Previous studies have investigated the health hazards caused by exposure to the noise of heavy equipment used at construction sites. Korea's Ministry of Land, Infrastructure, and Transport operates a registration system for construction machinery, and regular safety inspections are mandatory. Although workers inspecting construction machinery vehicles are exposed to unwanted noise, no noise exposure assessment has been made regarding these workers in Korea. The time-weighted average (TWA) daily average noise exposure level among construction machinery inspectors at 18 inspection centers was 75.3 dB(A). Among the inspection steps, the exhaust gas inspection step was found to exhibit the highest noise exposure level, up to 100 dB(A). In Korea, if the noise level of a workplace exceeds 85 dB(A) as a TWA, workers are required to undergo special medical examinations. This study found that special medical examinations were required for two of the 18 target inspection centers (approximately 115 workers) as the 8-hour TWA noise level exceeded 85 dB(A). Therefore, regular noise exposure assessment and special medical examinations for noise are required to prevent inspectors from developing hearing disorders due to noise exposure.

RESUMO

The chemical burden on the environment and human population is increasing. Consequently, regulatory risk assessment must keep pace to manage, reduce, and prevent adverse impacts on human and environmental health associated with hazardous chemicals. Surveillance of chemicals of known, emerging, or potential future concern, entering the environment-food-human continuum is needed to document the reality of risks posed by chemicals on ecosystem and human health from a one health perspective, feed into early warning systems and support public policies for exposure mitigation provisions and safe and sustainable by design strategies. The use of less-conventional sampling strategies and integration of full-scan, high-resolution mass spectrometry and effect-directed analysis in environmental and human monitoring programmes have the potential to enhance the screening and identification of a wider range of chemicals of known, emerging or potential future concern. Here, we outline the key needs and recommendations identified within the European Partnership for Assessment of Risks from Chemicals (PARC) project for leveraging these innovative methodologies to support the development of next-generation chemical risk assessment.

The "double-carbon" policy is a new opportunity for the transformation of China's production sector. With steady economic growth, each province has proposed specific policies aimed at cleaner production. However, the interactions between regions and the complex linkages between industries have hindered the implementation of the "double-carbon" policy. In order to address this issue, we introduced a complex network framework with multiple industries at a national level. The framework aimed to clarify whether there is fluctuation diffusion in China's multi-province multi-industry carbon emission system, to identify key industries and regions, and to answer the question of "who" is the most effective in governance. The results showed that the fluctuations of industrial carbon emissions had a cross-regional diffusion effect in China indeed. The diffusion capacity of industry fluctuation depends on whether the industry is located at a "hub" position in the network. Hub industries with strong capacity can spread the carbon emission fluctuation of themselves and upstream or downstream industries to the whole country through regional interactions. This characteristic of the hub industry should be taken into account in governance to maximize the effectiveness of emission reduction. Shandong and Inner Mongolia, as important provinces for the production of intermediate products and energy chemicals in China, had a greater role to play in global carbon supply push from their hub industries than in the demand pull. The pulling capacity of Beijing-Tianjin-Hebei region to the national carbon demand side was greater than that of Yangtze River Delta and Pearl River Delta. These findings might have implications for environmental and economic policymaking, particularly with regard to cross-provincial coordinated systemic solutions and policy anchors for synergy with industries.

The paper aims to propose a new method to evaluate the occupational exposure risk for examiners involved in dynamic olfactometry. Indeed, examiners are possibly exposed to hazardous pollutants potentially present in odorous samples. A standardized method to evaluate the examiners' occupational safety is not yet available and the existing models present some critical aspect if applied to real odorous samples (no uniform reference concentrations applied and presence of compounds for which no toxicity threshold is available). A deepening of assessment procedure to evaluate the occupation exposure risk for olfactometric assessors is necessary. This paper proposes a standardized approach for risk assessment in dynamic olfactometry. The proposed approach allows the quantification synthetic and conservative risk indices. In this model, the use of the hazard index for the odorous mixture was proposed to assess the non-carcinogenic risk; the calculation of the inhalation risk was applied to estimate the carcinogenic risk. Different databases can be used to retrieve proper occupational exposure limits, according to the proposed hierarchical basis. These implementations allow obtaining the complete characterization of real samples which can be used to calculate the minimum dilution factor for protecting the panellists' health.

