Outreach marketing may be a successful strategy for NHS libraries.

This dissertation study investigates the ways that NHS libraries are currently marketing their services within their organisation and was submitted as part of the MA Library and Information Management at the University of Sheffield in 2019. This paper presents the findings from twelve semi-structured interviews carried out with NHS library managers in the East of England to identify the most and least successful methods, and in comparison with that which is currently in the general marketing literature. The study found that outreach marketing was the most effective and that librarians are currently conducting marketing to the best of their ability, but they lack time and funding to be able to make the most of their promotional campaigns. Collaborative transition to open access publishing by scholarly societies.

For decades, universities, researchers, and libraries have sought a systemwide transition of scholarly publishing to open access (OA), but progress has been slow. There is now a potential for more rapid and impactful change, as new collaborative OA publishing models have taken shape. Cooperative publishing arrangements represent a viable path forward for society publishers to transition to OA as the default standard for disseminating research. The traditional article processing charge OA model has introduced sometimes unnavigable financial roadblocks, but cooperative arrangements premised on collective action principles can help to secure long-term stability and prevent the risk of free riding. Investment in cooperative arrangements does not require that cash-strapped libraries discover a new influx of money as their collection budgets continue to shrink, but rather that they purposefully redirect traditional subscription funds toward publishing support. These cooperative arrangements will require a two-way demonstration of trust: On one hand, libraries working together to provide assurances of sustained financial support, and on the other, societies' willingness to experiment with discarding subscriptions. Organizations such as Society Publishers Coalition and Transitioning Society Publications to Open Access are committed to education about and further development of scalable and cooperative OA publishing models.

Assessing return on investment in health libraries requires lateral thinking.

This study considers the status of trends in value and impact research in health libraries and discusses how return on investment approaches such as social value analysis could be used. It uses an example, based on the Health Education England evaluation framework for health library and knowledge services, to outline how a theory of change can be developed. Health libraries now work more closely with health care staff and researchers in co-creating value and impact for improving patient care. Therefore, collection of data to assess social value should be drawn not only from performance data already collected by libraries, but also data collection by and for the health care organisation on evaluation of care quality and professional competence.

Medical academic libraries in Romania - breaking with the past and turning towards the future.

This article is part of a series in this regular feature which looks at new directions in health science libraries. This article provides an updated overview of medical libraries in Romania, with a focus on the academic libraries which function under the patronage of medical schools. Information was collected through a survey questionnaire sent out to Romanian academic medical libraries in March 2017. The responses provide an overall picture of the state of Romanian medical libraries, highlighting the main trends and areas in which progress is evident, as well as the problems confronting these libraries. Forward view: advancing health library and knowledge services in England.

This article is the fourth in a series on New Directions. The National Health Service is under pressure, challenged to meet the needs of an ageing population, whilst striving to improve standards and ensure decision making is underpinned by evidence. Health Education England is steering a new course for NHS library and knowledge services in England to ensure access to knowledge and evidence for all decision makers. Knowledge for Healthcare calls for service transformation, role redesign, greater coordination and collaboration. To meet user expectations, health libraries must achieve sustainable, affordable access to digital content. Traditional tasks will progressively become mechanised. Alongside supporting learners, NHS librarians and knowledge specialists will take a greater role as knowledge brokers, delivering business critical services. They will support the NHS workforce to signpost patients and the public to high-quality information. There is a need for greater efficiency and effectiveness through greater co-operation and service mergers. Evaluation of service quality will focus more on outcomes, less on counting. These changes require an agile workforce, fit for the future. There is a bright future in which librarians' expertise is used to mobilise evidence, manage and share knowledge, support patients, carers and families, optimise technology and social media and provide a keystone for improved patient care and safety.

Health sciences libraries in the United States: new directions.

This article is the third in a series in this regular feature. The intention of the series is to look at important global developments in health science libraries. These articles will serve as a road map, describing the key changes in the field and exploring factors driving these changes. The present article by the current president of the Medical Library Association outlines two important developments in the United States. The topics chosen for consideration are national initiatives in the United States impacting health sciences libraries and librarians and enhanced roles for U.S. health sciences librarians in providing support for research. [The Health Technology Assessment Engine of the Academic Hospital of Udine: first appraisal]. / Il motore di ricerca Health Technology Assessment dell'Azienda Ospedaliero-Universitaria di Udine: prime valutazioni.

The Health Technology Assessment Engine (HTAE) of the Academic Hospital of Udine aggregates about one hundred of health technology assessment websites. It was born thanks to Google technology in 2008 and after about four years of testing it became public for everybody from the Homepage of the Italian Society of Health Technology Assessment (SIHTA). In this paper the first results obtained with this resource are reported. The role of the scientific librarian is examined not only as a support specialist in bibliographic search but also as a creative expert in managing new technologies for the community.

[The future of scientific libraries]. / Il futuro delle biblioteche scientifiche.

"Making predictions is always very difficult, especially about the future". Niels Bohr's quote is very appropriate when looking into the future of libraries. If the Web is now the richest library in the world, it is also the most friendly and therefore the most convenient. The evolution of libraries in the coming years - both traditional and online - will probably depend on their ability to meet the information needs of users: improved ease of use and better reliability of the information. These are objectives that require money and - given the general reduction in budgets - it is not obvious that the results will be achieved. However, there are many promising experiences at the international level that show that the world of libraries is populated by projects and creativity. Traditional or digital, libraries will increasingly present themselves more as a sharing tool than as a repository of information: it is the sharing that translates data into knowledge. In the healthcare field, the integration of online libraries with the epidemiological information systems could favor the fulfillment of unconscious information needs of health personnel; libraries will therefore be a key tool for an integrated answer to the challenge of continuing education in medicine. The Internet is no longer a library but an information ecosystem where the data are transformed into knowledge by sharing and discussion.

[Clinical practice guidelines and knowledge management in healthcare]. / Il ruolo delle linee-guida per il knowledge management in medicina.

Clinical practice guidelines are key tools for the translation of scientific evidence into everyday patient care. Therefore guidelines can act as cornerstones of evidence based knowledge management in healthcare, if they are trustworthy, and its recommendations are not biased by authors' conflict of interests. Good medical guidelines should be disseminated by means of virtual (digital/electronic) health libraries - together with implementation tools in context, such as guideline based algorithms, check lists, patient information, a.s.f. The article presents evidence based medical knowledge management using the German experiences as an example. It discusses future steps establishing evidence based health care by means of combining patient data, evidence from medical science and patient care routine, together with feedback systems for healthcare providers.

[The role of the scientific librarian in HTA:what is the status quo and what are the prospects]. / Il ruolo del bibliotecario scientifico nell'Health Technology Assessment: quale lo stato di fatto e quali le prospettive?

The first Italian experiences of HTA are born inside single hospitals and, lately, regional health care systems. In Italy, anyway, no agency had health technology assessment as an institutional duty until 2007, the year of the founding of the Italian Society of Health Technology Assessment (SIHTA). In times of "spending review", the HTA, whose purpose is to make decisions about health technologies rational and consistent with a context of scarce resources, is increasingly emerging as a priority need of the National Health System. The objective of this paper is to analyze if and how the librarian is involved in the process of health technology assessment, analyzing the results of a survey performed at a selection of Italian research organizations. The analysis of the results shows that the Italian situation is still very varied, from the point of view of HTA, and health technologies are often introduced without any preliminary analysis. The librarian is almost never represented within the HTA evaluation group and his/her knowledge of HTA should be improved.
