision policy. Interactions between subsidy and supervision policies evoke diverse chain reactions under varying intensities in these regions, and the combination of moderate subsidies and high supervision emerges as the most optimal strategy to advance reclaimed water development.

In this study, 30 surface sediment samples were collected from Zhifu Bay in northern China and analyzed for heavy metals; in addition, their concentrations and pollution status were evaluated. The distributions of Cu and Zn were similar and mainly dominated by fine-grained sediments, whereas the other heavy metal distributions were not very regular. Al was positively correlated with Cu and Zn, and weakly correlated with Pb, As, and Hg. Except for some stations that showed minor enrichment and were unpolluted to moderately polluted by Cr, Cd, and Hg, the overall quality of sediments in the study area was good. Three principal components with eigenvalues >1 were estimated, accounting for 72.06 % of the total variability and representing natural sources, natural and anthropogenic, and anthropogenic sources, respectively.

The formation of the water rights trading price is an important part of the water rights trading system. In order to continuously and dynamically reflect the social-economic development changes and water resource scarcity, herein, we discuss the dynamic adjustment of the water rights trading price from the perspective of water resource scarcity value analysis. First, we constructed the water resource scarcity evaluation index system from the four dimensions of the water resource natural endowment, the water resource supply, the water resource demand, and the water environment, and then we constructed the water resource scarcity index calculation model of the transferor, the transferee, and the comprehensive water resource scarcity index calculation model of both parties of the trading. Second, by analyzing the 30 comparable water rights trading cases in China since 2016, we established the response function of the water rights trading price to the water resource scarcity index, and then we analyzed the impact mechanism of the water resource scarcity index on the water rights trading price. Third, based on the two factors of "the water resource scarcity value" and "the capital time value," we constructed a dynamic price adjustment model of water rights trading for different adjustment factors, so as to adjust the water rights trading price scientifically. Finally, we took the water rights trading in Helan County (Helan) of Ningxia Hui Autonomous Region (Ningxia) as an example. The research shows that: (1) During the trading period of water rights in Helan, the water resource scarcity index rises, and the water rights trading price should be increased year-by-year. Additionally, there are certain differences in the water rights trading price changes with the adjustment of different elements. Among them, considering the adjustment of "the water resource scarcity value" element, the water rights trading price of Helan should be increased from 1.0940 to 2.8574 CNY/m³ during the water rights trading period; (2) there are differences in the water rights trading cost under different payment modes, among which the annual payment mode increased the most, i.e., from 2.7350 × 108 to 7.4500 × 108 CNY. This study suggests exerting a regulating effect of the water scarcity value on the water rights trading price, so as to promote the construction of a more equitable and long-term water rights trading market.

With the rapid development of social economy and global climate warming, scarce transboundary water resources, as one of the basic resources for socio-economic development, have increasingly become the focus of basin countries. To investigate the socio-economic impacts of different water diversion quantity from transboundary river basins, we used a system dynamics (SD) model to reflect interactions between population, water resources, and socio-economic development, and applied it to a case study in Xinjiang to simulate its change tendency from 2011 to 2030 from the temporal dimension. Then, four water diversion quantity of transboundary river basins and four alternative socio-economic development patterns were designed to comprehensively evaluate these impacts of water diversion quantity change on the socio-economy of the region along the river under different socio-economic development patterns. The results indicate that (1) there was a positive correlation between water diversion quantity and the economic output value of the region along transboundary river basins, and the marginal benefit of transboundary water resources would decrease gradually; (2) considering the difficulty of water diversion from transboundary river basins and the protection of downstream water use and ecological health of transboundary river basins, we believe that increasing the transboundary water resources by 20% was more conducive to the sustainable development of Xinjiang's socio-economy; (3) through the comparison of dynamic evolutions of socio-economic development and water impacts under four socio-economic development patterns, it is best for Xinjiang to plan its future development in the coordinated development of economic-resource scenario. Following this scenario, not only would the total output value of the socio-economy be better than other scenarios, but this also helps to alleviate the contradiction between the water supply and demand, which expected there would be a water shortage of 1.04 billion m3 in 2029 under 20% increase in water diversion quantity. Therefore, appropriate water diversion quantity, reasonable adjustment of industrial production growth rate, reduction of water consumption quotas of different industries and domestic water quota, and improvement of collection and treatment rate for sewage should be given priority in water resources management decision-making in Xinjiang or other arid regions along transboundary river basins.

The issue of trans-boundary water conflict has become an important factor affecting the relations between basin countries. The key to solve the current conflict problem is to realize the fair and reasonable allocation of trans-boundary water resources. Based on the satisfaction perspective, we developed an asymmetric Nash negotiation model to obtain an optimal and feasible allocation scheme for the trans-boundary water resources. Firstly, based on the two international water laws, we analyzed the influencing factors including water demand differences, resource endowment differences, and water efficiency differences, and by combing with the flexible weight constraint, we built the fair and reasonable allocation pattern for trans-boundary water resources. Secondly, under the constraint of the allocation pattern, we determined the ideal negotiation scheme of each basin country by considering their selection preference. Thirdly, we built a satisfaction degree function and established an asymmetric Nash negotiation model. This is used to build a fair negotiation mechanism among basin countries, and the allocation scheme after negotiation is regarded as the optimal allocation scheme. Lastly, we took the Lancang-Mekong river basin as an example. For this example, the results indicate the following: (1) after considering multiple factors comprehensively, China and Thailand obtained a higher proportion of trans-boundary water resource quota under different preference scenarios, while Myanmar obtained a lower proportion of trans-boundary water resource quota; (2) taking each basin country as the negotiation agent, the optimal allocation scheme with the introduction of fair negotiation mechanism has a higher degree of satisfaction, with an average of over 87.19%, which is more stable and easy to be accepted by all basin countries; (3) from the perspective of the change rate and the average satisfaction of the basin countries, the optimal allocation scheme under the resource endowment preference scenario obtained the highest satisfaction among basin countries. This study aims to improve the practicability and acceptability of trans-boundary water resources allocation, thus providing technical support for reducing trans-boundary water resources conflicts.

As the modern economy develops rapidly, environmental pollution and human health have also been threatened. In recent years, relevant research has focused on subjects such as energy and economic, environmental pollution and health issues. Yet this has not considered the use of water resources and the impact of wastewater pollutant emissions on the economy and health. This article has combined the following factors like water consumption with wastewater discharge, pollutant concentration in sewage and local medical care expenditure and put them into the model of water resources, energy and health measurement, and a two-stage dynamic data envelopment analysis (DEA) model considering undesirable outputs is applied to 30 provinces (including autonomous regions and municipalities) to calculate the total efficiency, production efficiency and health efficiency in 2014-2017.The results show that the total efficiency values of most provinces are between 0.2 and 0.4, providing large room for improvement. Production efficiency and health efficiency have increased in recent years, but the health efficiency values of most provinces are still so low that they have dragged back the overall efficiency. The key impact indicators of different provinces are different, and each province should formulate different policies according to its own specific conditions so as to purposefully to deepen the energy, economic and medical reforms in each province, and also to promote sustainable economic development while improving health efficiency.