OBJECTIVES: More than 90% of the global population live in areas exceeding the PM2.5 air quality guidelines (AQGs). We provide an overview of the ambient PM2.5-related burden of disease (BoD) studies along with scenario analysis in the framework of the WHO AQG update on the estimated reduction in the BoD if AQGs were achieved globally. METHODS: We reviewed the literature for large-scale studies for the BoD attributed to ambient PM2.5. Moreover, we used the latest WHO statistics to calculate the BoD at current levels and the scenarios of aligning with interim targets and AQG levels. RESULTS: The most recent BoD studies (2010 onwards) share a similar methodology, but there are differences in the input data which affect the estimates for attributable deaths (2.9-8.9 million deaths annually). Moreover, we found that if AQGs were achieved, the estimated BoD would be reduced by up to 50% in total deaths worldwide. CONCLUSIONS: Understanding the BoD across countries, especially in those that do not align with the AQGs, is essential in order to inform actions to reduce air pollution globally.

A key step in deriving an Environmental Quality Standard (EQS) is assessing the reliability and relevance of the underpinning ecotoxicity data. While the assessment of data reliability is relatively well established, the detailed evaluation of data relevancy is a more recent development. We applied broadly accepted relevancy criteria to a series of non-standard ecotoxicity studies on diclofenac, focusing on some aspects that should be accounted for in studies used in EQS derivation. Specific relevancy issues include potential experimental bias, claimed 'significant effects' that are indistinguishable from controls, or within the range of normal, and lack of environmental applicability. We highlight that rigorous, comprehensive and, where necessary, specialist assessment of data relevancy for studies potentially applicable for EQS setting is critical if studies are to be appropriately used regulatory decision-making. We provide recommendations for researchers and environmental practitioners to ensure robust accounting of relevancy in non-standard studies is undertaken.

The concentrations of thirteen metals (Al, As, Ba, Cd, Co, Cr, Cu, Fe, Mn, Ni, Pb, V, and Zn) were analyzed in waters and sediments of the Badovci Lake. The total metal concentrations in the water followed the descending order: Fe > Al > Mn > Cu > Ba > Zn > As > Ni > Pb > V > Co > Cd > Cr, and the total metal content in the sediments also followed the descending order: Fe > Al > Mn > Ni > Cr > Pb > Ba > Zn > V > Cu > As > Co > Cd. According to EC 98/83, Al, Fe, and Mn at some sampling sites exceeded safety limits for drinking water, whereas other elements were at acceptable levels. The total content of Cr, Cu, Ni, Pb, and V in the sediments exceeded the target values of the New Dutch List. Using pollution indicators such as the contamination factor (CF) and geoaccumulation index (Igeo), most of the samples were unpolluted to moderately polluted by Cu, Cr, Pb, V, and Ni. The values of the pollution load index (PLI) were more than one (>1), indicating progressive deterioration of the sediment quality. The enrichment factor (EF) for all the studied metals suggests their enrichments in sediments of the Badovci Lake. Most of the elements were found in the residual fraction strongly bonded to the crystalline component. Pb, Mn, and Cu were bound in the organic and exchangeable components. The extent of pollution by heavy metals in sediments of the Badovci Lake implies that the environmental condition is relatively stable, and attention should be paid to metals bonded in the extractable and organic phases. It is recommended to periodically monitor water and sediment quality.

Phosphorus is one of the main causes of waterbodies in Scotland being at less than good ecological status (GES) in terms of the water framework directive (WFD). In Scotland, there are more than 8000 standing waters, defined as lakes and reservoirs that have a surface area of more than 0.5 km2. Only about 330 of these are monitored routinely to assess compliance with the WFD. The export coefficient tool PLUS+ (phosphorus land use and slope) has been developed to estimate total phosphorus (TP) concentrations in the unmonitored sites; modelled values are then compared to WFD target concentrations for high, good, moderate, poor, and bad status to assess compliance. These type-specific or site-specific targets are set by the regulatory authority and form part of a suite of physical, chemical, and ecological targets that are used to assess GES, all of which must be met. During development, the PLUS+ tool was applied to 323 monitored catchments and 7471 unmonitored catchments. The efficacy of the tool was assessed against TP concentrations observed in 2014 and found to perform well in the rural catchments. 51% of standing waters had the same modelled and observed WFD class (i.e., High, Good, Moderate, Poor, Bad), and a further 40% of standing waters had a modelled WFD class that was within one class of observed water quality. The tool performed less well in catchments with larger inputs of TP from urban sources (e.g., sewage). The greatest deviations between measured and modelled classes were explained by the shortage of information on wastewater treatment works, fish farms, migratory birds, levels of uncertainty in TP measurements, and the amount of in-lake re-cycling of P. The limitations of the tool are assessed using data from six well documented case study sites and recommendations for improving the model performance are proposed.

This survey evaluates whether the Cystic Fibrosis (CF)-specific infection prevention and control (IPC) recommendations released by the Commission for Hospital Hygiene and Infection Prevention (KRINKO) in 2012 have been implemented in specialized German CF facilities. Of 35 participating centers (response rate 32.7%), 37% care for more than 100 patients and 44% treat mainly adults. Clinics for adult CF patients report a shortage of qualified personnel for intensified environmental cleaning. Some hospitals struggle to provide single patient rooms with an adjacent sanitary area to segregate CF patients strictly. Most centers offer at least one decolonization cycle (including systemic and inhalative antibiotics) to patients colonized with MRSA. In CF centers in Germany, the KRINKO IPC recommendations are considered helpful by the attending physicians and thoroughly implemented. There is room for improvement concerning strict segregation of inpatients with CF in single patient rooms, in particular in large CF centers mainly caring for adults.

Oral ingestion is the main exposure pathway through which humans ingest trace metals in the soil, particularly for children. Metals in different soil particle size fractions may vary in terms of concentration and properties. Urban school/kindergarten soil samples were collected from three cities: Lanzhou in northwest China, Wuhan in central China, and Shenzhen in southeast China. Soil samples were classified according to particle size (<63 µm, 63-150 µm, 150-250 µm, and 250-2000 µm) to estimate the effects of soil particle size on the total content and bioaccessibility of metals (Cd, Cr, Cu, Ni, Pb, and Zn). Based on the results, we assessed whether the standard size <150 µm (containing < 63 µm and 63-150 µm), recommended by the Technical Review Workgroup (TRW) of the Environmental Protection Agency (EPA), and <250 µm (containing < 63 µm, 63-150 µm, and 150-250) recommended by the Bioaccessibility Research Group of Europe (BARGE), are suitable where the largest proportion adhering to hands is the finest soil (<63 µm). The results showed that different metals exhibited different relationships between soil particle size and content and between soil particle size and bioaccessibility. Pb and Zn generally exhibited the greatest bioaccessibility in the coarsest particle sizes (250-2000 µm); whereas the highest Ni bioaccessibility occurred in the finest sizes (<63 µm); the bioaccessibility of other metals did not exhibit any obvious relationships with particle size. When assessing health risks using bioaccessible metal content in the recommended soil particle size ranges (<150 µm and <250 µm) and in finer particles (<63 µm), the results for noncarcinogenic risks to children exhibited no obvious difference, while the actual carcinogenic risks may be underestimated with the use of soil particle size ranges < 150 µm and <250 µm. Therefore, when choosing an optimal particle size fraction to evaluate the health risk of oral soil ingestion, we recommend the use of the bioaccessible metal content in <63 µm soil fraction.

The plausibility of data from networks of low-cost measurement devices is a growing and important contentious issue. Informal networks of low-cost devices have particularly come to prominence for air quality monitoring. The contentious point is the believability of data without regular on-site calibration, since this is a specialist task and the costs very quickly become much larger than the cost of installation in the first place. This Sensor Issues suggests that approaches to the problem that involve appropriate use of independent information have the potential to resolve the contention. Ideas are illustrated particularly with reference to low-cost sensor networks for air quality measurement.

Providing reliable environmental quality standards (EQSs) is a challenging issue in environmental risk assessment (ERA). These EQSs are derived from toxicity endpoints estimated from dose-response models to identify and characterize the environmental hazard of chemical compounds released by human activities. These toxicity endpoints include the classical x% effect/lethal concentrations at a specific time t (EC/LC(x, t)) and the new multiplication factors applied to environmental exposure profiles leading to x% effect reduction at a specific time t (MF(x, t), or denoted LP(x, t) by the EFSA). However, classical dose-response models used to estimate toxicity endpoints have some weaknesses, such as their dependency on observation time points, which are likely to differ between species (e.g., experiment duration). Furthermore, real-world exposure profiles are rarely constant over time, which makes the use of classical dose-response models difficult and may prevent the derivation of MF(x, t). When dealing with survival or immobility toxicity test data, these issues can be overcome with the use of the general unified threshold model of survival (GUTS), a toxicokinetic-toxicodynamic (TKTD) model that provides an explicit framework to analyse both time- and concentration-dependent data sets as well as obtain a mechanistic derivation of EC/LC(x, t) and MF(x, t) regardless of x and at any time t of interest. In ERA, the assessment of a risk is inherently built upon probability distributions, such that the next critical step is to characterize the uncertainties of toxicity endpoints and, consequently, those of EQSs. With this perspective, we investigated the use of a Bayesian framework to obtain the uncertainties from the calibration process and to propagate them to model predictions, including LC(x, t) and MF(x, t) derivations. We also explored the mathematical properties of LC(x, t) and MF(x, t) as well as the impact of different experimental designs to provide some recommendations for a robust derivation of toxicity endpoints leading to reliable EQSs: avoid computing LC(x, t) and MF(x, t) for extreme x values (0 or 100%), where uncertainty is maximal; compute MF(x, t) after a long period of time to take depuration time into account and test survival under pulses with different periods of time between them.

Optimization of resources is the key to improve our ability to perform multiple tasks with limited time and money. In the context of thermal comfort assessment, optimization becomes important in large rooms where tens of individuals perform similar tasks. This work focuses on the identification of the minimum number of measurement points that allows an accurate description of the thermal environment. Accuracy of description is assumed if no significant loss of information is associated to the transition from the 'primary' thermal map based on all available measurement points to a 'secondary' thermal map based on a reduced set of measurement points. The concept of 'no significant loss' is quantified by requiring that the difference in PMV (Predicted Mean Vote) between the two maps is kept <0.1 in the vast majority (95%) of points. PMV is a standardized synthetic index that is used worldwide for quantifying thermal comfort (ISO 7730, 2005) taking into account both environmental (thermo-hygrometric) and personal (activity, clothing) quantities. We show that the uncertainty induced by the degraded resolution of the thermal map has a limited impact on the overall uncertainty on PMV. Application of the method to a few test environments shows that the room size perpendicular to the main window and the windows orientation play the largest role in determining spatial inhomogeneity in thermal maps. A minor concurring factor is the room area.

The first National Wetland Condition Assessment (NWCA) was conducted in 2011 by the US Environmental Protection Agency (USEPA) and its federal and state partners, using a survey design that allowed inference of results to national and regional scales. Vegetation, algae, soil, water chemistry, and hydrologic data were collected at each of 1138 locations across the conterminous United States (US). Ecological condition was assessed in relation to a disturbance gradient anchored by least disturbed (reference) and most disturbed sites identified using chemical, physical, and biological disturbance indices based on site-level data. A vegetation multimetric index (VMMI) was developed as an indicator of condition, and included four metrics: a floristic quality assessment index, relative importance of native plants, number of disturbance-tolerant plant species, and relative cover of native monocots. Potential stressors to wetland condition were identified and incorporated into two indicators of vegetation alteration, four indicators of hydrologic alteration, a soil heavy metal index, and a nonnative plant indicator and were used to quantify national and regional stressor extent, and the associated relative and attributable risk. Approximately 48 ± 6% of the national wetland area was found to be in good condition and 32 ± 6% in poor condition as defined by the VMMI. Across the conterminous US, approximately 20% of wetland area had high or very high stressor levels related to nonnative plants. Vegetation removal, hardening, and ditching stressors had the greatest extent of wetland area with high stressor levels, affecting 23-27% of the wetland area in the NWCA sampled population. The results from the 2016 NWCA will build on those from the 2011 assessment and initiate the ability to report on trends in addition to status. The data and tools produced by the NWCA can be used by others to further our knowledge of wetlands in the conterminous US.

The National Wetland Condition Assessment (NWCA) is one of a series of probability-based National Aquatic Resource Surveys (NARS) conducted by the U.S. Environmental Protection Agency (USEPA) to provide a comprehensive assessment of the condition of the Nation's waters. Randomized design and standardized training and protocols allow USEPA to analyze data that are nationally consistent and regionally relevant. Each NARS assessment was preceded by careful consideration of key logistical elements that included pre-survey planning, training, sampling logistics, and laboratory analysis. Numerous state, tribal, and contractor crews were supported across the country for each assessment; sampling and sample analyses were tracked from initiation; laboratory analyses were completed at USEPA, state, regional, and contract laboratories; and the data analyses and reporting were completed by USEPA-led workgroups, states, and contractors. The complexity and difficulty of each step offered unique challenges and provided lessons learned for each of the NARS assessments. Major logistical elements for implementing large scale assessments that are constrained by sampling period and number and duration of visits are covered in this paper. These elements include sample transport, equipment and supplies, sampling and sample tracking, information management regional technical expertise, and a sound field training program. This paper describes how lessons from previous assessments were applied to the NWCA and how new challenges faced in the NWCA were addressed and carried forward into future surveys.

One of the biggest challenges when conducting a continental-scale assessment of wetlands is setting appropriate expectations for the assessed sites. The challenge occurs for two reasons: (1) tremendous natural environmental heterogeneity exists within a continental landscape and (2) reference sites vary in quality both across and within major regions of the continent. We describe the process used to set reference expectations and define a disturbance gradient for the United States (US) Environmental Protection Agency's National Wetland Condition Assessment (NWCA). The NWCA employed a probability design and sampled 1138 wetland sites across the conterminous US to make an unbiased assessment of wetland condition. NWCA vegetation data were used to define 10 reporting groups based on ecoregion and wetland type that reduced the naturally occurring variation in wetland vegetation associated with continent-wide differences in biogeography. These reporting groups were used as a basis for defining quantitative criteria for least disturbed and most disturbed conditions and developing indices and thresholds for categories of ecological condition and disturbance. The NWCA vegetation assessment was based on a reference site approach, in which the least disturbed reference sites were used to establish benchmarks for assessing the condition of vegetation at other sites. Reference sites for each reporting group were identified by filtering NWCA sample data for disturbance using a series of abiotic variables. Ultimately, 277 least disturbed sites were used to set reference expectations for the NWCA. The NWCA provided a unique opportunity to improve our conceptual and technical understanding of how to best apply a reference condition approach to assessing wetlands across the US. These results will enhance the technical quality of future national assessments.

The levels, speciation of elements, and toxicity of selected trace metals as well as other parameters in selected surface water, shallow groundwater sources, landfill leachate, and associated surface runoff in the Lake Victoria basin, Uganda, were studied. The WHO guidelines, Ugandan standards, Canadian guidelines and Swedish EPA were used for assessment. The shallow groundwater was acidic with pH values below 6.5. The pH, dissolved organic carbon, flouride, and sulphate levels for all springs were below the guideline values although 52.8% was contaminated with nitrates while 39% was contaminated with chloride ions. Some surface water samples had levels of major elements, such as iron, chromium, aluminium, and manganese, above the guideline values. Speciation studies showed that 74% of the metal ions was bound to dissolved organic matter in surface water, whereas in landfill leachates, the dominant ionic species was metal hydroxides or fulvic acid bound. Risk analysis based on the Swedish EPA showed varied risks of negative effects in 30%-76% of the sample sites ranging from high to increased risk in surface water, whereas the results from modelling sorption data using the Bio-met tool showed potential risk to toxicity effects of Cu2+, Ni2+, Zn2+, and Pb2+ in 15.3%-30.8% surface water samples and 8.3%-62.5% groundwater samples.

A study was conducted to characterize the raw wastewater entering a modern cost effective municipal WWTP in Poland using two approaches; 1) a combination of modeling and carbonaceous oxygen demand (COD) fractionation using respirometric test coupled with model estimation (RT-ME) and 2) flocculation/filtration COD fractionation method combined with BOD measurements (FF-BOD). It was observed that the particulate fractions of COD obtained using FF-BOD method was higher than those estimated by RT-ME approach. Contrary to the above, the values of inert soluble fraction evaluated by FF-BOD method was significantly lower than RT-ME approach (2.4% and 3.9% respectively). Furthermore, the values for low colloidal and particulate fractions as well as soluble inert fractions were different than expected from a typical municipal wastewater. These observations suggest that even at low load (10% of the total wastewater treatment inflow), the industrial wastewater composition can significantly affect the characteristics of municipal wastewater which could also affect the performance and accuracy of respirometric tests. Therefore, in such cases, comparison of the respirometric tests with flocculation/filtration COD/BOD measurements are recommended. Oxygen uptake rate profile with settled wastewater and/or after coagulation-flocculation, however, could still be recommended as a "rapid" control method for monitoring/optimising modern cost-effective wastewater treatment plants.

AIMS: To evaluate a low-cost water quality test for at-scale drinking water safety estimation in rural India. METHODS AND RESULTS: Within a longitudinal study to characterize variability in household drinking water safety in rural Maharashtra, we piloted a low-cost presence-absence (LCPA) microbial test designed to be used by volunteer residents in rural areas. In comparing the LCPA results with standard laboratory methods for enumeration of Escherichia coli, we found that LCPA tests using modified mTec media were highly sensitive in detecting drinking water of moderate risk (88% of tests were positive at E. coli counts of 11-100 CFU per 100 ml) and high risk (96% of tests were positive at E. coli counts of 101 + CFU per 100 ml). The LCPA tests demonstrated low specificity for E. coli specifically, due to concurrent detection of Klebsiella: 38% of LCPA tests were positive even when E. coli was not detected in a 100 ml sample by membrane filtration, suggesting the test would be conservative in risk estimation. We also found that 47% of participants in rural villages in India were willing to conduct tests and return results after a brief training, with 45% of active participants sending their water testing results via short message service. CONCLUSIONS: Given their low cost (~US$0.50 as piloted) and open-source format, such tests may provide a compelling alternative to standard methods for rapid water quality assessments, especially in resource-limited settings. SIGNIFICANCE AND IMPACT OF THE STUDY: The lack of availability of water quality data constrains efforts to monitor, evaluate and improve the safety of water and sanitation infrastructure in underserved settings. Current water testing methods are not scalable because of laboratory and cost constraints. Our findings indicate the LCPA or similar low-cost microbial tests could be useful in rapid water safety estimation, including via crowdsourcing.
